Preference alignment is thereby understood as a similarity along relevant preference dimensions between prin- cipal and agent (see also below). We focus on two potential underlying mechanisms. First, preference alignment gives policy-motivated agents a direct stake in achieving the public output desired by the political principal (the political mission). This is equivalent to the assumptions on policy motivation by Besley and Ghatak (2005). Second, prefer- ence alignment works to streamline communication and facilitates cooperation between contracting partners, and thereby improves the productivity of a match.     Naturverdier i planområdet Heggedal sentrum, Asker kommune Madlaina Bichsel og Anders Thylén BioFokus-notat 2017-10 albatre Ekstrakt BioFokus-notat 2017-10 Stiftelsen BioFokus har på oppdrag fra Jarmund/ Vigsnæs AS Arkitekter MNAL kartlagt naturverdier i et område i Heggedal sentrum. Det er satt i gang planarbeid for utbygging i Tittel området. Naturverdier i planområdet i Heggedal sentrum, Asker kommune Ved feltbefaring i april 2017 ble det avgrenset én naturtypelokalitet med C-verdi, naturtypen store gamle trær (lønn). Det ble i tillegg definert tre Forfatter lokaliteter med en viss naturverdi Madlaina Bichsel og Anders Thylén (men som ikke når opp til kravene i DN-håndbok 13). Det viktigste av disse er en østvendt skråning med rik edellauvskog, med en god del eldre Dato hasselkjerr og store lønnetrær. De 08.04.2017 øvrige to lokalitetene består også av store trær. Punctuality has never been better, rail traffic is growing, and in summer 2004 the Norwegian Parliament took the historic decision to invest NOK 26.4 billion in developing a competitive rail network over the ten years from 2006 to 2015. In other words, the anniversary year not only provided the opportunity for a nostalgic look back, but also confirmed that the railways will continue to play a central role in the years ahead. Email: [email protected] Abstract A long-standing debate in political science relates to the optimal stringency of eligibility constraints imposed on public sector employees’ participation in politics. We contribute to this debate by arguing that public employees may have a strong motive as both consumers and producers of public services to run for political office and influence public policy. We analyse theoretically and empirically whether and how this ‘double motive’ leads to the political overrepresentation of public sector employees. Using population-wide individual-level register data covering Norwegian local elections between 2007 and 2019, we show that public sector employees are strongly overrepresented on election lists. As they also have a higher probability of election (conditional on running), they are even better represented in elected bodies. Looking at underlying mechanisms, we provide evidence consistent with public sector employees’ self- selection into standing for elected office (at higher-ranked ballot positions). This raises questions about the active representation of public employees’ policy self-interests and the optimal institutional arrangements regarding their eligibility for political office.
