In my mind it is no great leap to see where the inspiration for the theme of the 1999 meeting of the Seminar on the Acquisition of Latin Ameri- can Library Materials (SALALM) came from. One draws from experience. Indeed, I have always drawn upon my experiences. I grew up in a diverse community in eastern New York and count among my friends many Shin- necock Indians from the nearby reservation. I also shared many good times dur- ing my youth with migrant workers in the area. To me, living in Pernambuco was in some ways like living in that community. But, of course, Latin America is not the same as it was in the 1970s. Ensu- ing years have been marked by an opening of the cultural and political channels of Latin American societies to marginalized groups. Voiceless groups are sud- denly organizing, sharing experiences, clamoring for opportunity, and generat- ing documentation of their goals, dreams, and objectives. Faced with new flows of information in formats and vehicles previously little known and often undervalued, libraries, librarians, and libreros have had to look for new ways to identify, collect, and organize such materials. Nontra- ditional publishing presents many challenges for both collector and dealer. I want to thank many people who helped organize the SALALM meeting. Paula Covington, local arrangements chair, provided vision and "savvy." Her staff and assistants were extremely valuable in many ways. I am also very grateful to Vanderbilt University for its commitment to making our meeting a success. Thanks also go to the panel organizers and participants. Their ideas formed the SALALM XLIV program. I want to express my gratitude to the SALALM Secretariat as well for its efficiency and helpfulness. These are special people. These are special times. IX I. Challenges for Librarianship 1 . Considerations for Outsourcing Cataloging Claire-Lise Bénaud Outsourcing is the transfer of an internal function to an outside vendor. In its most basic form, it is a fancy term for paying someone else to do your work. It implies that the "someone else" will provide the product cheaper than can be achieved in-house. The growth of outsourcing in cataloging departments in the 1990s can be attributed to budgetary shortages and advances in technology. The practice is perhaps reinforced by cataloging 's lack of visibility in the library. The cataloging community has been vocal about outsourcing: the main concern for catalogers remains the accuracy of the bibliographic record and the integrity of the online catalog, while the main concerns for library administrators are cost and productivity. The recipient of the bibliographic record—the library user—is often not consulted. l General Considerations Most academic libraries today are not receiving substantial funding increases. If new acquisitions have to be made, if library hours have to be maintained, if reference desks have to be staffed, the funds to support these ser- vices must come from the library's budget. Cataloging is invisible to patrons and administrators, whereas reference services, teaching, and computer termi- nals for Internet access are visible to all. The high cost associated with pro- cessing every book and serial and the perception that cataloging can be done more cheaply by a vendor make cataloging an obvious target for budget cuts. Cataloging is also a good target because, unlike other library departments, it is a production department: it is easy to quantify output and to specify the num- ber of records that can be purchased from a vendor. Outsourcing also allows administrators to budget a predictable amount of money for cataloging. In contrast, hiring staff does not guarantee that a certain number of books will be cataloged. When a library finds itself in the opposite situation, that is, when it receives extra funds, these typically go toward acquisitions. There is usually no corresponding funding increase for processing, and administrators are more willing to spend money on outsourcing than to hire more staff. Although the motivation to outsource is based on the need to save money, technology is making outsourcing of cataloging a viable option. For example, records can be loaded into databases quickly and effortlessly and optical 4 CLAIRE-LISE BENAUD scanning technology is readily available, making it easy to add table of con- tents, for example. Vendors are taking full advantage of these technological developments. While libraries may purchase cataloging records from various vendors, they may also purchase a full package of products from a single ven- dor: the book itself, the matching catalog records (bibliographic, authority, and/or item), and physical processing for the book. The position of the OPAC relative to other databases also affects how cat- aloging is perceived. Web-based products are playing a more prominent role and many no longer see the OPAC as the library's central database. For exam- ple, at the University of New Mexico (UNM) General Library, access to the electronic journal holdings is more efficient through a specialized Web page than through the OPAC. The OPAC is simply one of many databases available to library users. Vendor-produced indexes and full-text databases such as First- Search, Lexis/Nexis, and EBSCO are commonplace. Other libraries may fol- low the same logic for their OPAC, that is, they may have it produced and maintained by a commercial vendor rather than by the library's cataloging department. It is conceivable that libraries can build an OPAC without a cata- loging department. Outsourcing: An Evolving Concept The concept of outsourcing has evolved during the last three decades. The business literature reveals that in the 1970s outsourcing simply involved a sup- plier providing a service to a company by managing and performing a function formerly done in-house.

But will they survive the construction of the Ralco hydroelectric power station? When ENDESA, a multinational company with roots in Spain, began the project in 1997, Mapuche families living along the Biobio River were offered land, animals, tools, and relocation assistance in return for the voluntary exchange of their land. However, many refused to leave; some alleged that they had been marooned in the Andean hinterlands with unsafe housing and, ironically, no electricity. Those who remained claim they have been sold out for progress; that Chile's Indigenous Law has been flouted by then-president Eduardo Frei, that Mapuches protesting the Ralco station have been rounded up and prosecuted for arson and conspiracy under Chile's anti-terrorist legislation, and that many have been forced into hiding to avoid unfair trials with dozens of anonymous informants testifying against them. Abstract The politicization of ethnic diversity has long been regarded as perilous to ethnic peace and national unity, its detrimental impact memorably illustrated in Northern Ireland, former Yugo- slavia or Rwanda. The process of indigenous mobilization followed by regional mobilizations in Bolivia over the past decade has hence been seen with some concern by observers in policy and academia alike. Yet these assessments are based on assumptions as to the nature of the causal mechanisms between politicization and ethnic tensions; few studies have examined them di- rectly. This thesis systematically analyzes the impact of ethnic mobilizations in Bolivia: to what extent did they affect ethnic identification, ethnic relations, and national unity? I answer this question through a time-series analysis of indigenous and regional identification in political discourse and citizens’ attitudes in Bolivia and its department of Santa Cruz from 2000 to 2010. Bringing together literature on ethnicity from across the social sciences, my thesis first develops a framework for the analysis of ethnic change, arguing that changes in the attributes, meanings, and actions associated with an ethnic category need to be analyzed separately, as do changes in dynamics within an in-group and towards an out-group and supra-group, the nation.

The goal of the study is to further understand what perceived impacts steel pan ensemble might have on student learning through the perceptions of both instructors and students. The ensemble's impact on the students’ senses of rhythm, ability to listen and balance in an ensemble, their understanding of voicing and harmony, and appreciation of world music were all investigated through both the perceptions of the students as well as the instructors. Other areas investigated were the role of the instructor to determine how their teaching methods and topics covered impacted the students' opinion of the ensemble. This includes, but is not limited to, time spent teaching improvisation, rote teaching versus Western notation, and adding historical context by teaching the students the history of the ensemble. The Midwest region was chosen both for its high density of collegiate steel pan ensembles as well as its encompassing of some of the oldest pan ensembles in the U.S. The study used an explanatory mixed methodology employing two surveys, a student version and an instructor version, distributed to the collegiate steel pan ensembles of the Midwest via the internet.

    Ohio University The glamorization of alcohol in contemporary Guyanese Chutney music Nadine Sanchara April, 2016 The glamorization of alcohol in contemporary Guyanese Chutney music Introduction/Background Music is an integral part of Guyanese culture. Being a multi-ethnic, multi-religious society, musical encounters, musical interaction and musical exchange are of special importance, especially in exploring the transfer and adoption of musical attributes across and among cultural communities (Cambridge 6). This paper aims at highlighting the extent to which alcohol use is glamorized in Guyanese Chutney music. Since music can influence action (Engels et al. 530) it is important to understand the lyrics of these songs in order to begin to tackle a larger problem. Chutney music is often referred to as an “Indo-Caribbean” genre of music, present in the Caribbean, mainly in Trinidad, Guyana and Suriname. It is largely influenced by Indian music, particularly Bhojpuri folk music (Bhojpuri is a language spoken in some Indian regions such as Utar Pradesh and Bihar, from where many Indian immigrants were brought to Guyana during indentureship). Chutney music does, however, have influences from African, Western and other cultures. It is a fast paced genre of music which makes use of instruments such as the harmonium, dhantaal, dholak and tabla, among others (Ramnarine 12). As much a part of Guyanese culture as Chutney music is the culture of “rum drinking.” As of 2010, the average Guyanese over 15 years old consumed more than eight liters of pure alcohol each year, compared to a global average of 6.2 liters (WHO 155). A study conducted by the Inter-American Drug Abuse Control Commission (CICAD) of the Organization of American States (OAS) in 2008 revealed that alcohol is the number one drug abused in Guyana (1).

Badurek Multivariate mapping can be an effective way to illustrate functional relationships between two or more related variables if presented in a careful manner. One criticism of multivariate mapping is that information overload can easily occur, leading to confusion and loss of map message to the reader. At times, map readers may benefit instead from viewing the datasets in a side-by-side manner. This study investigated the use of multivariate mapping to display bivariate and multivariate relationships using a case example of social and political data from Bolivia. Recent changes occurring in the political atmosphere of Bolivia can be better visualized, understood, and monitored through the assistance of multivariate mapping approaches.
