I voted. Have you? 2016 IPC Athletes’ Council elections The candidates #ProudParalympian Who is the IPC Athletes’ Council? The IPC Athletes’ Council is the collective voice of Paralympic athletes within the IPC and the greater Paralympic Movement. As the liaison between IPC decision-makers and Paralympic athletes, the IPC Athletes’ Council works to provide effective input into decision-making at all levels of the organisa- tion. To this end, the IPC Athletes’ Council works to ensure effective athlete representation on all IPC committees and commissions as well as to create other opportunities for athlete representation both within and outside the IPC. For example, the IPC Athletes’ Council enjoys cross representation with the IOC Athletes’ Commission. 2016 IPC Athletes’ Council elections Elections for the six summer sport representatives on the Athletes’ Council will take place between 5 and 16 September, in the #ProudParalympian space of the Athletes’ Dining Hall in the Paralympic Village. All “Aa” accredited athletes are entitled to vote. Athletes must vote for six candidates (not more not less). The IPC Electoral Commission is composed of the following individuals: ▪ Linda Mastandrea (IPC Legal and Ethics Committee Chairperson) – Electoral Commission Chairperson ▪ Mark Copeland (IPC Legal and Ethics Committee Member) ▪ Martin Mansell (former Chairperson IPC Athletes’ Council) To cast your vote, you simply need to: 1. Show your accreditation card at the voting station. Your card will be checked in the Voting Registration System and it will be checked that you are eligible to vote. 2. In the voting booth, follow the instructions of the electronic voting system. COACHES AND TRAINERS REPEALING FOR THE PURPOSE REPUBLIC ACT NO. 9064, ALSO KNOWN AS "NATIONAL ATHLETES, COACHES AND TRAINERS BENEFITS AND INCENTIVES ACT OF 2001" AND APPROPRIATING FUNDS THEREFOR Be it enacted by the Senate and the House of Representatives of the Philippines in Congress assembled: 1 SECTION. 1. Short Title. - This Act shall be known as the "National Athletes, 2 Coaches and Trainers Benefits and Incentives Act". 3 SEC. 2. Statement of Policy. - The State shall promote excellence in sports 4 and through sports by providing for the welfare of national athletes, coaches and 5 trainers competing for the country and particular benefits and incentives for national 6 athletes and other athletes who have brought honor and recognition to the country by 7 winning in international sports competition. 8 SEC. 3. Definition of Terms. - For purposes of this Act, the following terms 9 shall be defined as follows: 10 (a) National Athletes - shall refer to athletes including persons with disabilities 11 who are Filipino citizens, members of the national training pool, recognized and 12 accredited by the Philippine Olympic Committee (POC) and the Philippine Sports 13 Commission (PSC), including athletes with disabilities (AWD) who are recognized and ; 1 accredited by the National Paralympic Committee of the Philippines (NPC PHIL) and the 2 PSC and who have represented the country in international competitions. -

The Paralympic Movement and the Olympics in Germany The Paralympic Movement and the Olympics in Germany Gudrun DOLL-TEPPER, Prof.Dr. (Free University Berlin / German Olympic Sports Confederation) Introduction In 2006, the “German Sports Confederation” (Deutscher Sportbund) and the “National Olympic Committee for Germany” (Nationales Olympisches Komitee für Deutschland) merged, and the “German Olympic Sports Confederation”(Deutscher Olympischer Sportbund/DOSB) became the umbrella sport organisation in Germany. In this paper, the main goals of this merging process, some historical developments, as well as current structures and issues will be discussed with a focus on the relations between the DOSB and disability sport organisations, in particular the “German Disability Sport Organisation”(Deutscher Behindertensportverband), which also serves as the “National Paralympic Committee Germany ” (Nationales Paralympisches Komitee). Both organisations are working together in a variety of programmes and projects, e.g. in the preparation of bids to host Olympic and Paralympic Games. “Inclusion” has become a keyword for many initiatives in German sports, particularly regarding the implementation of the “UN Convention on the Rights of Persons with Disabilities”, which entered into force in March 2009. 1. A look back: Sport developments in Germany after World War II After World War II Germany was divided into the “Federal Republic of Germany” (FRG, West Germany) and the “German Democratic Republic” (GDR, East Germany). As a consequence, this division existed also in the newly established sport 1 Journal of Paralympic Research Group vol.5 organisations(see Deutscher Sportbund 1990): the “National Olympic Committee for Germany”(NOK für Deutschland) was founded in 1949 and the “NOC for the GDR” followed in 1951. -

Michael Beloff QC (United Kingdom), Sole Arbitrator Paralympics football 5-a-side Reallocation of an unused slot Systems of selection criteria Validity of the IBSA’s decision to refuse to revise its reallocations decision for the London 2012 Paralympics Games 1. There is no uniform law which applies to selections for participation in sporting competitions in general or in the Olympics/Paralympics Games. Some are based on objective criteria, some on subjective criteria, some on a mixture of both criteria. The advantage of wholly objective system i.e one which depends upon ascertainable results or rankings is that it obviates controversy which attends upon the exercise of subjective judgment. The advantage of a subjective system i.e. one which does depend upon the judgment of the selectors is that it obviates the possibility that, notably in individual events, the best candidate may, through injury or illness or accident, may be unable to compete, or even if able to compete, be eliminated in sudden death trials. CAS has developed certain principles to govern selection disputes principally that: (i) selection criteria should be as objective as possible; and (ii) where selection criteria are objective they must be adhered to. 2. In case the international federation had a discretion and there was nothing irregular about the procedure by which its decision was taken, it must be considered that such decision was fair and reasonable. -
