Achievements of Commercial Deptt.during last two years 2017-18

1. PF Shelters : PF shelters have been provided at 01 bay each at JNP, SKND, BGPL,KRIH,NGMP,KDRP,NRG,CBT,RBA,BRAG,PTAB,MCS,LGTR,BNBH,RTN,K UU,HMA, MWQ,KASR, BRST,SUDV,MMS,JPI,GTA & MLT and 02 bays each at RHMA, SQQ, HCNR, JNP, SLRD,HDS, & BAV, 04 bays at PURI , 05 bays at CTC and 06 bays at BBS(on PF No.4 & 5), 04 bays at JJKR, 03 bays at BYY & DNM stations during the period.

2. (A). New Station & PH : Bolgarh Road & Nayagarh Town stations and Bolgarh Town Passenger Halt in KUR-Bolangir section have been commissioned during the period .

(B) New Station Building: At Bhubaneswar railway station new Station Building with 2nd Entry, New Booking Office (both PRS & UTS) at Platform-6 side has been dedicated to the public on 30th December, 2017 . New Booking Office with Reserved & Unreserved Ticketing System at Sakhigopal Railway Station has also been dedicated to the public.

3. New Train & Extension of Train: Two new weekly trains Bhubaneswar- Krishnarajpuram-Bhubaneswar, Humsafar Express and Bhubaneswar -New Delhi- Bhubaneswar Rajdhani Express (via- Sambalpur) have been introduced during the period. Rourkela-Bhubaneswar Rajyarani Express extended up to Gunpur and Passenger Train service was extended from Bolagarh to Nayagarh Town station in KUR-Bolangir section during the period.

4. FOB: Foot Over Bridge have been commissioned at NANR, NQR, TMKA, BRAG, PTAB & HCNR stations .

5. Raising of Platform: Platform No. 1&2 and 3&4 have been raised from Low level to High

Level at Khalikote & Bhusandpur stations.

6. Seating Arrangements: Total 32 nos. of stainless steel benches – 03 seater have been provided in 2nd class waiting hall gents and ladies and 20 nos. of Single Sofa Chairs have been provided at Bhubaneswar Railway station. 24 nos of stainless steel benches-03 seater have been provided at

Cuttack Railway station under MPLADS of Sri Bhartruhari Mahtab,Hon’ble MP/Cuttack.

7. Transportation: Lifts at Platform No. 2&3, Platform -6 and Escalator at Platform No. 6 of Bhubaneswar and Lifts at Platform No. 1, 2&3 and 4&5 at Cuttack station have been provided for easy inter-platform movement of passengers especially Senior citizens and DIVYANG.

8. Parking: Two Wheeler Parking stand at IPM, DNKL, CTC, BDBA & BHC have been awarded during the period.

9. Parcel Contracts: Agreement have been executed for Parcel Contracts (SLR) for Train No.15643 (PURI-KYQ Express), 15639 (PURI-GHY Express), 22805 (BBS-ANVT Express),18410 (PURI-HWH, Sri Jagannath Express) , 18463 ( BBS-SBS, Prasanti Express), 12898 (BBS-PDY Express), 12815 ( PURi-NDLS, Nandankanan Express), 12281 (BBS-NDLS, Duranto Express) & 22811 ( BBS-NDLS, Rajdhani Express) during the year 2017-18.

10. POS machines : As a part of ‘Digital India’ and to promote cashless transactions 50 machines at 40 PRS locations, 54 machines at 48 UTS locations & 15 machines at 09 Parcel offices have been installed during the period.

11. STBA: STBAs have been appointed at Malatipatpur,Nilakantheswar, Sadashivpur, Hindol Road, Kalupadaghat, Baghuapal, Sitabinj, Baudpur, Motari, Dhanmandal, Mancheswar, Delanga, Nirakarpur, Gurudijhatia, Bolgarh Road, Baranga, Nirgundi, Golantha, Surla Road, Nayagarh, Tangriapal and Sakhigopal stations (total-22stations) during the period..

12. Drinking Water Facility : Purified Drinking Water KIOSK have been provided at Talcher Road and Jajpur-Keonjhar Road stations during the period by NGOs. Beside this,water vending machines have been provided at major stations by IRCTC. 13. Wi Fi : Free Wi-Fi has been provided at PSA, BHC, JJKR, KUR & BAM stations during the period.

14. CIB &TIB : Coach Indication Board (CIB) at DNKL, ANGL & IPM stations and Train Indication Board (TIB) at ANGL, IPM, CAP, TLHR , DNKL & KIT have been provided during the period.

15. India Post PRS : New PRS at Athgarh Head Post Office has been inaugurated by Sri Bhartuhari Mahatab , Hon’ble MP, Cuttack on 04.12.2017.

16. Digital Initiatives: Bhubaneswar Railway station became 100% fully Digital Payment Enabled station and 1st station over KUR Division during the month of January’2018.

17. Outsourcing of Manpower: Work order has been issued towards outsourcing of Manpower for operation of CIB, TIB, PAS, Face to Face Enquiry, Telephonic Enquiry & other allied works pertaining to Passenger Announcement & Information in favour of M/s A&S Outsourcing Solutions, Mumbai for BHC, JJKR, CTC, BBS, KUR, PURI, BAM, PSA, BALU & DNKL stations towards offer price @ Rs. 1,41,95,025/- for one year on 21.03.2018.

18. Battery Operated Vehicle (BOV) : National Aluminum Company(NALCO) has provided 02 nos of Battery Operated Vehicle (BOV) service at for senior citizens, differently- abled passengers (DIVYANG) and sick people on 22nd March’18.

2018-19

1. New Station : Bhubaneswar New Railway station commissioned on 07.07.2018.

New Station Building: having facilities of Booking Office (both PRS & UTS) , Passenger Waiting Halls, circulating area with barricade etc. and 2nd FOB (6 mtrs. wide) have been inaugurated by Union Minister for Tribal Affairs, Shri Jual Oram on 23.09.2018.

2. New Train & Extension of Train: MEMU Train services between ANGL-PURI, TLHR-PURI & BAM –BHC (via CTC) have been introduced.

3. FOB: 3rd FOB at BBS (6 mtrs wide), 2nd FOB at BHC ( 6 mtrs wide) have been commissioned. New FOB at BAM (2nd) station have also been commissioned.

4. Transportation: Escalator has been provided at Cuttack railway station (2nd entry) for easy inter-platform movement of passengers especially Senior citizens and DIVYANG.

5. Battery Operated Vehicle (BOV) : National Aluminum Company(NALCO) has provided Battery Operated Vehicle (BOV) service at Bhubaneswar & Cuttack railway station for senior citizens, differently-abled passengers (DIVYANG).

SYSTEM IMPROVEMENTAL WORKS:  Safety seminars are being conducted on every Monday at PSA & PRDP, on Tuesday at JKKR & KDJR, on Wednesday at BHC, on Thursday at BBS & CTC on Friday at PUI & DNKL and on Saturday at KUR & TLHR crew lobbies and surprise checks of LC gates are also being carried out by officers and all CLIs during every month.  In order to minimize the detention of train on account of loading/unloading of Loco Pilot’s line box, 360 Nos. of common line boxes with OTL & universal lock have been provided in both Coaching & Freight locatives In lieu of trolly type travel bags 1440 Nos. of Travellers bags have been provided to all Loco Pilots of KUR division.  In order to improve the fetch crew as per rule, it was being closely monitored and as a result of which it could be improved from 26.32% in Jan’18 to 93.4 % in Jul’18.  In order to send data The system of displaying the Caution Order Boards in electronic display at all crew lobbies has been implemented.  In view of problems faced by the division to impart training to the large number of running staff, the Electrical refresher training course has been started at DMTC/KUR w.e.f. 27.07.2016 after obtaining approval of the competent authority.  A booklet containing 24 nos. of Case studies on account of Bad engineman- ship and a booklet containing 25 nos. of case studies of Good work done by Crew/Staff/Supervisor has been prepared by this department and circulated to all crew lobbies for counselling of Crew.  Crew Management System (CMS): 1301 Nos. of routes created in CMS minimising manual singing on/off, which also lead to generation of correct mileage/ OT etc. Payment of mileage/OT/NDA/NHA etc. of all CMS based crew lobbies of Khurda Road division is being made through CMS generated reports minimizing clerical error & a step towards saving of manpower.  For Quick compliance of Abnormality experienced by the Crew during train operation, a software called Driver’s Unsatisfactory Management system (DRUMS) has been installed at all Crew lobbies through which unusual reporting to the immediate supervisor of the concerned section/department is being done as soon as the Crew controller Logins the unusual occurrence. If no remedial action has been taken by the concerned departmental supervisor within 24 hours, then a message will automatically be sent to the next higher level. Again, if no remedial action will be taken within 48 hours, then a message will be forwarded to the concerned branch officer & so on, which is a very quick & effective unsatisfactory monitoring system.  In order have a full proof system of crew signing ON/OFF, doing breathalyzer test, reading and understanding circulars, CCTV has been commissioned at KUR, PSA, TLHR, PRDP, PUI crew & Guard lobby and under commissioning at other lobbies. Also, CCTVs provided in crew counselling rooms in order to ensure proper & quality counselling to running staff.

 As per Railway board’s guidelines, Provision of Subsidized meal system has been implemented in all the Running rooms of Khurda Road division  In order to provide proper rest to crew after working trains, Air-conditioners have been provided at running room, Puri & Palasa. All other running room will be air-conditioned very shortly for which purchase order has already been issued.

IN HOUSE TRAINING: Audio-Visual Trouble Shooting Training In order to enrich the Technical skills of the newly converted crew, this department has started Audio-visual counseling to the crew with the help of multimedia projector & this has yielded a good result on improving the technical skill of crew. OUT-STANDING WORK DONE BY CREW :

i) On date 15.09.2018, Sri P.K.Swain, Technician-III (TRS)/PUI while performing duty from 6-14 Hrs. noticed One outer connecting strip of brake block (wheel No. 05) of loco No. 25044/VSKP of outgoing train No. 18451 exp. was badly cracked. So, he immediately reported the matter to the SSE(TRS)/PUI and then the corresponding BC made dummy, removed broken strip from the wheel. Also, one brake shoe removed & brake shoe holder secured. Due to timely action of Sri P.K.Swain, Technician-III (TRS)/PUI, a possible derailment/ enoute detention of the express train could be avoided. ii) On date 15.09.2018, Sri M.Behera, Helper (TRS)/PUI while performing duty from 6-14 Hrs. noticed that two top fixation bolts of Brake cylinder (BC-1) of loco No. 22599/SRC of outgoing train No. 18409 exp. were missing. So, he informed the matter to his Technician & SSE(TRS)/PUI and the brake cylinder made dummy. Due to timely action of Sri M.Behera, Helper (TRS)/PUI, a possible derailment/ enoute detention of the express train could be avoided. iii) On date 17.09.2018, Sri S.S.Babu, LP(G)/KUR after taking over charge of train No. 20815 (TATA-VSKP Exp.) at KDJR observed CBC Coupling of the locomotive in open condition & CBC safety pin was also found to be in open condition. So, he immediately informed the matter to the SS/KDJR. CLI/KDJR and C&W staff attended & rectified the same. Due to alertness and timely action of Sri S.S.Babu, LP(G)/KUR, a possible train parting of the express traing has been be avoided. iv) On date 18.09.2018, Sri S.B.Ojha, Loco Pilot(G)/CTC & Sri P.Sahu, Co-LP(G)/CTC while working train No. E/N-UMLS observed a herd of 3-Elephants crossing the track between section GHNH-RQP in night at about 01.48 Hrs. They applied emergency brake & stopped the train at a distance of about 20 mtrs. from the elephants. Due to alertness and timely action of the crew, a possible accident was avoided besides saving the life of elephants. v) On date 03.09.2018, Sri D.Biswal, Loco Pilot(G)/TLHR & Sri M.K.Meena, ALP/TLHR while working train No. 58413 pass. admitted HOME signal of BRAG on calling on signal. Routing home piloted in by issuing piloting in memo. After starting the train, LP observed after moving about 100-150 mtrs that, the DS point was in open condition. So, LP immediately stopped the train by applying emergency brake. Due to alertness and timely action of both the LP & ALP, a possible derailment as well as severity of damage to the locomotive, train and loss of life could be averted.

vi) On date 22.08.18, Sri D.S.Narayana, Loco Pilot (Mail/Exp)/KUR & Sri B.Sarkar, ALP/KUR while working train No. 18447 Exp (BBS-JDB Hirakhand exp.) stopped at LC Gate No. 251 by applying emergency brake after observing HS red lamp shown by gateman. After stopping the train, LP got down from the train & observed that LC gate was in opened condition. On enquiring about the reason, the Gateman of LC gate No. 251 replied that SM/SLZ allowed the train without exchanging Private Number and on seeing the train the Gateman put the HS red lamp. Due to alertness and timely action of both the LP & Gateman, a possible mishap as well as severity of damage to the locomotive could be averted. vii) On date 20.08.18, Sri S.Ramesh, Loco Pilot (Goods)/KUR & Sri Prabhu Kumar, ALP/KUR while working train No. 68433 MEMU (CTC-BAM Pass) controlled at Km No. 412/23 between CTC-BRAG at 17:37 hrs. after observing danger hand signal as Jib of crane stuck up near track, which hit the track. Due to alertness and timely action of both the LP & ALP, a possible mishap as well as severity of damage to the locomotive could be averted. viii) On date 07.08.18, Sri P.B.S.Narayana , Loco Pilot (Goods)/KUR & Sri K.Das- 1, ALP/KUR while working train No. 07150 UP (GHY - SC ) SPL detained in between KUU-GNGD as one PSC sleeper was lying on right side track at KM No. 508/7. Due to poor visibility in the evening hours, LP observed the same on short of danger and applied emergency brake and stopped the train. LP immediately got down from the engine & observed loco cab-2 hitted with the sleeper resulted both rail guard & cattle guard were bent. Then, the Sleeper was removed by Loco Pilot, Gaterman and other 05 passengers. LP & Guard then served memo at next stoppage i.e. BALU. Due to alertness and timely action of both the LP & ALP, a possible mishap as well as severety of damage to the locomotive could be averted. ix) On date 28.07.2018, Loco Pilot Sri Suresh Kumar Mohanty, Loco Pilot (Goods)/CTC & Sri Navin Kumar, ALP/CTC while working train No. E/PB-11 while admitting into R/5 of KIS at 21.05 hrs. observed that a bunch of rail were lying very close to the track. So, the crew applied emergency brake and stopped the train just at the lying rail. The LP immediately got down from the engine and after observing the situation, he realized that it was unsafe to work the train without clearance of the rail from the track and he immediately reported the matter to the On duty SS/KIS. Then the PWI along with staff attended the spot and cleared the spot after which train left the spot with a cautious sped of 1-2 KMPH as more rails were lying nearby the track almost upto the starter. Due to alertness and timely action of both the LP & ALP, a possible mishap, punctuality loss of trains as well as damage to the locomotive could be averted. x) In the month July’2018, Sri R.Ch.Murmu, Loco Pilot (M/Exp.)/KUR could run the train No. 12822 exp. (ex.KUR to KGP) with MPS 112 kmph (MPS of the train is 110 KMPH) and travel a distance 159 km out of 346 km with MPS. xi) In the month July’2018, Sri R. Ranga Rao/ LP(G)/PSA could run the train no. E/Steel /E (ex. PSA to KUR) with MPS 67 kmph (MPS of the train is 65 KMPH) and travelled a distance of 133 Km out of 221 Km with MPS. xii) On date 14.06.2018, incoming loco No. 23302/WAT of incoming train No. 58415 passenger was attended by the TRS maintenance staff/PUI during the turn round checking at PUI. During thorough overhead checking of the loco No. 23302/WAT, it was observed by Sri Manoranjan Pati, Helper(TRS)/ PUI that the Pantograph No.-1 at PUI was cracked and was unsafe to work. The same matter was informed to the SSE(TRS)/PUI and after inspection of pantograph of the locomotive, the loco No. 23302/WAT was detached from working the scheduled outgoing train.

Due to alertness & timely action of the loco TRS maintenance staff Sri Manoranjan Pati, Helper(TRS)/ PUI, not only a possible mishap like any damage to OHE/disaster could be averted but also avoided punctuality loss of trains.

xiii) On date 21.06.18 train No. ME/N/CBSP-06 after through pass SQQ at 23.10 hrs. uncoupled between wagon No. SE-57751 & SE-93806 i.e. 25th & 26th wagon from engine in section SQQ-NRG & parted portion stopped on the naked bridge at Km No. 400/23 at 23.20 hrs. As the parted portion of the train was on the naked bridge, it was very difficult to go to the spot to close the COC. In spite of the difficulty, the ALP of the train Sri S.P.Khalko/TLHR reached the spot by creeping under the wagons and closed the COC and then train cleared the section in a very short period. Due to timely courageous & dedication work done by Sri S.P.Khalko, ALP/TLHR, the train not only cleared the section in a very short time but also no train was affected its punctuality. xiv) On date 25.05.2018, Sri S.K.Mohapatra/ PRDP & Sri D.S.Sahoo/PRDP while working train No. IRPN/BTPN with working loco No.31457/TATA ex PRDP observed abnormal sound while approaching BDBA home signal. So, LP stopped the train at BDBA staion. On checking, found that the Primary suspension helical spring near wheel No. 10 was broken. The same informed to the on duty TLC and the loco was attended by the loco inspector and locao made TR at BDBA. Due to timely action of both the LP & ALP, a possible mishap could be avoided.

xv) On date 17.04.2018, while working train No. 15228 between GTA-SLRD, crew both Sri G.C.Hembram-II, LP(G)/KUR & ALP Sri P.K.Dev, ALP/KUR found fishplates are in open condition without any caution order. They informed the matter to on duty SM/SLRD. Due to their alertness and timely action, a possible mishap could be averted. xvi) On date 02.04.2018, Sri Vijay Kumar, Loco Pilot(G)/KUR & Sri B.P.Subudhi, Asst. Loco Pilot/KUR while working train No. ME/CCJS Concor observed one big polythene sheet was hanging on OHE between at Km. No. 432/27-29 between MCS-BBS (UP line). So, LP immediately lowered the pantograph & passed the spot in DJ tripped condition. The matter immediately reported to the on duty TPC, TLC & On duty SS/BBS. Due to the timely action of the crew, not only the damage to the locomotive No. 27813/27255/ANGL of train No. ME/CCJS Concor could be saved, but also further damage to OHE as well as punctuality of other trains could be saved. xvii) On date 20.05.2017, Sri Prasanta Kumar Biswal, Loco Pilot(G)/ANGL & Sri Sanjay Kumar Meher98, Assistant Loco Pilot/ANGL were working train No. ME/JSPK. After passing TLHD, observed tree was fallen on track. So, he immediately stopped the train by applying emergency brake at 17.55 hrs. The Loco Pilot immediately took initiative for clearing the track by cutting the tree trunk with the help of Sri Sanjay Kumar Meher, ALP/ANGL by collecting axe from the nearby village. Finally, track cleared and train left from the site at 18.40 hrs. and cleared section at 18.18 hrs.

With the timely initiative of both the Loco Pilot and Assistant Loco Pilot, the track was cleared from obstruction without waiting for/asking the help of the P.Way staff and avoided further detention of the train and punctuality loss of coaching trains. xviii) On date 18.11.2017, Sri K.S.Rao-II, Loco Pilot (Goods)/KUR & Sri P.K.Gupta, Asst. Loco Pilot/KUR while working train No. N/TPAK-11 experienced heavy jerk while passing in between section TAP-NKP. So, he immediately controlled the train by applying emergency brake and gave memo to Station Master, Nirakarpur and informed the same to the on duty TLC. On checking, he found a major rail fracture at Km.480/1-3. Due to the above, the train No. 12841 Exp. detained at TAP from 23:05 hrs., 5630 Exp detained at KPXR from 00:55 hrs. & 22877 exp detained at KUR from 00:35 hrs. xix) Due to timely action of the Loco Pilot and devotion of both the Loco Pilot & Asst. Loco Pilot, not only any loss to the railway property could be averted but also further damage and loss of life could be averted as 12841 HWH- CEN Coromandel exp., which was following train No. N/TPAK-11 xx) On dt.11.11.17, Sri SURESH CHANDRA BEHERA, Loco Pilot(Goods)/CTC and Sri AJIT KUMAR SAHOO, Asst. Loco Pilot/CTC while working train No. ERNTECL-13 observed hanging OHE at Km No. 490/8N after home signal of TLHD station. So, immediately stopped the train by applying emergency before the point of hanging without damaging the Panto as well as OHE. Due to timely action of the Loco Pilot, any damage to OHE/Panto as well as punctuality loss on this account could be averted. xxi) On date 05.12.2017, Sri Biswanath Behera, Loco Pilot (Goods)/TLHR & Sri Nitish Kumar, Asst. Loco Pilot/TLHR while working train No. ME/N/TPL-09 experienced heavy jerk between CTC-KDRP. So, the he immediately stopped the train by applying emergency brake. In the meanwhile, 10-wagons have already passed the spot and informed the same to the on duty TLC and on duty SM/KDRP from the spot. On checking, found a major rail fracture between Km No.421/5-7.

Due to alertness & timely action of both the Loco Pilot & Asst. Loco Pilot, not only any loss to the railway property but also a serious disaster could be averted.

xxii) On date 29.10.17, Sri Tusharkanti Sahoo, Loco Pilot(G)/TLHR & Sri D.K.Dhiraj, Asst. Loco Pilot/TLHR while working train No. ME/ATP-72 with loco No. 28687/28169/ANGL between TLHD-BDPK, passing Km No. 489/21 noticed a herd of 20-25 elephants was crossing the railway track after seeing he applied emergency brake and stopped the train. Due to timely action of the Loco Pilot, a possible mishap as well as punctuality loss could be averted as the passenger train No. 58413 was following the Goods train. xxiii) On date 13.09.17, Sri P.N.Sahoo, Loco Pilot(Goods)/PRDP while working train No. ME/PPAP with loco No. 28100/28185/ANGL through passed BDBA at 5.40 hrs. Loco Pilot controlled train at IBH between BDBA-PRDP from 5.45 hrs to 6.27 hrs for signal. Train started after signal given and LP applied emergency after observing red towel shown by public and train stopped at Km No. 486/1-3 at 6.32 hrs. On checking found a rail fracture of about 5 mm gap. The same was attended by PWI at the spot and after clamping given fit at 7.13 hrs. Train started from the spot at 7.15 hrs. with a speed restriction of 10 kmph. Due to timely action of the Loco Pilot a possible mishap could be averted. xxiv) On date: 20/07/2017, Sri. B.Mallik, LP/VSKP and Sri. T.Kumar, ALP/VSKP worked Train No.12839Exp Ex.KUR to VSKP. While the train was running between TAP-NKP the train stopped at Km No. 479/13 at 7.40hrs as BP and MR pressure dropped due to hitting by dead cattle. LP checked and found that BP and FP pipes uncoupled at two locations in between Locomotive and 1st coach and in between 2nd coach and 3rd coach. He coupled the same but still BP pressure not recreated. Again he checked the loco and found BP leakage from control reservoir drain cock as it was broken. LP shut down the loco to exhaust all the pressure. He removed the aux. control reservoir drain cock of first coach (SLR No. ER028079) after isolating the coach and fitted the same in control reservoir of the locomotive (Photo enclosed). The trouble was

rectified with in a short period of 35 minutes and train departed from spot at 8.15hrs. With the timely initiative of both the Sri. B.Mallik, LP/VSKP and Sri. T.Kumar, ALP/VSKP, the track was cleared from obstruction without waiting for/asking the help of the C&W staff and avoided further detention of the train and punctuality loss of coaching trains. xxv) On date 25.05.2017, train No.ME/NYG/NBOX with loco No. 28247/28137, WAG-7/ANGL, load–60/59 ½ =1485 (T) dispatched from SGDP at 5:47 hrs. on line clear from CLDR and stopped at DN home signal at danger from 6:10 hrs. In the mean while, SM/CLDR dispatched ME/DPCB UP train with loco No. 23518/23186, WAG-5/ TKD with load 59/58 ½=5193 (T) from CLDR to SGDP. But, Loco Pilot Sri K.Ch. Behera, of ME/DPCB stopped the train just after advance starter while observed another train standing at DN home signal with a visible distance of about 100 mtrs. due to curvature. Finally, train backed to CLDR station at 7:55 hrs. and allowed the DN train No. ME/NYG/N Box for through pass CLDR over R1 at 8:17 hrs. Due to alertness & timely action of Sri K.Ch. Behera, Loco Pilot/KDJR & Sri B.K.Majhi, ALP/KDJR working train No. ME/DPCB, a possible Head On Collision could be averted. xxvi) On date 04.05.2017, Sri D.K.Satapathy, Loco Pilot/TLHR & Sri J.K.Chaurasia, ALP/TLHR working train No. MBMB, while passing Km No. 442/18-20 between JRZ-DNKL near DNKL home (DN line) at 3.50 hrs., observed heavy jerk. So, LP immediately stopped the train by applying emergency brake and on checking found rail fracture. So, he immediately reported the matter to all concerned and PWI staff attended the site and clamped the rail and allowed the train with a restricted speed. Due to timely alertness & timely action of both LP & ALP, a possible mishap could be averted.

xxvii) On date 25.05.2017, train No.ME/NYG/NBOX with loco No. 28247/28137, WAG-7/ANGL, load–60/59 ½ =1485 (T) dispatched from SGDP at 5:47 hrs. on line clear from CLDR and stopped at DN home signal at danger at 6:10 hrs. PRDP to BHC between KIS-BYY after passing 100 mtrs. from the LC Gate No. 173, LP observed that a girl student aged about 18 years was rushing towards the train & was talking on mobile handset. So, LP immediately applied emergency brake and train stopped just after touching the body of the girl and the girl fell down in front of the engine. So, the LP immediately got down from the locomotive and saved the gild student (B.Tech). He, then informed the matter to the on duty SMR & handed over the girl to on duty Gateman. With the timely action of the Loco Pilot, a precious life of the girl student could be saved. The matter has also been reflected in the Odiya Daily “The Dharitree” dated. 28.04.2017

ACHIEVEMENT OF SAFETY ORGANISATION DURING YEAR 2018-19 AND UP TO 31st OCT- 2018

 Total No. of Board accident cases are ‘one’ as compared to two in corresponding period during 2017-18.  Regular counseling was conducted amongst the train passing staff.  17 Nos. of Zonal Safety Drives and 13 Nos. Divisional Safety Drive covering the human error aspects have been conducted during the year. Special emphasis was given during Safety Equipments with Engg , Gang at site worksite protection, whistling habit of crew at LC and adaptation of short cut mentioned during abnormal working by train passing staff.  7 nos. of Safety Circulars have been issued to create safety culture for the year 2018-19.  9 nos. of Safety audits conducted by Divisional officers to eradicate the lacunae at stations, yards and chalk out system failure.  Monthly Multi disciplinary Team Inspection of Safety & Security, Inspection by HODs on the scheme of Own your section, bi monthly Zonal Level Safety Audit, Yearly Inter Zonal & Railway Board level Safety Audit Inspections have been conducted and the items noted by them are being complied.  Intensive Surprise Night Inspections, Ambush Checks, Foot-plates, Motor Trolley Inspections are being conducted to check alertness and safety practice to enhance safety culture work among the train passing staff.  Every Monday Safety Review Meeting is conducted under the Chairmanship of DRM and all Branch Officers for analysis of Safety related issues and corrective action is taken for improving safety working in the Division. The irregularities det4ected during the inspections by Branch Officers are discussed in detail during the Meeting.  Every month Safety Meeting & every Saturday fire drill being conducted at every station.  Signal Sighting Committee recommendation is reviewed to detect the irregularities of signal aspects and visibility.  Safety posters are supplied to all stations, cabins, LC gates, crew lobby, running room in Hindi, Oriya & English of different items to give guidelines to train passing staff.  Hindi works under taken following subject in Safety Department:- Leave Application, Attendance Register, Safety Bulletin, Safety Circular, Monday Meeting, Safety Posters & Pamphlet, RTI Correspondence, compliance Inspection Note of DSA/ZSA, MCDO & Tour Programme of Sr. DSO and also work of SWR in Hindi.  Safety Organization also participated in the public awareness campaign at different towns, bus stands, villages, schools, collages, markets and exhibited/distributed different technical safety related items i.e posters and stickers. Different demonstrations were conducted and counseled about 15, 000 public to create safety awareness amongst the public.  Regularly ARME/ART inspections have been conducted by JAG Sr. Scale, Jr. Scale Divisional Officers at KUR, PSA, BHC & TLHR base to keep readiness with all equipments. A schedule programme was prepared by Sr. Divisional Safety Officer.  Disaster Management booklet published and distributed to different Districts, Stations and Head Quarters Offices.  More than four hundred fifty LPs and ALPs were counseled to follow shunting rules and to avoid SPAD.

 On the occasion of International Level crossing awareness day on 7th June Nukad Natak was conducted near LC gate no. KP-36, KP-37 between MLT-PUI & 181 BRAG -CTC to enhance Safety Awareness among the public. Safety Department staff along with Civil Defence Volunteers counseled near about 3620 public through personal contact by distributing leaflet and PA system  A check list was issued for effective inspection of points and crossings, Level Crossings, Locos, Coaches, wagons and S&T installation.  During Car festival at Puri Civil Defence volunteers were engaged in ticket checking, guiding and helping the pilgrims.

1. ARPAN:- Out of 13935 Pre-2016 Pension Cases PPO have been issued for 13933 nos. as on 31.08.2018.

2. AIMS:- ACCOUNTING INFORMATION MANAGEMENT SYSTEM has been implemented in the month of August’2016 and the programme is running smoothly.

3. Energy bills are being timely passed and credited through RTGS to avoid delay in payment and a substantial rebate amount of Rs. 1.78 Crs. has been availed upto August’18.

4. To streamline the recovery of over payment at the time of retirement and to avoid legal complication, a special review cell of Personnel & Accounts has been formed to review the Service Records of Staff retiring in next five years.

5. SBI Imprest cards are introduced and fully operational to facilitate speedy recoupment of imprest accounts of offices and stations with lesser amount of cash on hand. SMS facility has been activated.

13) Additional platform sheds were provided at 7 stations.

2. The MEMU shed started functioning at Khurda Road w.e.f. 21.06.18 and three rakes of train No. 68434/68433, 68421/22 and 68413/14 are being maintained. 3. In KUR division, Rajdhani Express of BBS Depot and Satabdi express of PUI Depot has been covered under project Swarn. Under project Swarn improvements done in all the passenger amenities such as improvement of coach interior, good quality upholstery, improved toilet fittings, fitment of exhaust system & odour control system, provision of good quality & fresh linen to all passengers, LED lights fitted in coach corridor and toilets and Vinyl wrapping in Satabdi Express. 4. 50 coaches of Rajdhani Express (6 cameras in each coach)and 15 coaches of Shatabdi express (6 cameras in each coach)have been fitted with CCTV cameras to keep the coaches under CCTV surveillance to prevent any anti-social activities. 5. The coaches of Train No. 18405/06 of PUI Depot have been provided with passenger necessity items like Odorizes in toilets, Liquid soap dispensers, health faucets, Aluminum composite boards for Bio Toilet instructions, Unified single information board, Time table, foam taps etc. in line with Shaan-e-Bhopal and was commissioned on 30.05.2018. 6. Consultancy services for Integrated Management System addressed to ISO 9001:2008 for QMS, ISO 14001:2004 for EMS and ISO 18001:2007 for OHSAS at Coaching Depot, Puri & Bhubaneswar of Khurda Road Division has been implemented. 7. Two no’s of Bottle crusher machines each at BBS and PUI station has been installed to prevent travelers from throwing used plastic bottles on the tracks, or in the station premises. 8. At Coaching Depot/PUI and BBS Bio-Toilet display room was opened on station for passenger to provide awareness about the use of bio-toilet and its working mechanism.

9. 21 Nos. of CCTV Cameras have been fitted in rolling-in points (BBS end) of Khurda Road for examination and monitoring of under gear of rolling stock, hanging parts and various defects of rolling in examination. Each route has three cameras (02 Nos. of camera on side of the track at low height to capture under gear parts, one camera at medium height to capture Coach no/wagon no). 10. 06 no’s of plasma cutting machines were commissioned at KUR on 24.05.18 and provided to each ART and ARME of KUR division.

Achievements of Security department :-

1. 20.01.2018, a joint team of officers and staff of STF team BBS, and GRPS/KUR apprehended 05 interstate dacoits near over bridge back side of Sai Baba temple of Loco Colony, Khurda Road, who were gathered with an intention to commit dacoity in GHY-CEN express, with recovery of some incriminating articles from their possession. All the offenders along with the recovered articles were produced before IIC/GRPS/KUR, where a case vide No. 08/2018 Dated 21.01.2018 U/S-399/402IPC and 27 Arms Act and they were forwarded in the Hon’ble court of SDJM/BBSR for further legal action.

2. On 22.03.2018 at about 11.30 PM Hrs, an information was received from reliable sources that some unknown persons are congregated at KUR end of PF No-04 BRAHMAPUR Railway station in suspicious manner being armed with deadly weapons assembled near bushy field. Immediately, officers and staff of RPF Post/BAM alongwith GRP/BAM under the supervision of Inspector RPF/BAM and GRPS/BAM, conducted raid in the surrounding area of spot at about 02.00 hrs and able to apprehend of 05 no’s of male and one suspected eunuchs person at the spot On interrogation they confessed their guilty that they all were assembled with a plan for committing dacoity in night plying train. During search, one country made pistol, and cash Rs- 450/-, one steel gurukhi, knife and some cash etc were seized and they were brought to GRPS/BAM and case vide No.12/2018, dated 23.03.2018 U/S-399/402 IPC /sec. 25(1-B) (a) Arms act and they were forwarded in the hon’ble court of SDJM/BAM for taking legal action. 3. On 04.05.2018, 02 passengers (wife & husband) were travelling by train No. 11019 Konark express Ex Visakhapatnam to Bhubaneswar. At about 04.00hrs the said train was about to approach Bhubaneswarstation, they were standing near the door of the coach holding with hand bag and preparing to get down at Bhubaneswar. Suddenly one unknown person from the near by Jhopri appeared and snatched the hand bag containing 15 Tolas of gold ornaments, one Lenovo mobile phone etc and fled away by jumping from the running train. In this regard, GRPS/BBS registered a case vide No 65/2018 dated 04.05.2018 U/S 380 IPC and took up inquiry into the case. To work out the cas, on 05.05.2018, officer and staff of RPF Post/BBS along with GRPS/BBS conducted raid in Falikia Basti beside BBS Railway station and apprehended 02 TOPB offenders with recovery of stolen property valued Rs 05 lakhs and 02 persons were connected in the above GRPS/BBS case and both were forwarded to the Hon’ble court for legal action. 4. RPF/POST/BBS :- On 08.06.2018, officers and staff of RPF Post BBS rescued 08 minor boys, all are residents of Peon pada, PS- Phulabani, dist- Kandhamala, Odisha from BBS Railway station. The rescued minor children were handed over to NGO Organisation Ruchika Social Organization, Sriram Nagar Bhubaneswar for their further rehabilitation. 5. On 18.05.2018, an information was received regarding lying of one unclaimed trolley/airbag in coach No. S/8 of train No. 12864 DN, Yeshwantpur-Howrah Express. Immediately, officers and staff of RPF Post KUR attended the said train at KUR Railway station and recovered the said unclaimed bag and it was brought to RPF Post KUR and informed to Narcotics Control Bureau, Bhubaneswar. On 21.05.2018, NCB,Bhubaneswar opened the bag and found 05 nos. of scotch taped packets containing Cannabis (GANJA) weighing about 10 kgs worth Rs. 60,000/-, The said bag was handed over to NCB, Bhubaneswar for further disposal.

6. On 15&16.07.2018, a joint team of STF/BBS and GRPS/BBS apprehended 05 offenders from Falikia Basti, who were gathered near outer signal near to Falikia Basti of BBS Railway station in a view to commit dacoity in trains, with recovery of some incriminating articles from their possession. The apprehended persons were produced before IIC/GRPS/BBS, who registered a case vide No. 104/2018 Dated 15.07.2018 U/S 399/402 IPC & 25 Arms Act and forwarded them in the Hon’ble court for further legal action.

7. On 24.07.2018, STF/PS/KUR, STF/Puri along with GR(OP)PUI staff apprehended 03 TOPF offenders (including one woman) in Puri Railway station who were indulged in commission of theft of mobile phones of a passengers, with recovery of 20 mobile phones and cash Rs.13100/- , (Total valued Rs 2,33,100/-) from their possession. Hence all were brought to GR(OP)PUI and in regard GRPS/KUR registered a case vide No-77/2018 dtd- 24.07.2018 U/S-392/34 IPC and forwarded them in the Hon’ble Court of SDJM/Puri for taking legal action.

8. On 25.07.2018, during conducting joint raid & search by Officers and Staff of GRPS/BBS, STF Team(RPF)/ BBS and STF/PS/KUR to work out the case of GRPS/BBS vide Case No.109/2018 Dtd.24.07.18 U/s 392 IPC, apprehended 04 offenders with recovery of mobile phones worth Rs.40,000/- from backside of P-Way office of BBS, Railway Station who were indulged in commission of theft of one M.I Note-3 Mobile phone of a passenger from the 2nd Class Waiting Hall of BBS Railway station. All the four apprehended persons were brought to GRPS/BBS and produced before IIC/GRPS/BBS, who connected them with case No. 109/2018 Dt.24.07.18 U/s 392 IPC and forwarded in the Hon’ble court of SDJM/BBS for legal action.

9. On 02.08.18, on the basis of source of information regarding transportation of Ganja in coach No.S-5 of T/No.18449 [Puri-Darbhanga Express], OC RPF JJKR along with staff conducted surprise check in that train on arrival at JJKR Railway Station on PF No.02 and recovered one big trolley bag [bulecolour] from the lavatory of the said coach containing 10 packets Ganja weighing of each packet 01 kg, valued about Rs-30,000/-Accordingly mater was informed to In charge of Excise department of JJKR and handed over the recovered material to them for further action.

10. On 05.08.18 the train escorting party noticed 06 unclaimed bags in between coach No S-8 & 9 of T/No.12840 DN CEN- HWH Mail at Balugaon On arrival at Khurda Road, the said bags was recovered and brought to the RPF/POST/KUR intimating the matter to GRPS/KUR as the bags are in closed condition and suspecting ‘GANJA’ On 07.08.18, NCRB staff of BBS attended RPF Post/KUR found Ganja in all the 06 bags. In this connection a case has been registered by NCRB/BBSR vide case No.10/2018/NCRB/BBSR dated 07.08.2018 U/S 67 NDPS Act.

11. On 30.9.2018, acting upon source information, a joint team of officers and staff of STF and GRPS/KUR apprehended 05 TOPB offenders while they were congregating at the Km No- 455/47A back side of goomty No-04 near mania Chhaka, Puri end of Khurda Road railway station equipped with deadly weapons in a view to commit dacoity in train No- 58131 ROU-PUI passenger. All the apprehended offenders were brought to GRPS/KUR. In this regard, IIC/GRPS/KUR registered a case vide No. 93/2018 U/S 399/402 IPC dtd.01.10.2018. Out of 05 offenders, 03 offenders were also connected in prior case No.92/18 dtd.28.9.2018 U/S 380 IPC in connection with theft of one JIVI mobile, one spice mobile from train No.18409 on dated 28.9.2018 at KUR railway station. All the 05 offenders were forwarded to the Hon’ble court of JMFC(O)/BBSR for legal action.

12. On 29.10.2018, a joint team of RPF/STF/Team/BBS and GRPS/BBS conducted raid at BBS Railway station premises and nabbed 04 persons associated/engaged in gambling from Auto parking area in front of City bus stand road of BBS railway station. All the apprehended persons were brought to GRPS/BBS where a case vide No-164/2018 dtd 29.10.2018 U/S-03 OPG (Orissa prevention of Gambling) Act was registered against them and forwarded in the Hon’ble of SDJM/BBS for legal action.
