This poses a long-term threat to liberal democracies. The Timbro Authoritarian Populism Index (TAP) continuously explores and analyses electoral data in order to improve the knowledge and understanding of the development among politicians, media and the general public. TAP contains data stretching back to 1980, which makes it the most comprehensive index of populism in Europe. EXECUTIVE SUMMARY • 26.8 percent of voters in Europe – more than one in four – cast their vote for an authoritarian populist party last time they voted in a national election. • Voter support for authoritarian populists increased in all six elections in Europe during 2018 and has on an aggregated level increased in ten out of the last eleven elections. • The combined support for left- and right-wing populist parties now equals the support for Social democratic parties and is twice the size of support for liberal parties. • Right-wing populist parties are currently growing more rapidly than ever before and have increased their voter support with 33 percent in four years. • Left-wing populist parties have stagnated and have a considerable influence only in southern Europe. The median support for left-wing populist in Europe is 1.3 percent. • Extremist parties on the left and on the right are marginalised in almost all of Europe with negligible voter support and almost no political influence. -

However, a number of crises within the European Union, such as the ongoing Brexit crisis, the migration crisis, the climate crisis and the rise of illiberal regimes in Eastern Europe, all are adding pressure on EU institutions. The European parliamentary elections of 2019 saw a significant shift in campaigning, results and policy outcomes that were all affected by, inter alia, the aforementioned crises. This article examines the theoretical framework behind right-wing populism and its rise in Europe, and the role European populism has subversively played in the 2019 elections. It examines the outcomes and human rights impacts of the election analysing the effect of right-wing populists on key EU policy areas such as migration and climate change. How Political Parties, Rather than Member-States, Are Building the European Union Josep M. Colomer Higher Council of Scientific Research (CSIC) and Pompeu Fabra University, Barcelona Abstract Political party formation and coalition building in the European Parliament is being a driving force for making governance of the highly pluralistic European Union relatively effective and consensual. In spite of successive enlargements and the very high number of electoral parties obtaining representation in the European Union institutions, the number of effective European Political Groups in the European Parliament has decreased from the first direct election in 1979 to the fifth in 1999. The formal analysis of national party¹s voting power in different European party configurations can explain the incentives for national parties to join large European Political Groups instead of forming smaller nationalistic groupings. Empirical evidence shows increasing cohesion of European Political Groups and an increasing role of the European Parliament in EU inter-institutional decision making. As a consequence of this evolution, intergovernmentalism is being replaced with federalizing relations. The analysis can support positive expectations regarding the governability of the European Union after further enlargements provided that new member states have party systems fitting the European Political Groups. The French Presidential Election: An Assessment By Thierry Leterre, Professor of Political Science, Faculty of Law and Political Science, University of Versailles, St. Quentin In the Constitution of the Fifth Republic (founded by General Charles de Gaulle in 1958), the presidency is the key-stone of French institutions. Presidential elections are dramatic moments in the country’s democratic life: the people of the Republic choses by direct universal suffrage the incarnation of its sovereignty for five years. (The term was seven years until the 2001 constitutional revision: see US-France Analysis by Olivier Duhamel, “France's New Five-Year Presiential Term, http://www.brookings.edu/fp/cusf/analysis/quinquennat.htm). The President of the Republic is elected by an absolute majority of votes cast. If no candidate obtains a majority on the first ballot, a second ballot is organized with the two candidates who have won the greatest number of votes in the first ballot. This two-round system avoids an election with only a relative majority and prevents third party candidates-such as Ross Perot or Ralph Nader in recent American elections-from distorting the outcome. The French believe this would weaken the bond between the nation and its supreme representative. Any French citizen who meets certain eligibility criteria can run for president. These criteria include paying a deposit of €153,000 and getting “500 signatures”-the patronage of at least 500 elected officials (from a list of about 45,000) from 30 départements. There are some 15 official candidates in the 2002 election (see table). The final contest, however, will be a showdown between two, and only two, competitors. -

Archives départementales des Hauts-de-Seine DIRECTION DE LA COMMUNICATION. Les versements présentés ici permettent d'appréhender le développement de la stratégie de communication mise en place par le Département depuis les années 1980. Il est ainsi possible de saisir les priorités données par ce dernier et ce qu'il a voulu faire connaître aux habitants des Hauts-de-Seine. Cela permet aussi de voir comment s'est organisé un service dédié à la communication externe au sein d'une collectivité territoriale qui a vu ses responsabilités et ses compétences augmenter. Les fonds de la Direction de la communication apportent aussi une connaissance globale des services du Département par le biais de leurs actions en communication. La place de la Direction de la communication est en effet centrale au sein du Département puis qu'elle est en relation avec tous les autres services et avec les partenaires du Département. Une étude plus approfondie sur le rôle du directeur de la communication et ses liens étroits avec les présidents du Conseil général peut être suggérée. [1972] - 2015 Histoire administrative : Le département des Hauts-de-Seine a été créé en 1964, suite à la réforme territoriale et administrative de la région parisienne. Il compte 36 communes. La collectivité se dote d'une administration entre 1967 et 1968. Les lois de décentralisation de 1982 et 1983 transfèrent aux collectivités territoriales des compétences auparavant réservées à l'État. La communication devient pour le Département un outil indispensable pour faire connaître ses actions sur le territoire des Hauts-de-Seine. Entre 1982 et 2006, se sont succédés à la tête du Conseil général des Hauts-de- Seine : - Paul Graziani (1982-1988) - Charles Pasqua (1988-2004) - Nicolas Sarkozy (2004-2007) - Patrick Devedjian (2007-2020) La Direction de la communication a été créée en 1989. -

It broadens both our horizon and our ambition on the international scene. It is true in the diplomatic, economic and cultural context.” Dominique de Villepin, 18 June 20031 France’s monopoly of Africa is under threat. The last 50 years have seen the French battling to hold on to the ‘privileged relationship’ with their former colonial empire, and a number of factors have forced the once imperial power into redefining its affiliation with ex-colonies, such as new laws on aid distribution, the integration of the EU and modern economic reforms. In the post-Cold War era, ‘multilateralism’ has become the latest political buzzword, and in its wake a notable shift in French policy in Africa has emerged.
