Der Bericht war düster. Man traute unserem Land nichts zu. Am vergangenen Freitag titelte die „Bild“-Zeitung auf der ersten Seite „Neues Wirtschaftswunder“. Der Bericht strotzt vor Optimismus. Von Bedenken keine Spur mehr. So schnell können sich die Zeiten ändern. So schnell ändern sich die Zeiten, wenn die Union im Bund wieder regiert, liebe Freundinnen und Freunde. (Beifall) Deutschland wird seit einem Jahr von der Union regiert und schon geht es wieder aufwärts. In diesem einen Jahr verzeichnen wir eine Wende zum Besseren. Wer hätte daran im November 2005 geglaubt? Bereits nach zwölf Monaten bewahrheitet sich ein Satz, mit dem wir in den vergangenen Jahren in vielen Ländern Wahlkampf gemacht haben, den die Menschen als richtig erkannt haben und der nun auch im Bund gilt: Dort, wo die Union regiert, geht es aufwärts. Problem In den letzten Jahren wurden in zunehmendem Maße Soldaten der Bundeswehr als „Mörder“, „potentielle Mörder“ oder „geborene Mörder“ bezeichnet. Diese Entwicklung konnte strafrechtlich nicht hinreichend durch die bestehenden Vorschriften der Beleidigungs- delikte (§§ 185 ff. StGB) aufgefangen werden. Von den Soldaten, die in treuer Diensterfüllung ihren Verfassungsauftrag erfüllen, und von weiten Teilen der Bevölkerung wurde diese Entwicklung mit großem Unverständnis aufgenommen. Neben der persönlichen Ehre des ein- zelnen Soldaten ist auch die Funktionsfähigkeit der Bundeswehr als Verfassungsinstitution berührt. B. Lösung Der Gesetzentwurf schlägt die Einführung eines neuen § 109b des Strafgesetzbuches vor, der die Bundeswehrsoldaten vor Verunglimp- fungen schützt, die geeignet sind, das Ansehen der Bundeswehr oder ihrer Soldaten in der Öffentlichkeit herabzuwürdigen. Signed: ______________________ Date: ________________________ 2 Abstract This research aims to provide a better understanding of the role of ideas in the policy process by not only examining whether, how, and to what extent ideas inform policy outcomes but also by examining how ideas might simultaneously be used by political actors as strategic discursive resources. Traditionally, the literature has treated ideas – be it implicitly or explicitly – either as beliefs, internal to the individual and therefore without instrumental value, or as rhetorical weapons, with little independent causal influence on the policy process. In this research it is suggested that ideas exist as both cognitive and discursive constructs and that ideas simultaneously play a causal and instrumental role. Through a process tracing analysis of Germany’s policy on European monetary affairs in the period between 1988 and 2015, the research investigates how policymakers are influenced by and make use of ideas. Using five longitudinal sub-case studies, the research demonstrates how ordoliberal, (new- )Keynesian, and pro-integrationist ideas have importantly shaped the trajectory of Germany’s policy on European monetary affairs and have simultaneously been used by policymakers to advance strategic interests.

Der Bundesminister für Wirtschaft und Arbeit, Wolfgang Clement, sprach sich dafür aus, die Berliner Humboldt-Universität mit Geldern des Bundes zu einer Eliteuniversität auf internationalem Niveau auszubauen. Die Bundesministerin für Bildung und Forschung, Edelgard Bulmahn, brachte sogar die Anzahl von 10 Universitäten in die Diskussion, die zu Spitzenuniversitäten ausgebaut werden sollten. Spitzenhochschulen können nicht per Dekret geschaffen werden, sondern ent- wickeln sich aus dem freien Wettbewerb der Universitäten heraus in einem jahrelangen Prozess. Die Ankündigungen der Bundesregierung müssen sich da- her der Frage stellen, wie das Ziel „Aufbau von Eliteuniversitäten“ in Deutsch- land unter den von der Bundesregierung im 5. und 6. Hochschulrahmengesetz gesetzten Bedingungen erreicht werden kann. Nach Auffassung der Fraktion der CDU/CSU brauchen die Universitäten, um überhaupt die Chance zu erhalten, Elite zu werden, vor allem mehr Freiheit und Rahmenbedingungen, die den Aufbau von Eliteuniversitäten erst möglich machen. Hierzu zählen zum einen die Freiheit, über ihr Geld eigenverantwort- lich zu verfügen; die Freiheit, die Balance zwischen Forschung und Lehre zu finden; die Freiheit, ihre Position im Wettbewerb mit konkurrierenden Univer- sitäten zu finden; die Freiheit, sich die Studenten auszusuchen; und die Freiheit, Studiengebühren zu erheben.
