Yours sincerely CONSENTS PLANNING SECTION CC Address: Aqualinc Research Limited Attn To: Matthew Bubb PO Box 557 Ashburton 7740 RESOURCE CONSENT CRC150252 Pursuant to Section 104 of the Resource Management Act 1991 The Canterbury Regional Council (known as Environment Canterbury) GRANTS TO: Kathleen Lois Perry, Kelvin Lyall Perry A WATER PERMIT: to take and use water CHANGE TAKES EFFECT 19 Aug 2014 DATE : EXPIRY DATE: 31 Jan 2035 LOCATION: 1250 Hororata Dunsandel Road, Dunsandel SUBJECT TO THE FOLLOWING CONDITIONS: 1 Water may be taken only from bore L36/0071, 250 millimetres diameter and 13.1 metres deep, at map reference Topo 50: BX22:24155-71318. 2 Water may be taken at a rate not exceeding 32 litres per second, with a volume not exceeding 15,323 cubic metres in any period of seven consecutive days. 3 The annual volume of water authorised to this consent shall not exceed 178,568 cubic metres between the 1 st July and the following 30 th June; HOWEVER, the annual maximum volume above may be replaced with an amount calculated using Schedule WQN9, or its functional equivalent, in a regional plan (Natural Resources Regional Plan) – the “Plan Compliant Method”; IF a. on or before the 30 th June 2015, the consent holder forwards to the Canterbury Regional Council: i. a new annual maximum volume which has been calculated by a suitably qualified person using the “Plan Compliant Method”; and ii. a certificate signed by the suitably qualified person which details and certifies the calculation has been undertaken in accordance with the “Plan Compliant Method”; and iii. at least three full irrigation seasons of data (including actual water volume used for irrigation, representative soil moisture monitoring, and representative daily rainfall); AND a. the Canterbury Regional Council gives written notice to the consent holder that it accepts that the calculation has been undertaken in accordance with the “Plan Compliant Method” and such notice shall not be withheld without good reason; AND a. no part of the annual volume above has been transferred. Advisory note: The annual volume stated in this condition may be exceeded ONLY while data is being gathered in compliance with part (a) of the condition. Page 2 CRC150252 4 Water shall only be used for irrigation of pasture and crops on the area of land shown in attached plan CRC150252, which forms part of this consent. 5 From the 1 st September 2011, the taking of water in terms of this permit from bore(s) L36/0071 shall not exceed 3815 cubic metres in any period of seven consecutive days whenever the flow in the Hororata River, as estimated by the Canterbury Regional Council, at the Haldon Water Race Intake located at or about map reference NZMS 260 L36:297- 362 falls below 30 litres per second. 6 The consent holder shall: a. On or before the 1 st September 2011: i. install a water meter(s) that has an international accreditation or equivalent New Zealand calibration endorsement, and has pulse output, suitable for use with an electronic recording device, which will measure the rate and the volume of water taken to within an accuracy of plus or minus five percent as part of the pump(s) outlet plumbing, or within the mainline distribution system, at a location(s) that will ensure the total take of water is measured; and ii. install a tamper-proof electronic recording device(s) such as a data logger that records or logs the pulse totals at between 4 and 10 times per hour, and has the capacity to hold at least one season’s water use data as specified in clauses (b)(i) and (b)(ii), and which is telemetered, as specified in clause (b)(iii). b. Ensure the recording device(s) can: i. be set to wrap the data from the measuring device such that the oldest data will be automatically overwritten by the newest data (i.e. cyclic recording); and ii. store the entire season’s data in each 12 month period from 1 st July to 30 th June in the following year, which the consent holder shall then download, store and provide to the Canterbury Regional Council, Attention: Regional Manager, RMA Monitoring and Compliance; and iii. be connected to a telemetry system which collects and stores all of the data continuously with an independent network provider who will make the data available in a commonly used format at all times to the Canterbury Regional Council and the consent holder, unless written confirmation is given by the Water Metering Manager of the Canterbury Regional Council that an alternative form of data collection is required. c. Ensure that no data in the recording device(s) is deliberately changed or deleted. d. Ensure the water meter(s) and recording device(s) are accessible to the Canterbury Regional Council at all times for inspection and/or data retrieval. e. Ensure the water meter(s) and recording device(s) is installed, maintained and operated throughout the duration of the consent in accordance with the manufacturer’s instructions and with a minimum straight length of pipe upstream (before the meter) of ten times the diameter or pipe and a minimum straight length of pipe downstream (after the meter) of five times the diameter of pipe. f. Take all practicable measures to ensure that the water meter(s) and recording device(s) is fully functional at all times and continues to achieve the accuracy and standard stated in Condition (6)(a) and (b) respectively. Page 3 CRC150252 7 The consent holder shall, on or before the 1 st September 2011, install or make available an easily accessible straight pipe at a location that provides for the total water take, with no fittings or obstructions that may create turbulent flow conditions, of a length of at least 15 times the diameter of the pipe, as part of the pump outlet plumbing or within the mainline distribution system, to allow the Canterbury Regional Council to conduct independent flow measurements. Note: Installation of an electromagnetic or acoustic meter in accordance with Condition (6)(e) above will not cause turbulence in the pipe work and will provide the required 15- times diameter pipe-length to comply with Condition (7). However, if a mechanical meter is installed an additional five-times diameter length of straight pipe will be required (before the meter) to avoid turbulence created by the meter and comply with Condition (7). 8 Within one month of the installation of the measuring or recording device(s), or any subsequent replacement measuring or recording device(s), and at five-yearly intervals thereafter, and at any time when requested by the Canterbury Regional Council, the consent holder shall provide a certificate to the Canterbury Regional Council, Attention: Regional Manager, RMA Monitoring and Compliance, signed by a suitably qualified person certifying that: a. The water meter(s) is measuring the rate of water taken as specified in Condition (2); and b. The measuring and recording device(s) has been installed in accordance with the manufacturer’s specifications; and c.

He published the book himself with support from Selwyn District Council’s Creative Communities Scheme. Over the next two years, Neville distributed the 205 copies of the book via the Manaaki Whenua Press Bookstore and at the Lincoln Farmers & Craft Market. By the time of his death in June 2016, the book was well and truly sold out. Neville had been President and subsequently Patron of Lincoln & Districts Historical Society (L&DHS newsletter, Issue 42, December 2016). He left the rights to his book and his research materials to the Society. When studying the computer files for the book Fitzgerald’s Town – Lincoln in the 19th Century, it became apparent that the published version had fewer pictures and plans than Neville had originally intended. Subsequently, as a memorial to Neville, the Society decided, with the agreement of the Moar family, to produce a second edition.
