ETF – European Training Foundation The ETF, founded in 1994, is a decentralised agency of the European Union. It employs approximately 130 staff and its mission is to help partner countries to harness the potential of their human capital through the reform of education, training and labour market systems in the context of the EU’s external relations policy. The ETF works with 29 partner countries in the Southern and Eastern Mediterranean, South Eastern Europe and Turkey, Eastern Europe and Central Asia.
