P. Nikiforos Diamandouros European Ombudsman P. Nikiforos Diamandouros CV P. Nikiforos Diamandouros urodził się dnia 25 czerwca 1942 r. w Atenach w Grecji. Od 2003 r. do października 2013 r. był Rzecznikiem Praw Obywatelskich Unii Europejskiej (Europejskim Rzecznikiem Praw Obywatelskich). W latach 1998–2003 był pierwszym krajowym rzecznikiem praw obywatelskich Grecji. Jest również emerytowanym profesorem polityki porównawczej na Wydziale Nauk Politycznych i Administracji Państwowej na Uniwersytecie Ateńskim. W latach 1995–1998 pełnił funkcję dyrektora i przewodniczącego Greckiego Narodowego Centrum Badań Społecznych (EKKE). Od 2012 r. jest profesorem wizytującym w Kolegium Europejskim (w Brugii). W maju 2014 r. został wybrany do Akademii Greckiej (Narodowej Akademii Sztuk i Nauk). Otrzymał tytuł licencjata (Bachelor of Arts) na Uniwersytecie Indiana (w 1963 r.) oraz tytuł magistra (Master of Arts) (w 1965 r.), magistra filozofii (Master of Philosophy)(w 1969 r.) i stopień doktora (Doctor of Philosophy) (w 1972 r.) na Uniwersytecie Columbia. Przed podjęciem pracy na wydziale Uniwersytetu Ateńskiego w 1988 r. wykładał i prowadził badania na Uniwersytecie Stanowym w Nowym Jorku i Uniwersytecie Columbia (w latach 1973–1978). W latach 1980–1983 był dyrektorem ds. rozwoju w Athens College w Atenach w Grecji. W latach 1983–1988 był dyrektorem programowym dla Europy Zachodniej oraz Bliskiego i Środkowego Wschodu w Social Science Research Council (Radzie ds. Badań Socjologicznych) w Nowym Jorku. W latach 1988–1991 pełnił funkcję dyrektora Greckiego Instytutu Studiów Międzynarodowych i Strategicznych w Atenach — ośrodka analitycznego w dziedzinie polityki, finansowanego przez fundacje Forda i MacArthura. W 1997 r. jako profesor wizytujący wykładał nauki polityczne w Ośrodku Zaawansowanych Studiów Socjologicznych im. Juana Marcha w Madrycie. W 2011 r. otrzymał tytuł doktora prawa ( honoris causa ) na American College of Greece. 1 Piastował stanowisko prezesa Greckiego Stowarzyszenia Nauk Politycznych (w latach 1992–1998) i Stowarzyszenia Greckich Studiów Nowożytnych w Stanach Zjednoczonych (w latach 1985–1988). W latach 1999–2000 był członkiem greckiej Narodowej Komisji Praw Człowieka i członkiem Narodowej Rady ds. Reformy Administracyjnej. W latach 1988–1996 był współprzewodniczącym Podkomisji ds. Europy Południowej w Radzie ds. Badań Socjologicznych w Nowym Jorku, której działalność jest finansowana przez Fundację Volkswagena. Był również współredaktorem serii nt. Nowej Europy Południowej wydanej przez wydawnictwa Oxford University Press, Johns Hopkins University Press oraz Palgrave. Był zdobywcą grantów badawczych Fulbrighta oraz National Endowment for the Humanities (Narodowej Fundacji Nauk Humanistycznych Stanów Zjednoczonych). Ponadto jest autorem licznych prac o polityce i historii Europy Południowej, Wschodniej i Południowo-Wschodniej, w tym Grecji, a zwłaszcza o demokratyzacji i budowaniu państwa oraz narodu, jak również o związkach kultury i polityki, a także o instytucji rzecznika praw obywatelskich i zasadach dobrych praktyk administracyjnych. Nikiforos Diamandouros, on the Occasion of the Formal Dinner with the EU Institutions, Bodies and Agencies to Mark the 10th Anniversary of the European Ombudsman Institution Historical document - 17/11/2005 Brussels, 17 November 2005 Ladies and Gentlemen! Thank you Mr President for your insightful remarks and your words of encouragement. I met with the College of Commissioners on 25 May last and was greatly encouraged by the President's support for the idea of improving co-operation with the European Ombudsman for the benefit of citizens. Since our meeting, the Commission adopted, on 1 November, a Communication, introducing a new internal procedure for responding to the Ombudsman's inquiries. This foresees individual Commissioners taking strong political ownership of each case, while maintaining the valuable role of the Secretariat General. I very much welcome this new procedure which, I understand, aims to enhance the consistency and quality of the Commission's replies, as well as to ensure prompt follow-up of the Ombudsman's recommendations and remarks. This offers a clear sign of our joint determination to work together in the coming years to ensure that citizens' rights are fully respected throughout the Union. And beyond that. Recent initiatives of the Commission - such as the European Transparency Initiative, the "Better regulation initiative" and, of course, Plan D for Democracy, Dialogue and Debate - surely bring us closer to the goal of a more open and accountable EU administration, and one that has service to citizens as its ultimate destination. As the institution that gives rise to around 70% of the Ombudsman's inquiries, it is vital that the Commission take a leading role in dealing with maladministration and in promoting a service culture with respect to citizens.

Han er emeritus professor i komparativ politik i afdelingen for statskundskab og offentlig forvaltning ved universitetet i Athen. Fra 1995 til 1998 var han leder af og formand for Grækenlands nationale center for social forskning (EKKE). Siden 2012 har han været gæsteprofessor ved Europakollegiet (Brügge). I maj 2014 blev han valgt til det græske akademi (= det nationale akademi for kunst og videnskab). Han opnåede sin BA fra Indiana University (1963) og sin MA (1965), M.phil. (1969) og ph.d. (1972) fra Columbia University.     Horyzonty Sotiris Mitralexis University of Cambridge & University of Winchester Polityki [email protected] DOI: 10.17399/HP.2017.082508 Horyzonty Polityki 2017, Vol. 8, No 25 Studying Contemporary Greek Neo-orientalism: the Case of the “Underdog Culture” Narrative 1 Abstract RESEARCH OBJECTIVE: This paper studies the prevalence, pre‑eminence, premises and political usage of the “cultural dualism” narrative in contemporary Greece, which is predominantly attributed to Nikiforos Diamandouros. THE RESEARCH PROBLEM AND METHODS: The “cultural dualism” (“underdog culture”) reading of Modern Greece divides Greek society and po‑ litical life into an “underdog” Orthodox conservative culture and a “reformist” Western secular culture, thus forming a Neo‑orientalist schematization. The paper traces and analyses instances of this dichotomy (particularly instances in which it is presented as self‑evident, a given) in Greek academia, journalism and political discourse. THE PROCESS OF ARGUMENTATION: This “underdog culture” narra‑ tive, broadly understood, is here identified as the implicit hermeneutic approach almost universally employed when studying non‑standard political and cultural thought in Greece: other forms thereof comprise the dichotomies of “normal/ non‑biased” versus “anti‑Western,” “European” versus “national‑populist,” “secular” versus “religious/Byzantine/Orthodox” etc. I proceed to analyse those and propose the term “Greek Neo‑orientalism” for their categorization. 1 I am grateful to the German Research Foundation (DFG), which provided me with the means necessary for the research behind this paper through Forschungsstipendium MI 1965/2‑1.
