Turner Construction Company ULURP ………………… Uniform Land Use Review Procedure LDCMT-26-1619 MINUTES OF A SPECIAL MEETING OF THE MEMBERS OF NEW YORK CITY ECONOMIC DEVELOPMENT CORPORATION February 5, 2020 A special meeting of the Members of New York City Economic Development Corporation (“NYCEDC”) was held, pursuant to notice by an Assistant Secretary, on Wednesday, February 5, 2020, in Conference Center A/B, on the 14th Floor at the offices of NYCEDC at One Liberty Plaza, New York, New York. The following Members of NYCEDC were present: Cheryl Adolph William Candelaria (by conference telephone) Wilton Cedeno Hector Cordero-Guzman Mitchell Draizin Robert Englert (by conference telephone) David Lichtenstein (by conference telephone) James McSpiritt Melva Miller (by conference telephone) Patrick J. O’Sullivan, Jr. James Patchett Michael Schlein Matthew Washington Timothy Wilkins Betty Woo Kathryn Wylde (by conference telephone) Members of NYCEDC staff also were present. The meeting was chaired by Michael Schlein, Chairperson of NYCEDC, and called to order at 8:34 a.m. Meredith Jones, Executive Vice President, General Counsel and Secretary of NYCEDC, served as secretary of the duly constituted meeting, at which a quorum was present. 1. MinutesDRAFT of the November 7, 2019 Annual Meeting of the Members There being no questions or comments with respect to the minutes of the November 7, 2019 annual meeting of the Members, as submitted, a motion was made to approve such minutes, as submitted. Such motion was seconded and unanimously approved. 2. Election of Alternate Under NYCEDC’s Bylaws, a Deputy Mayor of the City of New York may approve a person to be elected as his/her alternate as a Director. Pedram Mahdavi currently serves as an alternate for Deputy Mayor Vicki Been and shall continue to so serve. Deputy Mayor Been requested that Jodi Callender be elected to serve as her alternate at meetings that Pedram Mahdavi does not attend as her alternate. Jon Cohen no longer serves as an alternate for the Deputy Mayor. A motion was made to elect Jodi Callender to be an alternate for Deputy Mayor Vicki Been in her capacity as a Director of NYCEDC at meetings that Pedram Mahdavi does not attend as her alternate. Such motion was seconded and unanimously approved. 3. Adjournment There being no further business to come before the meeting, the meeting of the Members was adjourned. _ Assistant Secretary Dated: New York, New York DRAFT LDCMT-26-11128 2 May 6, 2020 To the Members of the Board: At EDC, our top priority has been supporting the citywide response to the COVID-19 crisis to ensure the health and safety of New Yorkers while also addressing the immense economic strain businesses and employees are facing. We have pivoted our focus, resources, and talent to respond and have seen an incredible push among local manufacturers and innovators to stand up supply chains to produce critical personal protective equipment for healthcare and essential workers. We have activated our assets for emergency needs: • Our team prepared Pier 90—dredging the berth in less than two weeks—to host the U.S. Navy Ship Comfort to alleviate hospital crowding. • The Brooklyn Cruise Terminal was set up as a 1,000-bed COVID hospital. • We established food distribution centers at Kingsbridge Armory and Pier 36, keeping New Yorkers fed and safe. • The Audubon Ballroom was converted into an emergency medical service space for Columbia University Medical Center and NY Presbyterian Hospital. We are actively sourcing and manufacturing medical supplies: • Over the past few weeks, we have stood up a dedicated team of more than 50 EDC’ers and worked with our sister agencies to source supplies from NYC and around. EDC’s decades-long support for the manufacturing community through the IDA and other programs has meant many of these supplies are being made here in New York City. Through this effort we have: o Secured 1,000 ventilators for local hospitals o Delivered 1,150,000 face shields, with plans to locally produce 500,000 per week o Delivered over 70,000 reusable and disposable gowns, with plans to locally produce nearly 450,000 per week o Identified local manufacturers to 3D print test swabs, increasing testing capacity • By tapping into New York City’s innovators and manufacturers, we are leading a consortium
