LGBCE Draft Recommendations I am content with the proposal that the number of members elected to West Berkshire Council is reduced from 52 to 43. I consider though that the creation of three member wards, especially in the rural parts of the district, will diminish the effectiveness of representation presently enjoyed by residents and will not meet LGBCE’s expectations that a good pattern of wards will reflect community interests and identities and is based on strong, easily identifiable boundaries . The proposed pattern, especially in areas covered by such vast wards as the proposed Aldermaston and Bucklebury where it will be extremely difficult for members to be familiar with the unique local aspects and challenges across so many parishes, will not help the council deliver effective and convenient local government. Neither will the creation of large wards which combine substantial areas and population in both rural and suburban communities, such as Thatcham Central and Crookham and as Greenham which will bring its northern-most boundary into the heart of Newbury. Consultation response WBCA asks that LGBCE reconsiders its draft recommendations to make changes to the following wards, as suggested: • Aldermaston and Bucklebury • Hungerford and Kintbury • Basildon and Compton • Wash Common, Newbury Central and Greenham • Thatcham Central and Crookham • Purley and Tilehurst At the moment, Aldermaston ward consists of 5 parishes, three of which have monthly meetings, one has meetings every two months and one has two meetings a year.

    Local Government Boundary Commission for England proposals for West Berkshire Council Proposed Burghfield & Mortimer Ward Introduction This response to the Local Government Boundary Commission for England proposals for the restructuring of the wards for West Berkshire Council is from both West Berkshire Council Members for the Burghfield Ward (Carol Jackson Doerge and Ian Morrin), one of the two Members for the Mortimer Ward (Graham Bridgman) and the single Member for the Sulhamstead Ward (Keith Chopping). All of us are members of the Conservative Group. These three wards are those that form an overlap with the Wokingham constituency (which remains unchanged in the final version of the Boundary Commission for England’s 2018 Review proposals): Burghfield (two members: Burghfield parish), Mortimer (two members: Beech Hill, Padworth, Stratfield Mortimer, Wokefield and Ufton Nervet parishes) and Sulhamstead (one member: Beenham, Englefield and Sulhamstead parishes).     Flooding Be prepared! The purpose of this leaflet is to outline the various roles and responsibilities and what you need to do to protect yourself and your property from flooding. There are also telephone numbers and websites where you can get more information about flooding. FLOODING What is it? What can we all do about it? Nobody can stop the risk of flooding entirely. Instead a joint effort between the Council, the Environment Agency, Thames Water, Riparian Owners, residents and the community is needed so that we can reduce the risk and impact of flooding. This involves having a greater awareness of local flood risks, having regular maintenance of our water channels and being prepared to respond to a flooding incident should it happen so we can reduce the impact. In West Berkshire we can be affected by a number of types of flooding: River Flooding (Fluvial) This is flooding as a result of rivers and streams overtopping their banks. In West Berkshire we are lucky to have a number of beautiful water courses running through our area. However this can result in properties within flood plains being flooded in periods of heavy and/or prolonged rainfall due to the rising waters, rapid thaw of snow on the ground, or from water coming up through the ground. Flash/Surface Water Flooding (Pluvial) This flooding occurs during periods of extremely heavy rainfall, often over short periods. This can be due to drains being blocked, the ground being already saturated, or extremely dry causing run off or due to the sheer volume of water causing 'flash' flooding in areas not normally prone to flooding.

    West Berkshire Countryside Society West Berkshire Countryside Society was formed in January 2012 to provide an umbrella group for four long-established environmental groups. These were The Friends of the Pang, Kennet & Lambourn Valleys , The Bucklebury Heathland Conservation Group, The Pang Valley Conservation Volunteers and The Pang Valley Barn Owl Group. Our remit is to continue their work of improving and promoting the landscape of West Berkshire by practical conservation work and by introducing people to the countryside, its work, history and wildlife, through the medium of talks and conducted walks – of which this is one. Members of West Berkshire Countryside Society currently pay a £15 annual subscription for individual and family membership to provide a ‘RIVER and WOODS’ financial resource. Those members who wish to, make up volunteer working parties to undertake practical conservation tasks.
