Introduction 1.1. This Statement of Representation is submitted by Savills UK Limited on behalf of Legal & General Property (LGP) in relation to Policy LP 4 (Green Belt), Policy LP 29 (Landscape and Geological Conservation); Policy LP 6 (London Luton Airport), Policy LP 31 (Sustainable Transport Strategy), the Key Diagram and Policies Map, and Policy LP 13 (Economic Strategy) of the Draft Luton Local Plan for Public Consultation (2011 – 2031) (June 2014) (DLLP). The representation justifies why it is considered that the DLLP is not sound in relation to these policies. 1.2. LGP owns approximately 23 ha of land at Someries Farm occupying a strategic location south of London Luton Airport with direct frontage to the Airport operational boundary. Appendix 1 contains a Site Location Plan and a copy of the DLLP Key Diagram showing a proposed amendment. 1.3. The Statement is arranged in the following sections: • Section 2 sets out the case on soundness – this addresses economic, Airport, Green Belt, landscape, and site specific considerations. • Section 3 provides conclusions. That Executive instructs the Corporate Director – Place & Infrastructure to submit a response on behalf of the Council to Central Bedfordshire Council with respect to the request for an Environmental Impact Assessment Scoping Opinion in regard of the proposed Chiltern Green Energy Park development at East Hyde. 2. That, in the event that a formal planning application is lodged with Central Bedfordshire Council in respect of the above proposed development, Executive instructs the Corporate Director – Place & Infrastructure to refer any response to Executive for review prior to submission. Background 3. Emsrayne Renewable Energy Ltd (a company based in Caddington) intend to submit a planning application to Central Bedfordshire Council to construct and operate a Combined Heat & Power generation facility at New Mill End (East Hyde) that would import up to 500,000 tons of refuse derived fuel (or similar residual waste) per annum. 4. Residual waste is defined as the non-hazardous combustible mixed material that remains after the traditional waste recycling process. 5. This would be incinerated by the “moving grate” combustion process to produce an energy output equivalent to circa 100 MWe. 6. It is proposed that an underground insulated pipeline will carry pressurised hot water from the facility to a connection point close to London Luton Airport. 7. Electricity would be transported via an underground cable to a new substation in the vicinity of London Luton Airport, which would be connected in turn to Luton South substation belonging to UK Power Networks. -

BPS 2018 payments for commons – calculation data For more information about grazing rights on common land, read the ‘Basic Payment Scheme: rules for 2019’ guidance on GOV.UK. The table linked below shows the eligible area and number of rights claimed (in Livestock Units) for each common for BPS in 2018. The data was taken from the Rural Payments service in 2018. The eligible area of a common will alter as physical changes take place on the common and the information in this table may be updated to take account of information received from inspections or other sources. Key: In both of these cases no data is shown in the ‘Total LU’ and ‘Ha per LU’ columns: * Less than 0.1 LU of grazing rights were allocated for the entire common. ** Less than 0.1 ha of eligible area was allocated per LU. Deaths up to 1 Year Per 1000 Live Births
In terms of Infant Mortality Rate (IMR) - deaths up to 1 year per 1,000 live births, Luton and South Bedfordshire has mixed results compared to the 2004 national (5.1%) and regional averages (4.2%)54. In 2003 Luton records a figure of 4.2% and South Bedfordshire 5.9%55. (2004 IMR rates for Luton and South Bedfordshire are not currently available). IMR as a whole can be used as a proxy measure against which deprivation can be measured.
