13th January, 196U- A Quarterly Meeting of the Council was held this day in the Council Chamber, Municipal Buildings, at half past seven o'clock, p.m., the members present being - His Worship the Mayor, Councillor Thomas Byrne in the Chair. Aldermen: Nicholas F. Corish, Kevin Morris, John Cullimore, John O ’Flaherty. Councillors: John Biemey, Patrick Cullen, Edward Hall, Patrick Doran and James Morris. The County Manager, Acting Borough Surveyor and Town Clerk were in .attendance, SYMPATHY: Before the business of the Meeting commenced Aid. Corish moved that the sympathy of the Corporation be extended t o the Widow and Family of the late John Byrne, St. Aidan's Crescent, and to his Worship the Mayor, his nephew. Mr. Byrne had, for a number of years,been an employee of the Corporation to whom he had given faithful service. The motion was seconded by Councillor Bierney, supported by all the members present, by the County Manager and Town Clerk, and adopted in respect ful silence. His Worship the Mayor returned thanks for the sympathy of the Council. MINUTE S : On the motion of Aid. Corish, seconded by Councillor Bierney, the Minutes of the previous meeting, a copy of which had been circulated with the Agenda for the present meeting, were taken as having been read, approved and signed by the Mayor. ACKNOWLEDGMENTS : Acknowledgments of votes of sympathy passed at previous meeting were read from - Mrs. Mary Ryan, Dunganstown, New Ross; Mr. James Kennedy, Dunganstown, Nev Eoss; Mother Clement, Loretto Convent; and Mrs. Margaret Kirwan, Priory Flace, Enniscorthy5 all relatives of the late Pre; . t John F. Kennedy. A letter was also read from Mr. Brendan Corish, T.D., acknowledging the sympathy of the Council on the death of his uncle the late Eugene Lacey. TELEPHONE KIOSK: A letter was read from the Department of F:sts and Telegraphs on the sub-ject of the Council’s request for a Telephone Kiosk in the John Street/ Hill Street area. The Department explained that Kiosks were provided at places only where the receipts would make them self supporting, at least. Having regard to the level of receipts from the nearby existing Kiosk at St. John’s Road, it was virtually certain that the likely receipts from a Kiosk at the location proposed would not be sufficient to meet the costs of provision and maintenance. ©: Wexford Borough Council 2 The Department rsgrsttsd., therefore, that they oould not accede to the request, at least for the present. In this connection Aid, Morris referred to a request some years ago that a Kiosk be provided at the Old Pound and pointed out that in this area, which is the centre of the Town, no telephone facilities were available between The Faythe and the Bull-ring and asked that the Department be again requested to provide a Kiosk in the area of the Old Pound. The members agreed with Aid. Morris's sug gestion. SEWER LOANS: On the motion of Aid. Corish, seconded by Councillor Bierney, the following resolution was unanimously adopted:- "That pursuant to the letter of sanction dated 12th day of November, 1963* from the Minister for Local Government, the sum of £'1,270 be borrowed frcm the National Bank, Ltd., for the purpose of the defray ing expenditure on the renewal of oewers in Gibson Street, and Oyster Lane, and to provide a new sewer at Spawell Road, to be repaid within 15 years with interest at the appropriate rate charged by the Bank from time to time for such advances as in said letter of sanction provided. The said loan and interest thereon to be secured by a mortgage over the rates and that the seal of the Council be affixed to the said Mortgage to the National Bank, Ltd". The Mortgage Deed was thereupon sealed ^nd signed on the part of the Corporation. WEXFORD TRAFFIC AND PARKING BYE-LAWS, 1963: With reference to Minutes of 18th November, l.?st, when a letter w :js read from the Commissioner of the Garda, agreeing to certain proposals by the Corpora tion for the amendment of the Draft Bye-Laws and when the Bye-Laws, as amended by the Commissioner, were approved, sub, ect to certain negotiations between the Garda and the Chief Fire Officer to facilitate the entry of the Fire Engines to parts of the Town, a letter w.s now read from the Commissioner intimating that on the night of the 11th December, the South Main St., had been surveyed by the Chief Fire Officer and the Local Superintendent of the Garda. On that occasion the Garda kept a space within 30' of all street junct ons free from parked vehicles and the Superintendent and Mr. Forde were in agreement that if general restriction on parking within 30' of street junctions were enforced, there would be no difficulty in getting the Fire Engine through in an emergency. In a letter dated 30th ultimo, the Chief Fire Of icer agreed with the state ment of the Commissioner and intimated that if the situation as regards parking re mained as it was on the night of December 11th, access for fire appliances would be available. It was thereupon unanimously agreed, on the motion of Aid. Corish, seconded by Councillor Hall, that complete approval be given to the Draft Bye-Laws, and that the Commissioner be requested to expedite their final prep;:ration and to indicate as soon as possible, when they would take effect. SALARY SCALE FOR CLERICAL OFFICERS: There was submitted to the Meeting a recommendation from the Wexford County Manager that the award of Mr. Richard McGonigal, Arbitrator, varying the salary scale of male and female clerical officers employed by local authorities, be ap proved . The award of the Arbitrator was - (A) that the existing salary scale should be varied by substituting therefoi the following scales :- (1) For Men: £350 x 30 - 500 x 50 - 550 x 35 = £1,005, Existing©: arrangements Wexford regarding Borough payment of increments Council on marriage to continue. (2) For Women: £350 x 30 ~ £860, with special long service increment of £ii0 after 5 years on the maximum. 3 - (B) That the said variation should be retrospective to the first day of April, 1963, and should be operative as from that date. On the motion of Aid. Corish, seconded by Aid. K.C. '-'orris, the County Manager’s recommendation that the award be adopted for the clerical officer employed by Wexford Corporation was unanimously agreed to. SALE OF GROUND: A recommendation was also submitted from the Wexford County Manager that a plot of ground at Whiterock North be demised to Mr. Michael 0 ’Leary, 9, Fisher’s Row, Wexford, for the sum of £1^0 (one hundred and fifty pounds). A In this connection the Town Clerk explained that approval in principle was merely required at this stage as formal notification of the proposal to demise the land in accordance with the provisions of Section 83 of the Local Government Act, 19U6, would have to be given to the members, and the natter would again come before the Council when the Notice expired. ELIMINATION OF WASTE ON WATERWORKS: A report was submitted from the Consulting Engineer embodying proposals for con trol of waste in the Waterworks distribution system. This showed that the estimate cost of eliminating waste amounted to £10,310. A copy of the Engineer’s report has been submitted to the members, with the Agenda for the present Meeting and all the members present agreed that it was essen tial that the waste shown by the Engineer in his report should be eliminated, as it appeared to them that it would be a waste of time and money to carry out a major im provement scheme on the waterworks if such waste was allowed to continue, and on the notion of Aid. 0 ’Flaherty, seconded by Aid. Corish, the report of the Engineer was unanimously approved ani adopted. VOCATIONAL SCHOOLS: Aid. Corish asked what progress had beer made in connection with the repairs or rebuilding of Wexford Vocational School since the joint Meeting was held between the Corporation and the Vocational Education Committee, last April. Aid. 0 ’Flaherty, as Chairman of the Vocational Committee, intimated that little progress had been made in this matter and suggested that a further joint Meeting of the Corporation and Vocational Education Committee be held as soon as possible to further this matter. On the motion of Councillor Doran, seconded by Aid. Morris, the suggestion of Aid. 0 ’Flaherty was unanimously adopted and it was agreed to hold the joint eetd on Monday next, 20th instant, at seven thirty or eight o ’clock, p.m. arising out of this matter reference was made o the serious fire hazard of having classes on the third storey of this very old building. BOROUGH ENGINEER: The County Manager intimated that the Local Appointments Commissioners had re commended Mr. Gerard P. Leydan of Goatstown, Dublin, for appointment as Eorough Engineer in place of Mr. McNally, who retired last September, under the Age Limit, The Manager gave hr. Leydan’s qualifications and intimated that he was prepared to take up Duty on 8th February, next. In this connection, the Manager also pointed out that a circular had been received from the Minister for Local Government last year requesting local Authorities to facilitate Engineers attending a course of instruction in Town Planning organised by the City of Dublin Vocational Education Committee. Mr. Leydan had commenced this course and he now asked for facilities to complete it. The Manager proposed to grant him (Mr. Leydan) such facilities subject to the approval of the Corporation and this approval was unanimously given by the Meeting.
