LAND OFF MAULDEN ROAD FLITWICK TRANSPORTATION TECHNICAL NOTE August 2017 GBR/KM/E/17968/B5 1.0 INTRODUCTION 1.1 This Transportation Technical Note (TTN) has been prepared by Woods Hardwick Infrastructure LLP on behalf of Pigeon Investment Management Ltd in support of their proposal to develop land to the east of Maulden Road, Flitwick. 1.2 The site comprises approximately 20.5 ha and is located to the east of Flitwick. The site is abutted by: agricultural land to the north; Flitwick Moor and Folly Wood to the east; Greenfield Road to the south. The southern section of the western boundary is abutted by existing residential properties beyond which lies Maulden Road, while the northern section of the western boundary is abutted by Maulden Road itself. A Site Location Plan is included as Appendix A. 1.3 The proposed development on the site comprises up to 200 residential units, a health and social care hub and a mixed use employment development. The developer is aware that Central Bedfordshire Council (CBC) are currently consulting on the future development of Flitwick Town Centre. CBC’s consultation Report on the regeneration notes that there is a shortfall in retail/service units within Flitwick, Pigeon Investment Management Ltd would be pleased to assist in contributing to the regeneration of the town by liaising with CBC to bring forward the most appropriate employment uses on this site. 1.4 It is proposed that the main vehicular access to the site is taken off Maulden Road, potentially via a new 4-arm roundabout that incorporates the existing access to the Industrial Estate on the opposite side of Maulden Road. -

Local Government Review in the Derwentside District Council Area, County Durham Research Study Conducted for The Boundary Committee for England April 2004 Contents Introduction 3 Summary of Key Findings 5 Methodology 7 Definitions of Social Grade and Area 11 Topline Findings (Marked-up Questionnaire) 13 Introduction This summary report presents the key findings of research conducted by the MORI Social Research Institute on behalf of The Boundary Committee for England in the Derwentside District Council area, County Durham. The aim of the research was to establish residents’ views about alternative patterns of unitary local government. Background to the Research In May 2003, the Government announced that a referendum would take place in autumn 2004 in the North East, North West and Yorkshire and the Humber regions on whether there should be elected regional assemblies. The Government indicated that, where a regional assembly is set up, the current two-tier structure of local government - district, borough or city councils (called in this report ‘districts’) and county councils - should be replaced by a single tier of ‘unitary’ local authorities. In June 2003, the Government directed The Boundary Committee for England (‘the Committee’) to undertake an independent review of local government in two-tier areas in the three regions, with a view to recommending possible unitary structures to be put before affected local people in a referendum at a later date. MORI was commissioned by COI Communications, on behalf of the Committee, to help it gauge local opinion. The research was in two stages. First, in summer 2003, MORI researched local residents’ views about local government and how they identify with their local community. -

Introduction 1.1. This Statement of Representation is submitted by Savills UK Limited on behalf of Legal & General Property (LGP) in relation to Policy LP 4 (Green Belt), Policy LP 29 (Landscape and Geological Conservation); Policy LP 6 (London Luton Airport), Policy LP 31 (Sustainable Transport Strategy), the Key Diagram and Policies Map, and Policy LP 13 (Economic Strategy) of the Draft Luton Local Plan for Public Consultation (2011 – 2031) (June 2014) (DLLP). The representation justifies why it is considered that the DLLP is not sound in relation to these policies. 1.2. LGP owns approximately 23 ha of land at Someries Farm occupying a strategic location south of London Luton Airport with direct frontage to the Airport operational boundary. Appendix 1 contains a Site Location Plan and a copy of the DLLP Key Diagram showing a proposed amendment. 1.3. In a letter dated 20 March 198! the Chester-le-Street District Council invited us to make proposals for certain changes to the boundary of their district with the district of the City of Durham. The suggestion for changes had arisen during the course of the review by the District Council of the parish pattern in their area and involved the parishes of Plawsworth and Sacriston. Durham City Council had not at that stage completed their own parish review, but it was clear that the changes concerned were not supported by them or by the councils of the three parishes in their district which would be involved - Framwellgate Moor, Kimblesworth and Witton Gilbert. We decided to defer action on the matter until we had received Durham City Council's parish review report. ?., In submitting their report in August 1982 Durham City Council opposed all the district boundary changes suggested by Chester-le-Street District Council; Kimblesworth Parish Council wrote to us separately to emphasise their opposition to the ones affecting then. The City Council sent us a copy of a letter from the Durham County Council, however, which said, in relation to the possibility of changes in th^ Kimblesworth Parish boundary, that the Council considered that the villages of Kimblesworth and Nettlesworth (the latter currently in Plawsworth Parish, Chester-le-Street) should be treated as one settlement and that future development should be in relation to a single local plan. -
