The Council of Europe’snew project on the Linguistic Integration of Adult Migrants (LIAM) aims to support memberStatesinthe development of policy and practice basedonaclear recognition of adultmigrants’ human rights. This is especiallyimportant at atime when surveysconducted in the course of the project show agrowingtendencyfor member States to attach languagere- quirements to the granting of citizenship, the right to residence, and sometimes the right to enter the country in the first place. As affirmed by official textsofthe Council of Europe as well as of the Euro- pean Union, access to education is particularlyimportantfor migrants. Further- more, languageiscentral to many of the issues raised by migration, particularly integration and social cohesion. Therefore, providingadultmigrants with oppor- tunities to learn the languageofthe host country and assessing their developing proficiencycan aid their integration in the host society. However,while languagecompetences are an important component of inte- gration, they cannot be apre-condition for integration, since acquiringalan- guageispotentiallyalifelong process. Forsome years, the CouncilofEurope has offered its member States not only clear and agreed principles and guidelines but alsotargeted practical support to help them respond to the challenges of linguistic integration. As afirst steptowardscompilinganinter-disciplinary inventory of relevant research findings, in order to better understand how research can support the development of policy and practice in this field,the Council of Europe organised asymposium on “The linguistic integration of adultmigrants: lessons from re- search” in Strasbourgon30March – 1April 2016.Thispublicationoffers docu- mented results of research presented duringthe symposium by researchers and practitionersfrom awide rangeofcontextsand disciplines. En con- séquence,offrir auxmigrants adultes des opportunités d’apprendre la langue du pays d’accueil et d’évaluer l’évolution de leurs compétences peut favoriser leur intégration dans le pays d’accueil. Néanmoins, si les compétences en langue sont une composante importante de l’intégration, elles ne sauraient en êtreunpréalable, puisque l’acquisition de compétences langagières constitue un processus qui se développe au long de la vie. Depuis quelques années, le Conseil de l’Europe propose àses Etats membres non seulement des principes et orientations consensuels et clairement formulés, mais aussi des dispositifs pratiques et ciblés pour les aider àfaire face au défide l’intégration. Afin d’examiner dans quelle mesure les enseignements de la recherche peuvent étayerledéveloppement des politiquesetleur mise en œuvre et comme premièreétape vers un inventaire interdisciplinaire des résultats de la recherche, le Conseil de l’Europe aorganisé un symposium sur «L’intégration linguistique des migrants adultes :les enseignements de la recherche »(Strasbourg, 30 mars – 1er avril 2016).     Russian grammar 1 Russian grammar Russian grammar (Russian: грамматика русского языка, IPA: [ɡrɐˈmatʲɪkə ˈruskəvə jɪzɨˈka]; also русская грамматика; IPA: [ˈruskəjə ɡrɐˈmatʲɪkə]) encompasses: • a highly inflexional morphology • a syntax that, for the literary language, is the conscious fusion of three elements: • a Church Slavonic inheritance; • a Western European style; • a polished vernacular foundation. The Russian language has preserved an Indo-European inflexional structure, although considerable adaption has taken place. The spoken language has been influenced by the literary one, but it continues to preserve some characteristic forms. Russian dialects show various non-standard grammatical features, some of which are archaisms or descendants of old forms discarded by the literary language. NOTE: In the discussion below, various terms are used in the meaning they have in standard Russian discussions of historical grammar. In particular, aorist, imperfect, etc. are considered verbal tenses rather than aspects, because ancient examples of them are attested for both perfective and imperfective verbs. Nouns Nominal declension is subject to six cases – nominative, genitive, dative, accusative, instrumental, and prepositional – in two numbers (singular and plural), and absolutely obeying grammatical gender (masculine, feminine, and neuter). Up to ten additional cases are identified in linguistics textbooks,[1][2][3] although all of them are either incomplete (do not apply to all nouns) or degenerate (appear identical to one of the six simple cases). The most recognized additional cases are locative (в лесу, в крови, в слезах), partitive (чаю, сахару, коньяку), and several forms of vocative (Господи, Боже, отче). The adjectives, pronouns, and the first two cardinal numbers further vary by gender.

    Official Language Bilingualism for Allophones in Canada: Exploring Future Research Callie Mady and Miles Turnbull This article offers a review of policy and research as they relate to Allophones and their access to French Second Official Language (FSOL) programs in English- dominant Canada. Possible areas of future research are woven throughout the re- view as questions emerge in the summary of relevant literature. Notre article comprend une recension des documents de politique et des projets de recherche concernant les Allophones inscrits aux programmes de français langue seconde et officielle (FLSO) au Canada. Tout au long de l’article, nous tis- sons une série de questions de recherche possible pour le futur comme elles ont émergé pendant le développement de la recension des écrits. The Canadian Constitution (Canada, Department of Justice, 1982) guaran- tees equal status to English and French as the official languages of Canada providing for federal government services in both languages. As such, many federal job opportunities at minimum are centered on official-language bilingualism. In addition to linguistic considerations, the federal govern- ment recognizes official-language bilingualism as vital to Canadian identity (Office of the Commissioner of Official Languages, 2006). The dual privileg- ing of English and French by way of commodity and identity (Heller, 2002), then, encourages immigrants to Canada to consider such proclamations as they establish themselves and reconstruct their identities (Blackledge & Pavlenko, 2001). As Canada moves forward with its agenda to promote linguistic duality and official-language bilingualism, it must consider the effect of the growing Allophone population. In 2000, former Commissioner of Official Languages Dyane Adam called for a clear research agenda relating to Allophones and language education in Canada; she recognized immigration as a challenge to official-language bilingualism (Office of the Commissioner of Official Lan- guages, 2000).

The article deals with the use of generative grammars in linguistic modelling. The description of inflection of participle words is used to model synthesis processes at the morphemic level of language. Keywords. Generative Grammars, Computational Linguistics 1 Introduction At the present stage of development, the need to develop common and specialized linguistic systems is forcing applied and computational linguistics to go far beyond their borders - in the field of information technology [1-6]. Developing effective speech models to provide computational linguistic systems will enable a way to per- form such applied linguistics tasks as analyzing and synthesizing oral and written texts, describing and indexing documents, translating texts, creating lexicographic databases, and more [9-15]. An effective tool for this type of linguistic modelling is the main part of combinatorial linguistics - the theory of generative grammars, the beginning of which started from the works of the American linguist N. Chomsky [10- 13, 16-24]. The advantages of generative grammar modelling are that they can equal- ly successfully describe not only the syntactic level of speech (word formation rules), but also morpheme (word formation rules with morphemes), which can be used to automate word-translation and word-formation processes [1-2, 25-29]. For example, automatic morphological synthesis implies that, based on the set requirements for word-forms, a computational linguistic system, based on morphemes, must be able to form a similar word-form itself [6, 30-48].

The contemporary world of human beings is as connected as ever providing for the integration, interdependence and interoperability of various in- dustries and areas of expertise. The World Wide Web enabled by the Internet became a systematic means of communication by use of conventional symbols that represent a language tool. As any language tool, it has two major constructs - syntax and semantics. The syntax of a language defines its surface form. The well-developed, standardized and agreed upon Syntactic Web allows humans to seamlessly send and receive information in a digital form from virtually every- where in the world. The role of the Semantic Web is to make this information unambiguously understood by both humans and machines. It represents a chal- lenge. Despite the fact that the scientists are equipped with a plethora of methods the Semantic Web remains quite untamed. In this PhD proposal, we suggest the logical semantics approach to the Semantic Data modeling that would allow both analytic and synthetic native language users to build successful Semantic Data Models for an XBRL taxonomy. The perfect datasets to test this approach are generated at the cross-section of multidisciplinary areas of expertise: financial reporting, applied linguistics, natural language processing and computer science.

Whereas these programs have historically consisted of predominantly Anglophone populations, recent trends in immigration have contributed to the increasingly diverse linguistic backgrounds of students throughout the province. The motivation, family support, and high academic achievement of allophone students learning French as an additional language have been documented extensively in Canada (Dagenais & Jacquet, 2000; Mady, 2013, 2014, 2015). Nevertheless, allophone students often do not benefit from the same access to second language education programs as their Anglophone and Francophone peers; indeed, such learners are sometimes excluded from French immersion programs on the basis of their lack of English language proficiency (Roy, 2015). Through Likert-scale surveys and semi-structured interviews, this mixed-methods research explored the perceived suitability of French immersion for allophone students by examining the perspectives of parents and educators in several schools in Saskatoon, Saskatchewan. This study will share the triangulated findings of the research, discuss the suitability of French immersion programs for allophone students, and provide recommendations for the future of such programs in Saskatchewan. Main features are the use of case-representation and modifying symbols for noun­ descriptors as well as the intro-duction of verb-descriptors with tense and modifYing symbols. Beside usual AND and OR operators, some new operators are introduced to show ontological relations. Some examples afknowledge representation is appended. 1. Subject expression In documentation works we have dealed with a subject of a document, not­ withstanding the size of the document. A subject is a substitute or a re­ presentative of the document. In dealing with pieces of knowledge, however, a representative of the piece of knowledge must be treated differently from the "subject" of a document. The pieces of knowledge are simple and short comparing with a document. A piece of knowledge does not need a subject representation but a direct description of this piece itself is enough. Then, what is required for the description of knowledge? The subject was and is traditionally described by a noun phrase and without a verb. This was justified by the fact that verbs can be transformed into noun form by using mostly participles in Western languages. Is this applicable in the case of knowledge? In knowledge description, we need to describe some kind of change in matter or in state, that is to say an action, or a concept of change. To represent such changes, the use Qfverbs is very natural.

CHERNOBILSKY Dissertation director Lorraine McCune To what extent do children developing bilingually show similar grammatical development to their monolingual peers? This study considers overall grammatical development in Russian and English for Russian and English monolingual children and bilingual children at entry to school. The Index of Productive Syntax (IPSyn) was revised and piloted in preparation for this cross- linguistic project. The study evaluates the utility of the revised IPSyn and its potential for studying larger samples of children. The main question of the study is whether bilingual speakers, exposed to both languages from an early age, are as competent users of their two languages as are their peers who speak a single language at the time they are entering school. The results indicated that statistically, there was no difference between the monolingual and bilingual speakers in their common language as measured by the IPSyn proportionate scores. When examining various categories in the IPSyn measure, the comparison results indicated that in general, bilingual children, as a group, perform as well, and in some categories, better that the monolingual ii children in either language.
