Our office has operated out of Northampton for 26 years, and in that time we have completed in excess of 500 recreational projects and have worked for over 50 municipalities throughout the Commonwealth. We have 6 registered landscape architects (and 7 total) and 2 professional engineers (4 total) on our staff of fifteen. The majority of the park projects are public projects that our office has taken from conception through construction. Town of Amherst Parks and Recreational Areas

Over the past five years we have worked on 4 separate park and recreational projects within the Town of Amherst. We developed design and construction plans for a new playground at Groff Park. The playground structure was installed by the community during a two weekend time frame. Using CPA funding, the Plum Brook Recreation Area was completed in 2009 and consist of 3.5 regulation soccer/multi-purpose fields including on-site irrigation, walking trails, picnic areas, and a 100 car parking area. The site design includes (5) five different field layouts in order to rotate the goal mouths thus allowing proper regeneration of the turf. We have designed and provided construction administration services for 5 recent parks for the City of Northampton Parks and Recreation Department, Ann Marie Moggio, Director, (413) 587-1040 and Ray Ellerbrook, Director – Look Park (413)584-5457. These parks include Arcanum Field, Veterans Field, Ray Ellerbrook Park, Maines Field and Sheldon Field. Facilities in these parks include softball and baseball fields, soccer and multi-use fields, playgrounds, skateparks, basketball courts, lighting, irrigation, and parking.

This Park Master Plan was for a 50 acre undeveloped parcel in the Town of Agawam. The $2.5 million dollar park (using CPA funding) encompass numerous soccer, baseball, and softball fields, picnic areas, playgrounds, a concession/restroom facility, 200 parking spaces and 1.5 miles of trails. We created a stormwater management plan that incorporates many “green design” methods such as bioretention swales and rain gardens. Town of Burlington Parks

For over eight years we master planned all of the 19 parks in the Town of Burlington, Massachusetts. We have provided full services for the construction of two of those recreation areas, Francis Wyman Park, which was completed in 2000, and Marshall Simons Fields constructed in 2002. This past year we developed a master plan and detailed construction documents for the renovation of the former Wildwood School Site that are presently out to bid. The Berkshire Design Group – Florence Fields Recreation Area Proposal 10 After reading your Request for Proposals we can assure you the following deliverables will meet your needs for producing a successful design, engineering and permitting documents for this exciting new recreational facility.

Task 1 – Kick-Off Meeting, Re-visiting the Site & Soil Test Pits

The BDG team will conduct a start-up meeting with the City’s Office of Planning and Development and the Recreation Department. Together, we will review project requirements and program elements so we have a clear picture regarding project goals and expected products. Schedules will be discussed and deadlines will be set.

We will also list additional survey work needed such as detailed topography and utility locations along Meadow Street, property line locations and wetland and bank resource delineation. If requested, we can provide these services.

Re-visiting the Site, Test Pits & Soil Evaluation.

Our team will re-visit the entire site documenting present conditions including a thorough photographic inventory. We recommend conducting a series of test pits across the Site, focusing specifically on the areas that will be part of the stormwater management design.

Soil Testing for Stormwater Management Design, Easthampton, MA

Soil testing and evaluation will be completed under the supervision of a Licensed Soil Evaluator. We will retain a local excavation contractor to perform test pits at the site and notify DIGSAFE at least seventy-two hours prior to initiating the work. .

Task 2 – 25% Plans & Specifications

Based on the master plan study we will develop the plans to the 25% level in terms of detail and specifications. Plans will include supportive graphics including color renderings and a 3-D model of the proposed improvements. The 25% design plans will include:

• Layout Plan showing all proposed program elements

• Preliminary Grading and Drainage Plan including proposed grading, subsurface drainage design, LID (low impact development) methods such as rain gardens, rain harvesting and bioretention swales, and other strormwater management devices

• Preliminary Landscaping Plan indicating trees, shrubs and turf areas

• Schematic Utility Plan indicating sanitary sewer system, structures, water line extension, etc.

We will participate in a public community meeting for final input prior to developing the 75% and 100% bid plans and specifications. We will develop a computer generated “fly-through” animation of the proposed recreational facility to present at the public hearing along with a power point presentation and color graphic hand-outs.

Task 3 – Permitting: 75% Bid Plans and Specifications

Based on community and city department input we will further develop the plans and specifications in order for submission to the permitting agencies. Permitting will include the following:

Notice of Intent – Northampton Conservation Commission

We will prepare and file a Notice of Intent with the Massachusetts DEP and the City of Northampton Conservation Commission. This application packet will include the following elements:

• Cover letter explaining the project • USGS Location Map • List of Abutters and Abutter Notification via certified mailings • WPA Form 3 – Notice of Intent • WPA Appendix A – Wetland Fee Transmittal Form • WPA Appendix B – Stormwater Management Form • Stormwater Drainage Report & Management Plan • Site Plans (sedimentation and erosion control plan, layout plan, grading and drainage plan and details)

For the purposes of this proposal, we have budgeted two (2) hearings with the Conservation Commission. Revisions to the plans may be needed in response to concerns and issues brought up during the public hearing process.

Site Plan Review – Northampton Planning Board

While the Notice of Intent is being reviewed by the city we will continue to develop the plans in order to submit the Site Plan Review with the Planning Board. The Plans will follow all requirements listed in the City of Northampton’s Regulations including but not limited to:

• Application • Designer’s Certificate • Certified List of Abutters • Board of Health submittal • Site Plans including key plan, plot plan, layout plan, grading and drainage plan, sediment and erosion control plan, utility plan including sanitary sewer extension and water distribution plan, tree planting plan, and details.

A traffic analysis will be developed to determine the proposed trip generation counts for this type of development along with analyzing site distances for the entrance to the recreational area.

For the purposes of this proposal, we have budgeted two (2) hearings with the Planning Board.

Stormwater Permit – Northampton Dept. of Public Works

We will design of a stormwater management system in compliance with the City of Northampton Stormwater Management Ordinance. In general, the Northampton Stormwater Management Ordinance requires that a stormwater management system be designed in conformance with the latest Massachusetts Department of Environmental Protection Stormwater Management Regulations. To accomplish this goal a system of structural and non-structural stormwater Best Management Practices (BMPs) will be designed to meet the requirements of the regulations. These BMPs will be designed with careful consideration to the overall site aesthetics, functionality, and long term maintenance impacts.

Task Include:

• Evaluation of existing conditions including initial site visit and determination of existing stormwater flow patterns, rates, and volumes. • Conceptual Design for determination of Soil Evaluation (Test Pit) locations • Coordinate and perform soil evaluations • Design stormwater management system based on soil evaluation results and project design goals • Prepare and submit a stormwater managemement report and permit application to the Northampton DPW • Respond to DPW comments, if required • Evaluate final permit issued by the DPW and assist City in interrupting the permit requirements •

Task 4 – Construction Documents: 100% Bid Plans and Specifications

Based on the approved final site plan/design development drawings and order of conditions from the Northampton Conservation Commission we will prepare a set of construction drawings, technical specifications and bid documents for solicitation of public bids. Final drawings will contain the level of detail necessary to allow contractors accurate estimating and bid documents will contain all necessary bidding information to conform with all state requirements for this project.

Construction drawings of the proposed improvements will include the following:

• cover sheet • overall site plan • existing condition plan • demolition plan • grading and drainage plan • layout plan • planting plan • details • specifications • bid forms

We will also prepare the final cost estimate of the construction documents. The cost estimate shall be based on current prices for similar work in the park development industry. The cost estimate will contain all labor, materials and supervision necessary to complete all work according to prevailing wage rates, and should be an accurate prediction to their awarded contract price. After meeting with the City we will also create a phasing plan including a number of bid cycles and associated costs.

Note: Since we have included additional scope of work items from the original RFP the fee schedule can be adjusted by eliminating certain scope items while still maintaining the finished product - (bid ready plans and specs).

Because good design and quality control are our primary objectives, we have integrated computer technology into all phases of the design process, from conceptual design to the genera- tion of final construction documents using CAD, three dimensional modeling, image editing, animation, and interactive multi-media presentations.

Computer Aided Design

Computer aided design is used for design, the preparation of construction documents and the registration of three dimensional models with site photographs . We believe that our approach to the use of CAD as a three dimensional design tool rather than just a two dimensional drafting tool allows us to improve design quality. Our CAD system allows us to provide alternative designs to an extent and level of accuracy never before pos- sible. Image Editing

Another capability of The Berkshire Design Group is image editing. We can scan color photos and capture video images into the computer and save them in a digital form. We use this technology for site analysis, conceptual design, and for the presen- tation of final design ideas. RELEVANT EXPERIENCE The design of over 30 municipal highway projects with a total length of 37 miles, including the design of traffic signals at 15 major intersections.
