ESEs can be divided into 3 groups according to the geographical coverage of snowfall, using the following criteria to define an ESE: >15 snowfall days, 20 snow-cover/icing days, and 30 cm total cumulated snow depth for an individual winter. The first group covers the whole of Eastern China (East of 105° E), and ESEs occurred in 1654, 1660, 1665, 1670, 1676, 1683, 1689, 1690, 1700, 1714, 1719, 1830−32, 1840, 1877 and 1892; the second group is located mainly in the area south of Huaihe River (~33° N), and ESEs occured in 1694, 1887, 1929, and 1930; and the third group is confined within the central region between Yellow River and Nanling Mountain (roughly 26° to 35° N), and ESEs occurred in 1578, 1620, 1796, and 1841.

    Li, China Leadership Monitor, No.13 New Provincial Chiefs: Hu’s Groundwork for the 17th Party Congress Cheng Li Understanding the kinds of leaders Hu Jintao currently promotes also reveals the political and socioeconomic objectives he will most likely pursue in the future. Throughout 2004, especially after Hu consolidated his power at the Fourth Plenum of the 16th Central Committee in September, China’s provincial leadership underwent a major reshuffling. Most of the newly appointed provincial chiefs (party secretaries and governors) advanced their political careers primarily through the Chinese Communist Youth League (CCYL), received postgraduate education (usually in economics and management), and were leaders in less developed inland provinces. Their recent promotions are attributable not only to their political ties with Hu, but also to the fact that they share Hu’s populist vision for China’s development. Some of these provincial chiefs will be Hu’s nominees for Politburo seats at the next party congress. They will likely become part of Hu’s team to carry out political reform and socioeconomic policies in line with Hu’s perceived mandate. Deciphering Hu’s Leadership Ever since becoming general secretary of the Chinese Communist Party (CCP) at the 16th Party Congress, Hu Jintao has demonstrated his political wisdom and skill by making major policy moves while deliberately confusing potential critics both at home and abroad.1 Examples abound: • While he presents himself as a populist leader who represents the interests of the Chinese people, Hu’s main political agenda is to consolidate what the Chinese call inner-party democracy, which is “democracy” enjoyed only by party elites and not the general public.

    URBANISATION AND RURAL-URBAN MIGRATION: EVIDENCE FROM CHONGQING IN THE PERIOD 2001 TO 2011 By JINGHUA OU, BSc, MA Thesis submitted infulfilment of the requirement for the degree of Doctor of Philosophy of The University of Nottingham JUNE 2013 School of Contemporary Chinese Studies The University of Nottingham ABSTRACT Following the launch of the 'Develop the West' strategy in 2000, western China has undergone huge changes. Chongqing has been at the leading edge of this wave of development and its model of economic reform is particularly interesting and has also attracted public attention. This study aims to answer a series of unexplored questions about Chongqing's urbanisation and rural-urban migration. The first empirical chapter (Chapter 4) derives a simultaneous equation model from the standard theoretical framework of wage growth to estimate the determinants of wage growth of urban workers of various industries and the effects of openness. Data for 38 industries in Chongqing over the past 11 years is grouped into four sets of panel data in terms of different magnitudes of openness. The data shows that the increase in the demand for labourers is positively related to the wage' growth of urban workers. Openness, captured by industry's utilisation or non-utilisation of FDI, impels industrial sectors to use automation techniques more efficiently. The effect of productivity on wages in the group of industries which do utilise FDI is more than twice that of those in the group of industries which do not. Moreover, this chapter has not found enough empirical evidence to support the theory that the building of new cities benefits urban wage growth.

In general, the land reclamation direction in this area is greatly affected by the adequacy of filling materials and the land use demand of regional economic development. Taking seven coal mining subsided areas in Pei county, located in the eastern China plain, for example, this study proposed an integrated model (including the Limit Condition model, Logistic Regression model, Grey Linear Programming model and the conversion of land use and its effects at small regional extent (CLUE-S) model) to simulate and optimize the post-mining land use structure to meet the economic development needs of Pei county.

We appreciate the answers to the United States’ questions on China’s sub-central notification. We recognize that collecting subsidy information from sub-central entities can be a difficult task. We note, however, only 20 of the 32 sub-central entities are covered in China’s first and only sub-central subsidy notification since becoming a WTO Member seventeen years ago. The United States considers this to be inadequate given the prevalence of subsidy programs administered by sub-central authorities, as well as a history of prohibited subsidies being provided by sub-central entities, as is demonstrated in several dispute settlement consultation requests by the United States, and indeed, the sub-central notification itself. Will China commit to meeting its obligation under the Agreement on Subsidies and Countervailing Measures to include subsidies from all sub-central entities in its next subsidies notification (which was due June 2017)? 2. While China has notified the Strategic Emerging Industries (SEI) program at the central government level, there were no SEI measures included in the sub-central notification. Why were the sub-central SEI measures listed below not included in the sub-central notification?     Bo Xilai and Reform: What Will Be the Impact of His Removal? Joseph Fewsmith The unexpected flight of Chongqing’s Public Security head to the U.S. consulate in Chengdu in February started an unexpected sequence of events that led to the removal of Bo Xilai, the princeling head of the Chongqing party committee, and the subsequent decision to investigate him. Depending on the outcome of that party investigation, Bo could then be subject to civil proceedings (as is almost always the case). These events have disrupted what appeared to be the smooth transition planned for the 18th Party Congress later this fall. There has been much commentary on these events, and different observers look at the significance and impact of the Bo Xilai case on Chinese politics differently. Looking at Bo’s unique place in the Chinese political system and at the actions taken and commentary issued by the government in Beijing, this article concludes that Beijing is taking steps to narrow the case against Bo as much as possible, presenting it as a case of violating party discipline and the law. Although this makes sense in the short run, there may be ramifications of the case that will reverberate for a long time. The run-up to the 18th Party Congress scheduled to be held this fall has proven to be more interesting than anyone imagined. The escape of Wang Lijun, Chongqing’s vice mayor and head of public security, to the U.S. consulate in Chengdu and his subsequent arrest, followed by stories that Gu Kailai, wife of the Chongqing party secretary, was suspected of the murder of English entrepreneur Neil Heywood, and finally the removal and investigation of Bo Xilai himself have generated vast quantities of newspaper articles, lurid stories, and speculation.
