CULLEN On the motion of the Cha1rman, seconded by Col. Quin, it was decided that the following reply from Mr. Thomas Cullen, Assistant Surveyor, to vote of condolence adopted to him by the Council in the death of his mother, be inserted on the minutes of the day:- " Please convey to the members of your County Council my very sincere thanks for the vote of condolence to me passed by them in my recent bereavement. Also, I wish to thank you and the other officials for their sympathy, which I appreCiate very much. I THE LATE MRS. ROSSITER The following resolution was adopted on the motion of Mr. Corisli,• seconded by Mr. Culleton:- • That we offer our heartte 1 t sympathy to Mr. Thomas Rossiter, a former member of this Council, in the death of his mother." The Secretary, in endorsing the motion, said that Mr. Rossiter had been a valued member of the CounCil in the most .troubled period through which they had ever passed.' AGREEMENT ESTIMATE OF RATES The following statement, issued to County Councillors on 8th March 1939, was submitted:- © WEXFORD COUNTY COUNCIL ARCHIVES 3 WEXFORD COUNTY COUNCIL County Hall, WEXFORD. 8th March, 1939. ESTIMATES OF RATES 1939/40 I enclose Forms 42 and 43 with explanatory table in respect of Rates for General and Separate Charges for financial year 1939/40. The Rates recommended by the Finance Committee are as follows:- s. d. General Rate 10. 52 Separate Charges (average) ~1 Total 10. lOt. The Agricultural GIant, £77417, represents an average rate of 5s. 2td on Land Valuations, making the average rate on Land, 58. 7~d in the £. The amount of Road Estimate, already agreed to at £61,756 is the same as for current financial year. The following are the main items for which increased allocations in 1939/40 are required:- £. Wexford Bridge Repair (Net) 4440 County Boar of Health Demands 1439 Mental Hospital Committee 430 Credit Balance Health District · Charges Account, ~ailable for 1938/39; not available for 1939/40 approximately 6d in the £. The General Rate recommended for i939/40 represents an increase of only 2d in the £ on the financial year 1938/39. The increase for Separate Charges is ltd in the £ (average). Particulars of the various Separate Charges are set out on Form No. 43. The Finance Committee on 17th ultimo did not recommend the inclusion in the Estimate or any amount to provide for deductions from Government Grants to meet arrears of Land Purchas~ Annuities. Since the meeting of the Finance Committee on the 17th ultimo notification has been received from the Department of Local Government and Public Health that a further sum of £5748. 13. #5d in respect of Goverrunent Grants, payable to tne Oounty Council in the current financial year, is being applied to meet further deficiencies in the Guarantee Fun~ unde+ the Land Purchase Acts for the © WEXFORD COUNTY COUNCIL ARCHIVES • - 2 - present year. The Council should make provlslon for at least a portion of these withheld grants in order to keep the finances of the Council in order. Taking into consideration the increased estimated expenditure, the Rate recommended for 1939/40 means a slight increase on Rate of 1938/39. It is, therefore, essential that all outstanding rates be promptly paid so that the County Services can be fully maintained. N. J. FRIZELLE, Secretary Wexford County Council. To Each Member of the Wexford County Council. © WEXFORD COUNTY COUNCIL ARCHIVES The Secretary said he brought the matter ot the deduction trom the grants before the F1nance Oommi ttee, and po1nted out to them that they had taken the full amount of Agricultural Grant into consideration in their receipts, and ot course, if some provision was not made for it 1n the rate to be raised it would be more than d1fticult to carry on, but the Finance Oommittee decided to refer the matter to the meeting of the County Council. They adopted the following · resolution:- 'The Finance Committee desire to point out to the Minister that the past year has been one of the worst that Wexford farmers bad to meet during a long term of years. Ratepayers who never previously failed in the payment ot land annuities are defaulters this year. The Wexford Oounty Council are faced with heavy expend1ture tor the repair of Wexford Bridge, while there are also increases in expenditure for County Board of Health and tor Mental Hospital. In the Circumstances, the Finance Committee believe that an add.1 tional rate to meet the deductions in the payment of Government grants would be more than rural ratepayers especially are able to bear, and we request the Department of Ldcal. Government and Public Health to withhold those• deductions for a year.- The Secretary said that, ot course, it was all right to send that to the M1nister J but he did not believe there was any power for the Minister to agree. There was also the question of the overdraft, and there was a letter trom the Minister to which he wanted to draw their attention:- 'I am directed by the Minister for Local Government and public Health to state that, if at the expiration of the current sanction a continuance ot overdratt is required, the application should ~ accompanied by a financial statement as set out in this Department's letter of the 3rd March, © WEXFORD COUNTY COUNCIL ARCHIVES 1938. It should also be stated how and within what period the Council propose to eliminate the necessity tor continued borrowing. " The Chairman said that as regards the overdratt they could tell the Minister that they were striking a rate adequate to meet all the1r services within the year, and it for temporary purposes between the two collections they wanted an overdraft, he thought they were entitled to get it. They paid 20s. in the £ every year, and struck a rate sufficient to cover all their outgoings. The Secretary said they knew the position of the rate­ payers, but he had explained. that what they should raise was an increase of 6d in the £, but one might as well be talking to a stone wall as the Finance Committee.

At the outset of the meeting on the proposal of His Worship the Mayor seconded by Cllr. P. Roche a unanimous vote of sympathy to Mr. J. Quinlivan on the death of his mother was unanimously adopted. 'All members and the Manager on his own behalf and on behalf of the staff associated with the expression of sympathy. The vote was passed in silence, all standing. His Worship the Mayor then wished all members, staff, press and public a happy new year and every success for 1995. t MINUTES Minutes of Monthly Meeting held on 10th November, 1994, copies of which had previously been circulated, were confirmed and signed on the proposal of Cllr. Nolan seconded by Aid. Reck.     Email: [email protected] Phone: 053 9259821 Email: [email protected] Phone: 053 9421374 Dear Service Provider “Progressing Disability Services for Children and Young People is a National directive whose aim is to provide one clear pathway to services for all children and young people with a disability, focusing on the needs of the child/young person and their family”. As part of this directive the HSE formed a Local Implementation Group comprising of HSE personnel involved in the delivery of Paediatric Services. Parent, Department of Education and Section 39 Voluntary agency representatives will also become involved in this process as we move forward. While reviewing current service provision it became apparent that there was a lack of awareness of all the support services that are available for children and their parents in the Wexford area. In order to address this deficit we have put together the attached directory of local supports both Voluntary and HSE run in County Wexford. This directory includes: Parenting Programmes Advocacy Groups Mother and Toddler Groups National Disability Organisations This list while comprehensive is not an exhaustive therefore we would appreciate it if you could inform us of any new developments or groups which may not have been included. We would be grateful if you could distribute this directory to any group or parent whom you feel would benefit from the information.     Chief Executive’s Report JUNE 2017 To An Cathaoirleach & Each Member of Wexford County Council: 1.Economic Development and Planning & Special Projects: ECONOMIC DEVELOPMENT TEAM Regional Skills Forum Meeting: The Minister for Education and Skills, Mr Richard Bruton was in Wexford on Friday 26th May 2017 and spent time at the Regional Skills Forum Meeting hosted in Waters Technology, IDA Business Park Wexford. The Regional Skills Forum is an initiative of the Action Plan for Jobs and was established in 2015. Chaired by Patricia Mulcahy (Carlow IT) the Forum membership consists of a range of industry representatives along with representative bodies and organisations. The Forum appointed Mr Edmond Connolly as Manager to the Forum in 2016. See www.regionalskills.ie The core objectives of the SERSF are: - More robust labour market information and analysis of employer needs to inform programme development - A single contact point to help employers connect with the range of services and supports available across the education and training system - A structure for employers to become more involved in promoting employment roles and opportunities for career progression in their sectors The key sectors being targeted by SERSF include: - Pharma/Medtech - Construction - ICT / Global Business Services - Engineering / Manufacturing - Agri / Food - Hospitality One of the items covered at the most recent meeting included the approval to IT Carlow and Waterford IT for funding for a range of Springboard courses, aimed at both those unemployed and also in employment: - 33 part-time courses, comprising 690 places across level 6 to level 9 particularly in the pharma /med tech area for those that are unemployed - Funding was also secured for courses to be made available to existing employees for 7 courses in the pharma/med tech sector and 5 courses in the ICT sector See www.springboardcourses.ie for further details.

File No s.2847. Form B.S.M.2 STATENT BY Mr. MICHAEI CONWAY, Curraghmore, Ballycullane, County Wexford. I joined the Ballycullane Company of the Irish Volunteers in 1917. There were between 25 and 30 men in the Company. John Timmins, who died a few years ago, was Company Captain. Meetings of the Company were held in secret twice weekly. The training included foot drill, arms drill, instruction in the use of and held field arms, occasionally we exercises. The members of the Company were actively engaged daring the l9lg General Election on behalf of the Slim Féin candidate. We attended public meetings, canvassed electors and on polling day acted as tally clerks, and helped to transport the voters to the polling stations. The first activity of a military nature was the collecting of fire-arms, principally shot guns, from the farmers. This operation was carried out in the Company area in one night. We just: got it done in good time as the R.I.C. were on the same job two days afterwards, but they were too late as we had collected all the available arms. The next order I got was to collect boxes of old cart-wheels and old water-piping of about two inches in diameter for the purpose of making bombs with which to attack R.I.C.

    13th January, 196U- A Quarterly Meeting of the Council was held this day in the Council Chamber, Municipal Buildings, at half past seven o'clock, p.m., the members present being - His Worship the Mayor, Councillor Thomas Byrne in the Chair. Aldermen: Nicholas F. Corish, Kevin Morris, John Cullimore, John O ’Flaherty. Councillors: John Biemey, Patrick Cullen, Edward Hall, Patrick Doran and James Morris. The County Manager, Acting Borough Surveyor and Town Clerk were in .attendance, SYMPATHY: Before the business of the Meeting commenced Aid. Corish moved that the sympathy of the Corporation be extended t o the Widow and Family of the late John Byrne, St. Aidan's Crescent, and to his Worship the Mayor, his nephew. Mr. Byrne had, for a number of years,been an employee of the Corporation to whom he had given faithful service. The motion was seconded by Councillor Bierney, supported by all the members present, by the County Manager and Town Clerk, and adopted in respect­ ful silence. His Worship the Mayor returned thanks for the sympathy of the Council. MINUTE S : On the motion of Aid. Corish, seconded by Councillor Bierney, the Minutes of the previous meeting, a copy of which had been circulated with the Agenda for the present meeting, were taken as having been read, approved and signed by the Mayor.
