IMAGE: HOOVER ARCHIVES 1 HOOVER INSTITUTION LETTER FROM THE DIRECTOR AND THE CHAIRMAN August 31, 2016 Our country, our world, and our way of life have changed dramatically since the founding of the Hoover Institution nearly a hundred years ago. Yet the dilemmas that tested statesmen and policy makers at that time—maintaining economic growth and stability, nurturing American institutions, safeguarding our interests, and ensuring the lessons of the past are applied in the present— continue to challenge us today. The relevance of the Hoover Institution’s work acro ss generations attests to the enduring nature of our mission. We must not Thomas W. Working together, our supporters, staff, and scholars made significant pro gress toward those objectives during this fiscal year. Hoover produced countless publications that include landmark books such as Bl ueprint for Am erica, as well as in-depth policy essays and commentaries on improving the well-being of individuals and our society. Our fellows and staff have introduced the insights of this work in public discussions and policy-making efforts thro ugh countless op-eds and media appearances, a rapidly growing educational Thomas J. Tierney voice on Capitol Hill, and breakthrough programs to reach the next generation Chairman, Board of Overseers and reinforce Hoover’s role as an educational institution. Hoover’s Library & Archives have paired important new acquisitions with initiatives to expand in-person and digital access to our collections, ensuring their wide availability for understanding history and the modern world. The challenges of the current policy environment have only served to strengthen our work. The unpre cedented volatility of the 2016 election cycle has further differentiated Hoover as a paragon of principled scholarship among partisanship and hyperbole. Confronted with the post–great recession economy and the rise of transnational security threats, Hoover fellows have proven their ingenuity in addre ssing intractable policy challenges. 2 2016 ANNUAL REPORT This year has also seen a number of developments that will increase Hoover’s capacity for policy research and education in the future. The year 2016 marks both the seventy-fifth anniversary of the completion of Hoover Tower and the near-completion of another historic capital improvement: the David and Joan Traitel Building. New leadership is augmenting the human capital underlying Hoover’s program. One year after transitioning to the role of Tad and Dianne Taube Director, Tom Gilligan is helping Hoover refine its strategic direction with a focus on measuring results. After three years of valuable service, Tom Tierney has passed the role of chairman of the Board of Overseers to longtime board member Joel C. Peterson, an entrepreneur and faculty member at Stanford’s Graduate School of Business. In addition, Eric Wakin has assumed the position of deputy director of the Hoover Institution, continuing in his roles as the Robert H. Malott Director of the Library & Archives and research fellow. This is also a time of new leadership within the larger academic community of Stanford University. After sixteen years of service, John L. Hennessy recently stepped down as president of Stanford, succeeded by Marc Tessier-Lavigne, former president of Rockefeller University. A search committee is also working to identify a successor to Stanford provost John W. Etchemendy. We will work closely with the university’s new leaders during and after their transitions to nurture our relationship with Stanford and exchange intellectual and institutional resources. Discussing the state of the Hoover Institution and reviewing the activities and successes of the past year reminds us of the dedication of our supporters in providing the resources that make our work possible. We thank them for standing with us to promote economic opportunity, prosperity, and peace. We also thank our supporters for creating the foundations for impact in the future, especially in 2017, as national discussions shift from political races to the serious policy challenges that characterize our time. Ho over’s role as a leading public policy research center has evolved significantly from its earliest days as an archives on war. The principles guiding this research, however, remain steadfastly in line with President Hoover’s founding intent, that the institution should “c onstantly and dynamically point the road to peace, to personal freedom, and to the safeguards of the American system.” Given the complexities of modern economic This program produces rigorous research conditions , political institutions, national security that is both principled and practical.     A HOOVER INSTITUTION STUDY An Analysis of Vice President Biden’s Economic Agenda: The Long Run Impacts of Its Regulation, Taxes, and Spending* Institution Hoover TIMOTHY FITZGERALD, KEVIN HASSETT, CODY KALLEN, AND CASEY B. MULLIGAN We estimate possible effects of Joe Biden’s tax and regulatory agenda. We find that transportation and electricity will require more inputs to produce the same outputs due to ambitious plans to further cut the nation’s carbon emissions, resulting in one or two percent less total factor productivity nationally. Second, we find that proposed changes to regulation as well as to the ACA increase labor wedges. Third, Biden’s agenda increases average marginal tax rates on capital income. Assuming that the supply of capital is elastic in the long run to its after-tax return and that the substitution effect of wages on labor supply is nontrivial, we conclude that, in the long run, Biden’s full agenda reduces full- time equivalent employment per person by about 3 percent, the capital stock per person by about 15 percent, real GDP per capita by more than 8 percent, and real consumption per household by about 7 percent. SIDNEY daVID DRELL September 13, 1926–December 21, 2016 Elected to the NAS, 1969 Sidney David Drell, professor emeritus at Stanford Univer- sity and senior fellow at the Hoover Institution, died shortly after his 90th birthday in Palo Alto, California. In a career spanning nearly 70 years, Sid—as he was universally known—achieved prominence as a theoretical physicist, public servant, and humanitarian. Sid contributed incisively to our understanding of the elec- tromagnetic properties of matter. He created the theory group at the Stanford Linear Accelerator Center (SLAC) and led it through the most creative period in elementary particle physics. The Drell-Yan mechanism is the process through which many particles of the Standard Model, including the famous Higgs boson, were discovered. By Robert Jaffe and Raymond Jeanloz Sid advised Presidents and Cabinet Members on matters ranging from nuclear weapons to intelligence, speaking truth to power but with keen insight for offering politically effective advice. His special friendships with Wolfgang (Pief) Panofsky, Andrei Sakharov, and George Shultz highlighted his work at the interface between science and human affairs. He advocated widely for the intellectual freedom of scientists and in his later years campaigned tirelessly to rid the world of nuclear weapons.
