Physical Education, Physical Activity and School Sport (PEPASS)

Purpose of Report

This report describes how the new PEPASS team is taking forward health and wellbeing in partnership with Glasgow Life and Sport .

1 1. Background

1.1 During 2012/13, Education Services undertook a service reform of the delivery of physical education, physical activity and school sport in partnership with Glasgow Life and Sport Scotland.

1.2 The service reform considered the national policy of delivering at least two hours of good quality physical education for all primary children and at least two periods for secondary young people in S1 to S4. The reform also took into consideration the range of staff who support the delivery of physical education, physical activity and school sport to children and young people in our schools.

2. Partnership

2.1 A new group was convened with membership from Education Services, Glasgow Life and Sport Scotland – the PEPASS group. This strategic group has improved the partnership working to maximise the opportunities for all children and young people to benefit from physical education, physical activity and school sport.

2.2 The group regularly reports to the Sport and Active Theme Group which is chaired by Councillor Archie Graham. It has responsibility for the delivery of the sport and active legacy Glasgow 2014.

3. Appendices

3.1 There are three appendices to the report. Appendix 1 is the leaflet which describes the new PEPASS team and its approach.

3.2 Appendix 2 describes the success we have had in celebrating Leadership and Sporting Success Awards along with some examples of success from our secondary schools.

3.3 Appendix 3 provides the latest government figures on the delivery of physical education nationally.

3 Appendix 1 Physical Education Physical Activity School Sport PEPASS together inspiring success

Scottish Government has made a strong commitment to support local authorities to deliver on the two hours/periods of Physical Education by 2014 and progress towards an integrated approach to Physical Education, Physical Activity and Sport. Blairvadach Outdoor Education Centre Blairvadach Outdoor Centre is Glasgow’s main outdoor education provision. It is situated in Rhu next to the Gare Loch, offering land and water based activities. Glasgow’s Primary, Secondary and ASL schools are offered residential experiences over the course of 2-5 days. The centre’s educational programmes have been developed in line with the objectives of Curriculum for Excellence (CfE) and delivered via a variety of adventure activities. In addition to residential programmes, opportunities exist for schools, groups and individuals to pursue coaching qualifications in: ■ Adventure Education ■ Outdoor Learning ■ First Aid ■ Bronze Duke of Edinburgh Expedition Supervisor’s Award.

I am delighted to be able to introduce you to the new PEPASS team. The Commonwealth Games are now just one year away. It is essential that we use this once-in-a-lifetime opportunity to embed Physical Education, Physical Activity and Sport into the daily routine of all our children and families. The PEPASS team will build on the already strong success we have in the city. Each year we have increasing numbers of children participating in physical activity and sport with improved pathways to clubs in local communities. In addition, strong partnerships with governing bodies are allowing us to extend the opportunities for talented children and young people to excel in their chosen sport, for example, through our School of Sport based at Bellahouston Academy and our performance football centre at Holyrood Secondary School. I am looking forward to the team taking us forward to 2014 and beyond improving the health and wellbeing of all our children.

In April 2013, Education Services held the inaugural Celebrating Leadership and Sporting Success Awards. In previous years, we have held celebration events where individual pupils received their Sports Leadership awards. However, the numbers of pupils across the city achieving Sports Leadership awards means that it is no longer practical to bring them all to an award ceremony. The PEPASS team, therefore, felt a better approach was to bring together secondary schools from across the city to recognise and reward the commitment and achievements of young people, classes, teams and the whole school community.

Secondary schools were asked to submit some key highlights of their sporting and leadership success for the academic year and these highlights were the focus as the schools collected their award.

This paper is an overview of these highlights in the city and demonstrates the contribution of our young people, teachers and volunteers who together inspire success and make Glasgow’s Physical Education, Physical Activity and Sport such a strong and thriving area.

Note that the following are just some highlights of the schools who attended, it does not represent the full breath and depth of the leadership and sporting success in the schools.

Over the past five years Education Services’ Sport & Dance Leadership Programme has grown from strength to strength.

In 2009/10 around 400 young people achieved Sport and Dance Leadership awards. In 2010/11 this increased to 564 with a further increase to 894 in 2011/12. This year the figure is currently over 1100.

In school session 2012/13 every secondary school in Glasgow was given the opportunity to be part of the Young Ambassador Programme for the first time.

x 24 secondary schools (including ASL) in the city took up this fabulous offer and we hope to increase this further in the new academic year. x Nation wide training was delivered at the Emirates Arena and the young ambassadors used their skills to strengthen the sporting and physical activity with their secondary and local primary schools. x Driven by Active Schools Glasgow / Funded and supported by Sportscotland x Drumchapel High’s Young Ambassadors/Sports Captains programme highlighted by Sport Scotland and school used for promotion of National programme. They also featured in an article in Times Ed on the broader educational benefits of participation.
