On the one hand Keynes played a significant role in his country's war effort during the two world conflicts and recognized the stimulus on growth induced by European rearmament, on the other hand, his inclination towards different dimensions of pacifism manifested itself on many occasions in his life, as in the conclusion of the General Theory, which ends with hope that the envisaged reforms of capitalism will lead to a world without war.

    CONFLICT AND PEACE ECONOMICS ECONOMIA DE CONFLITO E PAZ Charles H. ANDERTON1 Jurgen BRAUER2 ABSTRACT: We present an overview of the field of conflict economics. We begin by explaining important distinctions between standard textbook economics and conflict economics regarding assumptions, subject matter, and interrelations between economics and conflict. We then provide summaries of selected economic theories and empirical evidence that together help reveal important aspects of conflict – and peace – through an economics lens. Among the topics covered in the theoretical and empirical overview are why violence is sometimes chosen over peaceful approaches to address intergroup disputes, why it is “rational” for political leaders to sometimes mass kill civilians (and what can be done to prevent this), how social norms of committing harm against outgroups can propagate (or be stopped), why it can be difficult to develop laws and institutions to promote stable peace, and how third-party efforts to promote peace can sometimes make things worse. Lastly, we provide samples of data resources, working paper archives and journals, and readings consisting of major textbooks, handbooks, and edited books in the field of conflict economics. Abstract Even though the global economy continues to grow and technological advancements expand horizons, over half of the world’s population experiences profound want and fear on a daily basis. The global poor are predominantly found in countries that are underdeveloped and/or conflict-affected. Traditional economics has failed to provide an analytical framework that is both appropriate and transferrable, particularly in contexts where Westphalian assumptions of statehood do not hold true. Globalization, the rise of nonstate actors, and the existence of persistent low-intensity conflict have reconfigured the geostrategic landscape. By emphasizing the use of economic principles to promote peace through the design and implementation of strategies that foster efficiency and inclusion, peace economics could provide a viable framework for the development and security of fragile states and regions. Flesch * Introduction: The Immediate Context On 7 August 2008, Georgia attacked Tskhinvali, the capital city of South Ossetia, with heavy artillery, rocket launchers, and ground troops in an attempt to take control of the breakaway republic, which contained bases of both Russian and OSCE peacekeepers. Russia, claiming to be acting under the mandate of peace enforcement, pushed Georgia out of both South Ossetia and another breakaway Georgian republic, Abkhazia, and deep into Georgian territory. This created the potential for regime change, as the Rus- sian Army appeared to be moving on Tbilisi with the intent of overthrowing Georgia’s democratically elected government. On 8 August 2008, Russian military forces crossed the Georgian border into South Ossetia and Abkhazia in a successful effort to repulse Georgian troops. The immediate casus belli for Russia was genocide, with claims that “over two thousand” South Ossetians had been killed by Georgian troops, along with the shooting of ten Russian peacekeepers in South Ossetia, which necessitated a hu- manitarian and peace enforcement operation.

Conceptual Framework Relations between Japan and Europe have a long history going back to the mid-nineteenth century, when the Tokugawa shogunate opened Japan’s doors to the Western world. That history lives on in the numer- ous bilateral relationships that Japan has maintained and cultivated with individual European nations. Here, however, I would like to focus on the postwar development of a multilateral Japan-Europe relation- ship built on the foundation of those historical ties. For many years Europe occupied a relatively incon- spicuous place in Japanese foreign policy, at least by comparison with such key diplomatic partners as the United States and Japan’s Asian neighbors. Sheer geographical distance was the most basic reason. Until the end of the Cold War era, the post- war history of Japan-Europe relations is primarily a story of trade ties. And from the European perspec- tive, it is a story centered on the so-called trade friction that mounted as Europe sought to defend its industries from the growing onslaught of exports from Japan, whose economy was growing at a remark- able pace.
