Lake) ABSTRACT This study is an oral history of the small rural community of Portal, Georgia, its two local schools, and its residents’ successful fight to keep these community schools. Guided by the theoretical framework of critical theory and the works of critical researchers, namely Paulo Freire (1998), Michael Apple (2006), Jean Anyon (2005), and Henry Giroux (2001), one purpose of this study was to discover what we can learn from the experiences of citizens in one small rural community who have been affected by consolidation. Since the account of the relationship between the Portal community and its hometown schools remains untold, another purpose was to produce a written record of some of the events from 1969, the year desegregation was enforced in Bulloch County, Georgia, to 2012, two years after the new Portal Middle High School was completed. The residents of Portal, Georgia, have struggled for nearly four decades to retain their neighborhood public schools citing these institutions as vital members in a partnership with this community. The recommended elimination of these schools was partly due to the small enrollment, limited funds, and perceived isolation from other schools in the Bulloch County district. It is how and why these schools, over time, came to be the disfavored, under-enrolled, and under-subsidized institutions they are today that was explored. The concepts of small size, closeness, and the experience of knowing 1 members of their community were repeatedly stressed by the participants as crucial positive characteristics of the schools and community. The analysis of contention between the Portal community and the members in the more influential areas of Bulloch County revealed an ownership attitude and a manner of condescension toward this community with a chief bias being economic discrimination that essentially linked the Portal children’s education to their parents’ income-tax brackets. The majority of the data was gathered through interviews with five women and three men, all key members of the community whose ages range from their early 30s through their early 70s: Sarah Greene, Ellen Hodges, Tracy Kirkland, Kate Mitchell, Jamie Young, Richard Emerson, William Etheridge, and Gerald Johnson (all names are pseudonyms). The stories were analyzed through a critical lens that examines power relationships and the influence of classism in society.     GHSA “Items of Interest” February 2007 Reminders of Changes in the Reclassification Process Incredibly, it is just about time to reclassify member schools for the 2008-2010 cycle. This work will begin in late spring and will be final- ized in January of 2008. The reclassification process has been changed over the past year, so it is important to refresh our collective memories about those changes. In March (2006) and August (2006), constitutional amendments passed two votes of the Executive Committee, and that also changed the procedures in By-Law 4.16. Since the final vote occurred after the printing of the 2006-07 GHSA Constitution and By-laws, this information can only be found in the min- utes of the past two Executive Committee meetings. Reclassification for public schools will be based on an average of the FTE counts provided by the Georgia Department of Education for the spring semester (2007) and the fall semester (2007). This means that the communications to the membership and appeals processes will be compacted into a timeframe beginning in late-October to ending in mid-January. It is believed that this change will provide more accurate information about member schools whose popula- tions are changing so rapidly. Private schools will be reclassified on their actual FTE counts at the beginning of the 2007-08 school year. Shortly after the fall count is released by the Department of Education, the classifications will be estab- lished and sent to schools for review (probably in early November) and schools will have two weeks to file their requests to play at a higher classification.

In the Greek language, there are two words that could be used to communicate the English word “new.” One strictly means new in time or unused. The other carries the meaning of higher quality. As the GHSA looks toward the unused days of 2006, there is a strong desire to provide a higher quality of service to member schools. In 2006, we look forward to the continuation of high quality athletics and competitive activities. There is every reason to believe that the great accomplishments in the fall sports and activities season will be matched in the winter and spring seasons. The use of central sites for both Team Dual Wrestling (Macon Centreplex) and Traditional Wrestling (The Arena at Gwinnett) has stimulated excitement. On Saturday, April 29, the second Student Leadership Summit will be held at the Macon Centreplex. Information about this event will be forthcoming after the first of the year. The first 100 schools to register will be able to send a female athlete, a male athlete, and a coach or administrator to this one-day conference. On Monday, June 26, the inaugural Coaches Symposium on Sports Medicine will be held at the Atlanta Marriott Northwest as a prelude to the Georgia Athletic Coaches Association annual conference. Recognized leaders in sports medicine will conduct practical workshops for the benefit of GHSA coaches.

Many in our church family will be celebrating graduations, wed- dings and other transitions. Co-mingled with all of the celebrations is a bit of wistfulness… each celebration acknowledges the successful completion of one chapter, and as such, there is a bit of loss involved. Graduates will often be leaving home to go to college, start a new life, or a new job. Brides and grooms will be starting their own families that are connected to us, yet distinct in their own right. Transitions like these mean that everyone’s roles change a bit, and that can be frightening. But be of good courage: Life is a journey, and Jesus reminds us that “behold, I am with you…” He goes before us to prepare the way, and as our Good Shepherd, will find us and bring us back when we have gone astray.
