    Birding Guerrero, Mexico: The Ixtapa/Zihuatanejo Area and the Sierra Madre del Sur By Nick Lethaby and Brad Waggoner Ixtapa/Zihuatanejo (henceforth referred to as the “Zihua area”) is a popular resort on the northern coast of Guerrero state in western Mexico. Although it is not covered in Howell's Bird-finding Guide to Mexico, it is a good location for birders who want quality birding close to their hotels. This makes it an ideal location for vacations with non- birding family members or friends, or for birders who just want to enjoy a few hours of relaxed birding most days. In addition it is relatively close to the endemic-rich Sierra Madre del Sur for those who prefer a more focused birding trip. In this guide, we will begin with some general information about timing of our visits. We will then overview the birds in six discreet coastal areas in the Zihua area, as well as briefly discussing pelagic birding. Next we cover birding in the Sierra Madre del Sur before finishing with some discussion of birding techniques and identification problems in the area. Timing of our visits We have made 9 visits between us to Guerrero, seven by Lethaby and two by Waggoner. Eight of these (and all to the Zihua area) were made between late November and early April. The ninth covered the interior slope of the Sierra de Atoyac in late July. By late March some of the more skulking local breeders, such as Flammulated Flycatcher are beginning to sing, which can make detection easier. The pygmy-owl species are also much more vocal and responsive at this time.

The objective of this report is to propose regulatory improvement measures that allow the optimization of administrative procedures to open a hotel, including federal, state and municipal procedures, which at the same time improves the regulatory quality of the country, thus, its competitiveness. This study is made as part of the cooperation between the Secretariat of Economy, COFEMER, and the OECD to strengthen the competitiveness in Mexico through regulatory improvement. The relevance of a study as this is the fact that tourism is an industry that significantly contributes to Mexico’s Gross Domestic Product (GDP): for the period of 2005-2013, touristic GDP represented an average of 8.5% of the total GDP. Thus, facilitating the process of opening a hotel can contribute to fostering the momentum of this industry, and in this way support the national economic growth. The recommendations offered in this report were elaborated from the identification of areas of improvement in the process that an entrepreneur or business owner has to go through when the person decides to open a hotel in a beach area; in this case, the case studies used were Cancun and Mazatlan, and it was compared to a case study of Australia.

    Mexico’s Ixtapa-Zihuatanejo for Sun and Sea by Lee Foster Mexico’s deliberate decision a few decades ago to establish a major west coast resort investment at Ixtapa, parallel to the east coast development at Cancun, makes fortunate use of the nearby fishing village of Zihuatanejo. Ixtapa amounts to a choice 2-1/2 mile stretch of sand, Playa del Palmar, four miles north of the village. Only 50 years ago the terrain was a coconut and mango plantation. Now the site boasts deluxe hotels, where the fly-in traveler can luxuriate in the average 78 degree warmth, year-round sun (except in the July-September rainy season), and first-class facilities. Ixtapa offers the resources to lure a wind- chilled American to a sunny destination resort. Without the village, Ixtapa, a tropical paradise, would be placeless, both on the edge of the sea and at sea. If you subtract the Mexican Spanish language and a few other trappings, Ixtapa could be in Hawaii. To some travelers, in search of a sunny, seaside paradise, location is of no consequence. However, the village of Zihuatanejo reminds and delights a visitor that Ixtapa is in Mexico. Similarly, Cancun survives on the east coast of Mexico in a complex symbiotic relationship with the island village of Cozumel and with the Mayan ruins, both of which lend placefulness. Villages and ruins need first-class resort areas, and vice versa, for all to flourish. The traveler is the ultimate beneficiary of a richer travel experience. Mexico’s FONATUR investment corporation, after surveying the 6,000 mile coast of Mexico and weighing the options, decided to stimulate the growth of Ixtapa.
