Egn200812243888, Page 1-3 @ Normalize G.N. 3888 TOWN PLANNING ORDINANCE (Chapter 131) AMENDMENTS TO THE APPROVED TSEUNG KWAN O OUTLINE ZONING PLAN NO. S/TKO/15 In the exercise of the power conferred by section 12(1)(b)(ii) of the Town Planning Ordinance (the Ordinance), the Chief Executive in Council (CE in C) on 30 May 2006 referred the approved Tseung Kwan O Outline Zoning Plan No. S/TKO/15 to the Town Planning Board (the Board) for amendment. The Board has made amendments to the Plan. The amendments are set out in the Schedule of Amendments. The descriptions of the areas affected by the amendments in the Schedule of Amendments are for general reference only. The exact locations of the areas affected by the amendments are more specifically shown on the draft Tseung Kwan O Outline Zoning Plan No. S/TKO/16. The draft Tseung Kwan O Outline Zoning Plan No. S/TKO/16 showing the amendments is exhibited under section 5 of the Ordinance for public inspection for a period of two months from 13 June 2008 to 13 August 2008 during normal office hours at the following locations:— (i) the Secretariat of the Town Planning Board, 15th Floor, North Point Government Offices, 333 Java Road, North Point, Hong Kong; (ii) the Planning Enquiry Counter, 17th Floor, North Point Government Offices, 333 Java Road, North Point, Hong Kong; (iii) the Planning Enquiry Counter, 14th Floor, Sha Tin Government Offices, 1 Sheung Wo Che Road, Sha Tin, New Territories; (iv) the Sai Kung and Islands District Planning Office, 15th Floor, Sha Tin Government Offices, 1 Sheung Wo Che Road, Sha Tin, New Territories; and (v) the Sai Kung District Office, 2nd Floor, Sai Kung Government Offices Building, 34 Chan Man Street, Sai Kung, New Territories. In accordance with section 6(1) of the Ordinance, any person may make representation to the Board in respect of any of the amendments. The representation should be made in writing to the Secretary, Town Planning Board, 15th Floor, North Point Government Offices, 333 Java Road, North Point, Hong Kong not later than 13 August 2008. In accordance with section 6(2) of the Ordinance, a representation shall indicate:— (a) the particular matter in any of the amendments to which the representation relates; (b) the nature of and reasons for the representation; and (c) the amendments (if any) proposed to the draft plan. Any representation made to the Board will be available for public inspection under section 6(4) of the Ordinance until the CE in C has made a decision in respect of the draft plan in question under section 9. Any person who intends to make representation is advised to read the ‘Town Planning Board Guidelines on Submission and Publication of Representations, Comments on Representations and Further Representations under the Town Planning Ordinance’ for details. The Guidelines and the sample submission form are available at locations (i) to (iii) above and the Board’s website (http://www.info.gov.hk/tpb/). Copies of the draft Tseung Kwan O Outline Zoning Plan No. S/TKO/16 incorporating the amendments are available on payment of a fee at the Survey and Mapping Office, Map Publications Centre (Hong Kong), 23rd Floor, North Point Government Offices, 333 Java Road, North Point, Hong Kong, and the Survey and Mapping Office, Map Publications Centre (Kowloon), Ground Floor, 382 Nathan Road, Kowloon. The electronic version of the plan can be viewed at the Board’s website. Statement on Personal Data The personal data submitted to the Board in any representation will be used by the Secretary of the Board and Government departments for the following purposes:— (a) the processing of the representation which includes making available the name of the person making the representation (hereafter known as ‘representer’) for public inspection when making available the representation for public inspection; and (b) facilitating communication between the ‘representer’ and the Secretary of the Board/Government departments in accordance with the provisions of the Ordinance and the relevant Town Planning Board Guidelines. (b) Incorporation of plot ratio, site coverage and building height restrictions, a clause to exempt ancillary uses and facilities from plot ratio calculation, a clause to specify ancillary uses and facilities to be accountable for site coverage calculation and a minor relaxation clause for plot ratio, site coverage and building height restrictions, and minor adjustment to the boundaries of Areas (a)/(b) of ‘R(A)4’ and/or Areas (a)/(b)/(c) of ‘R(A)6’ in the Remarks of the Notes for the ‘R(A)’ zone.

    LegCo Panel on Transport Public Transport Interchanges at Hang Hau Station, Tseung Kwan O Station and Tiu Keng Leng Station of the MTR Tseung Kwan O Extension PURPOSE This paper briefs Member on the plan of the Administration to make a submission to the Public Works Subcommittee of the Legislative Council for the upgrading of the proposed public transport interchanges (PTIs) at Hang Hau (HAH) Station, Tseung Kwan O (TKO) Station and Tiu Keng Leng (TKL) Station of the MTR Tseung Kwan O Extension (TKE) to Category A of the Public Works Programme. BACKGROUND INFORMATION 2. The population of Hang Hau, TKO Town Centre (in the vicinity of Area 56) and Tiu Keng Leng in TKO is forecast to increase to about 84,000, 142,000 and 80,000 respectively by 2011. To meet the increase in demand for public transport interchange in these areas, we need to construct the three proposed PTIs to provide sufficient facilities for passengers to change between the MTR TKE and buses and green minibuses, and for loading/unloading for taxis and general vehicles. 3. The Government authorized the MTR TKE project in October 1998 and the MTR Corporation Limited (MTRCL) subsequently started construction in end 1998. The first phase of MTR TKE including the HAH, TKO and TKL Stations will be commissioned in end 2002. We need to provide the three proposed PTIs in time for the opening the MTR TKE. 4. To avoid interface problems and to ensure timely completion of the proposed PTIs, we will entrust the design and construction of the PTIs to MTRCL as part of the land grant for the associated property developments at HAH, TKO and TKL Stations.

Project Progress 2. A new station in Tseung Kwan O Area 86 has been included at the planning stage of the Tseung Kwan O Extension in 1997 to meet the transport need of a residential development under planning and the Tseung Kwan O Industrial Estate. The location map of the new station is at Annex I. 3. The construction of the 3.5km Tseung Kwan O Extension (Phase II) commenced in 2006. It bifurcates at Tseung Kwan O Station, running south to LOHAS Park Station. The journey time between Tseung Kwan O Station and LOHAS Park Station is around 4 minutes. At present, the civil structure and facilities of the new station have been completed. Trial run also commenced in end 2008 and is progressing well. LOHAS Park Station is scheduled to open in mid-2009. 4. A public transport interchange will be provided at LOHAS Park Station for other public transport modes such as franchised buses, public light buses and taxis to operate and serve passengers. 1 Train Operation Details 5. After the opening of LOHAS Park Station, trains from Po Lam/ Hang Hau Stations continue to go directly to Yau Tong, Quarry Bay and North Point Stations. No interchange is needed. For trains from North Point during peak hours, the first three out of every 4 trains will terminate at Po Lam Station while the fourth train will terminate at LOHAS Park Station.
