WELCOME Welcome to the 2010 FROM THE CHAIR Annual Report. You will find contained within the report updates on all the various activities carried out by all those involved in Scotland Rugby League. We hope you find the report informative, interesting and enjoyable.

2010 has to date been an excellent year for

Scotland Rugby League. The highlight must be the performance of the A team who are the Four Nations Amateur champions. I was on holiday when the match against Wales was played and was as nervous waiting for the score updates to come through as I have ever been waiting for a score. Congratulations to all those involved on a very special achievement.

We all know that there is an enormous way to go before the sport is fully established in Scotland but we are well on the way. I look forward to working with you all to move the great sport of rugby league forward in Scotland

MEET THE Keith Hogg - Chair

BOARD Keith has been involved in rugby league for over 15 years. This includes time as a member of the Board of London Broncos and as Chairman of Harlequins Rugby League.

Keith's particular interest is in the development of the sport at all age groups and levels. He is a particularly proud of the development of the sport within London and the South East and sees very similar opportunities for the long term development of the great game of rugby league in Scotland.

Keith is married to Victoria and has 3 sons (aged 19, 16 and 12) all of whom have seen an incredible amount of rugby league and rugby union. He lives in North Berwick.

Mark Dingwall – Vice Chair

Mark has been involved with Scotland Rugby League since 1998 and has been involved with many of the previous Boards of Scotland Rugby League.

Mark was involved in organising the Glasgow Bulls team which halted Edinburgh Eagles in the 2000 Conference Grand Final

Graeme Thompson – Director

Graeme is one of two Directors of the board of Scotland Rugby League Ltd and also chairman of the Scotland Rugby League Performance Group.

Graeme‟s history with Scotland Rugby League has covered a variety of roles, he played for Scotland Rugby League at all 3 levels of Student, Amateur and Full .

Graeme then went on to take up the position of the first ever Development Officer for Rugby League for Scotland, appointed in1996.

From there Graeme successfully went on to work for London Broncos (now Harlequins RL) and the , latterly being appointed as the Performance Director.

Graeme presently works for UK Sport, the Olympic funding agency.

MEET THE Niel W ood - Director

BOARD Niel is the second Director of Scotland Rugby League and CONTINUED has been involved in the development and expansion of Rugby League for twenty years which has included Scotland, Wales and Ireland.

Currently Niel works as the Director of European Development for the RFL, formerly Niel was one of the RFL‟s National Development Managers and the Director of Student Rugby League.

Ashley Carroll – Elected Member

Ashley (Ash) Carroll was elected in October 2009 by the member clubs of Scotland rugby league to represent their views on the board of SRL.

Ash is the current chairman of Edinburgh Eagles ARLFC and has a long history of playing achievements spanning thirteen years. As well as playing for Scotland Students, Scotland “A” and Great Britain students Ash has also played representative Rugby League for the British Amateur Rugby League Association county championships.

Prior to joining the Eagles Ash impressively clocked up over two hundred and fifty games for Haydock and was one of the founding members of Liverpool Buccaneers A.R.L.F.C.

Now involved in coaching Ash is currently the assistant coach for the championship winning Scotland “A” team and head coach of Scotland‟s Development Resident‟s squad, he finds the time to carry out this invaluable voluntary role between his busy working schedule in the oil and gas industry.

SECTION 1 PERFORMANCE

EUROPEAN CUP Scotland Braveheart‟s started their 2009 Scotland Rugby European Cup League tested Campaign in style themselves against defeating Italy and Lebanon before losing Super League out on European Cup glory by being opposition when defeated in the final by Wales. they entered the Carnegie Floodlit nines played at Headingly Stadium, Leeds.

Scotland were drawn against Castle Tigers and in the group stages of the Competition.

PERFORMANCE (CONT) DEVELOPMENT SCOTLAND UNDER 18’s

CHAMPIONS!! The Under 18‟s faced new challenges in AMATEUR 4 NATIONS 2010, for the first time in the Under 18‟s An early defeat on history the squad would play three the eve of Magic England select squads: England North Weekend in East Regional Development squad, Edinburgh at the England North West Regional hands of France 20 Development squad and English Colleges. – 27 and having struggled for the past two years to reach any higher than third in the Amateur 4 Nations Scotland “A” couldn‟t have dreamt for a better International series however, Scotland completed the Grand Slam in 2010 by defeating England, Ireland and Wales to become Amateur 4 Nations Champions 2010.

CENTRE

The primary objective of Scotland Rugby League is to implement a system to develop Scottish based players to progress to full international level. It also includes the potential of talented players progressing to professional playing careers. The PDC programme forms a key stepping stone in Scotland Rugby League‟s player pathway, providing a development environment for up to over 30 players nationwide.

To this end Scotland Rugby League has established and is embracing the following philosophy, which should be exhibited in all player development activities:

Player focused, Coach enhanced, Environment Supported.

Player Focused: The Primary concern is our decision making and planning must be the player. This does not involve „spoon feeding‟ information and services to the player, rather working with them to identify those needs and fulfill them to develop a complete player.

Coach Enhanced: Every coach at each level should enhance the experience for every player. This can be achieved through quality of delivery, quality of experience of quality of service.

Environment support: Every player should engage the appropriate environment to fit their individual development needs at the appropriate time.

SECTION 2 DEVELOPMENT

The 2010 Rugby League Conference (Scottish Division) saw two new clubs enter, Ayrshire Storm and Falkirk providing an eight team competition covering the length and breadth of Scotland.

The League was won by the 2009 champions Edinburgh Eagles however a hard fought Grand Final saw Edinburgh defeated as Carluke Tigers were crowned 2010 Champions.

YOUTH LEAGUE ROAD SHOW

Scotland Rugby League went on the road in the summer of 2010 to promote the youth game to a wider audience by running a series of festivals throughout the Glenrothes (Fife) Country.

In total 4 festivals were run, one every two weeks at the following venues:

 Irvine – North Ayrshire  Easterhouse – Glasgow  Rosyth – Fife  Aberdeen

Teams from Ayr Knights, Ayrshire Storm, Bon Accord Bulls, Easterhouse Panthers, Falkirk, Fife Lions, Glenrothes, Moray Fife Lions (Rosyth) Titans and Victoria Knights all attended the „Road show‟ series.

DEVELOPMENT (CONT)  To increase activity levels and thereby the physical and mental health benefits of sporting WOODEN SPOON participation

Targets  Number of Schools to receive full five week programme = 26 - Actual results = 17 Background In 2005 a United Nations report labeled  Number of Children to receive full five Scotland the most violent country in the week programme = 823 - Actual developed world, with people three times more results = 1012 likely to be assaulted than in America. Violent crime doubled over the past 20 years and  Number of Schools Participating in claimed more than 160 lives over the past five years. It is made worse by sectarianism and mixed denominational Festivals = 14 religious division that have long been accepted Actual results = 17 as part of a way of life in Scotland. Scotland also has the second highest level of obesity in  Number of Children Participating in the developed world. This project aims to provide a new interesting sport that will mixed denominational Festivals = 230 encourage regular physical activity, particularly Actual results = 481 in those who are currently inactive.

This project seeks to address this hate and bigotry in the playground, with young people  Number of young people becoming aged 9 to 11. It will use rugby, not football, to apprentices and supporting delivery try and break the culture of judgement by club = 8 - Actual results = 8 and colour and to instil teamwork, respect and shared celebration into the heart of sporting and supporter activity.  Number of young people taking Level 1 coaching qualification as a direct Scotland also has the second highest level of result of the programme = 15 - Actual obesity in the developed world. This project aims to provide a new interesting sport that will results = 14 encourage regular physical activity, particularly in those who are currently inactive. Results shown in this report are as of phase 3 of 4 for this project. Project aims  To reduce violence and aggression between young people of school age, particularly sectarian and religious violence.

 To encourage respect and appropriate sporting behaviour in competition and post-match settings.

 To promote safety and feelings of safety in young people.

DEVELOPMENT (CONT) qualifying a total of 15 Level 2 and 22 Level 1 coaches.

CLUBMARK Creating a self sufficient Scotland Monitoring of progress for Clubs in Scotland to achieve the first level of the RFL‟s Clubmark has been progressive with 9 clubs in Scotland signed up and working towards completing and achieving the minimum standards required to achieve the accreditation.

Working in partnership with RFL officers and UK Sports agencies in Scotland the Scottish clubs have completed courses in: In order for Scotland to become self  Coach education (UKCC Level 1 sufficient in its‟ delivery of courses we and Level 2) have recongnised the need to produce our  First Aid own Tutors, Assessors and verifiers.  Safeguarding and child protection  Club Welfare (Time to Listen) To date:  A Club for all  Touchline Mangers  Four tutors are working towards completion of the Certificate in These courses along with evidencing Tutoring Sport sound club plans and practices will see all  Two are working towards completing nine clubs achieve completed and signed their „A1 units‟ in assessing off by December 2010.  One is working towards completing their verifiers certificate

COACH

EDUCATION

Scotland officially went live with the United Kingdom

Coach Education Certificate following the Scottish Qualification Authorities‟ (SQA) endorsement of the Rugby League level 1 and level 2 courses in January 2009. Once fully qualified this will provide

Scotland with the work force to deliver, In 2009/10 Two Level 1 courses and one assess and verify UKCC courses in Level 2 course have been run in Scotland Scotland.

DEVELOPMENT (CONT) MATCH OFFICIALS PATHWAY

Regional Rounds SCHOOLS SALTIRE SCHOOLS East of Scotland CUP Schools in West Edinburgh (feeder club Edinburgh Eagles) The Saltire Schools Cup is a nationwide Schools in Inverkeithing and Scottish schools competition for boys and Dunfermline (feeder club Fife Lions) girls from S1 – S4 school age groups. Schools in Falkirk (feeder club Falkirk RFC) The competition will be broken down into Schools in Elgin and Lossiemouth regional rounds which are to be completed (feeder clubs Moray Eels and Moray before the national round commence in Titans) February 2011.
