Electoral Review of Rochdale__________________________________________________________ Electoral Review of Rochdale Borough Council Submission on Council Size Introduction 1. The Local Government Boundary Commission for England (LGBCE) has informed Rochdale Borough Council of its decision to carry out an Electoral Review of the Council size (number of elected Councillors) and the number of wards and ward boundaries for the Council. 1.1 Rochdale Council has not had an electoral review since 2003. It will have been 19 years since the current boundaries were set by the time this review’s recommendations are in place. The LGBCE believes this is a reasonable interpretation of Section 56 of the Local Democracy, Economic Development and Construction Act 2009. 1.2 This review began in July 2019; any changes that are made in regards to council size and ward boundaries will come into effect for the local government elections in May 2022. 1.3 Section 56 states that electoral arrangements of a principal local authority’s area should be reviewed ‘from time to time’. The LGBCE will be reviewing all Greater Manchester boroughs that haven’t had a review since the programme began in the early 2000s. 1.4 At present there are wards with electoral imbalances across the borough of Rochdale; therefore providing an unfair representation at local government elections. In two wards the size of the electorate has a variance of greater than +/- 10% in comparison to the average (Kingsway 11% and West Middleton 14%) 1.5 This document is Rochdale Borough Council’s council size submission, which provides the LGBCE with the Council’s view on the appropriate council size and supporting evidence across the following three broad areas (as stated in the LGBCE guidance on council size for local authority elected members and staff): Governance and decision making – determining the role of councillors in decision making, and how work and responsibilities are distributed across the Council. -

To further the relationship between UCN and MHCLG, the services of an independent consultant have been engaged to further work on the unique offer that UCN can make to MHCLG in the furtherance of joint ambitions. Chairman's Statement 2018-2019 The difficult trading conditions continued during the year and the effect of losing the South Tyneside contract is plain to see in the audited accounts. Fortunately, NECA was aware that this situation could develop so was able to successfully manage the resulting reduction in income, therefore to return a small surplus is a very satisfactory result. The withdrawal of support by South Tyneside Council meant Ambassador House could not continue nor the blue light café on Beach Road. Fortunately NECA was able to reach an agreement with Karbon Homes to transfer the lease of Ambassador House to The Key Project at no cost to the Charity. I’d like to thank Karbon Homes for their valued assistance in facilitating this arrangement. On a positive note NECA was delighted to be chosen to run the pilot scheme for Hungry Britain. This involved the NECA Community Garden providing lunch and activities for children in South Tyneside during the school holidays. The pilot scheme was extremely successful and the event was rolled-out across other areas of the country. Thank you to South Shields MP, Emma Lowell-Buck for her involvement and valued assistance with this project. The NECA Community Garden was also extremely proud to be invited to take part in the Queens Commonwealth Canopy project. This involved planting trees to commemorate Her Majesty The Queen’s 65 years on the throne. Two saplings were planted in the garden by the Lord Lieutenant of Tyne & Wear, Mrs. Susan Winfield ably assisted by local schoolchildren. The success of those two events has encouraged the Trustees to widen the organisation’s remit so that it can offer services to the wider community and not just to those affected by drug and alcohol misuse, and gambling. -

North Tyneside Council Cobalt 14, Quicksilver Way, North Tyneside NE27 0QQ Modern Government Let Office Investment Long Unexpired Lease Term with Annual Rent Reviews • Located on Cobalt Business Park, in Newcastle, with easy access to the A1 dual carriageway via the A19 dual carriageway. • Built in February 2007, the property comprises a modern, well specified office building totalling approximately 46,136 sq ft (4,286 sq m). • The property is offered on a long leasehold basis with an unexpired term of 108 years at an annual peppercorn rent. • Entirely let to North Tyneside Council on a 23 year term from 1st July 2009 (with currently around 19 years unexpired) . • The property is let on a Lease Plus Agreement with a total current income of £878,981 per annum. • Under the Lease Plus Agreement the total initial rent payable is apportioned 68% to the base occupational rental income and 32% for the Facilities Management Service provision. • The 68% base Occupational Income is subject to fixed annual increases of 2.6% per annum and currently amounts to £586,914 per annum (£12.72 per sq ft). The 32% FM element is subject to annual increases in line with the movement in RPIx. • In addition to the Income received from North Tyneside Council, the landlord also benefits from a Rental Top Up which is held in an escrow account. The total value of the cash pot amounts to approximately £790,000 and is released on a monthly basis. For 2013 the annual top up amounts to £150,869. • By virtue of a renegotiated FM Service contract, the landlord also y benefits from a saving by virtue of receiving a higher annual FM r payment from North Tyneside Council when compared with the actual cost of the FM service provided. -

Accessibility across UK Local Authorities Socitm and Sitemorse collaboration – supporting BetterConnected Introduction Digital accessibility regulation is challenging to manage and is negatively impacting those for whom the rules should be assisting. Public sector bodies must deal with accessibility, against a timetable. Now with a specific timeline in relation to the public sector achieving accessibility compliance for their websites, we have summarised our Q3 / 2019 results, reporting the position across the sector. For over 10 years Sitemorse have been in partnership with Socitm, working on numerous initiatives including BetterConnected. Sept. 29th 2019 | Ver. 1.9 | Release | © Sitemorse In Summary. For the Sitemorse 2019 Q3 UK Local Government INDEX we assessed over 400 authority websites for adherence to WCAG 2.1. The INDEX was compiled 37% following some 250 million tests, checks and measures across nearly 820,000 URLs. 17% Comparing the Q3 to the Q2 results; 49 improved, 44 dropped, with the balance remaining the same. Three Local Authorities achieved a score of 10 (out of 10) for accessibility. It’s important to note that the INDEX covers the main website of each authority. The law applies to all websites operated, directly or on behalf of the authority. 46% The target score is 7.7 out of 10. • Pages passing accessibility level A: 87.11% • Pages passing accessibility level AA: 12.2% • Of the 3,550 PDF’s 56.4% PDF’s passed the accessibility tests. Score 10 - 7 Score 5 - 6 Score 1 - 4 It is important to note that this score is for automated tests; there are still manual tests that need to be performed however, a score of 10 demonstrates a thorough understanding of what needs to be done and it is highly likely that the manual tests will pass too. -
