Item 3 29th August 2013 Glasgow City Council Children and Families Policy Development Committee Report by Executive Director of Education Contact: Maureen McKenna Ext: 74551 Physical Education, Physical Activity and School Sport (PEPASS) Purpose of Report This report describes how the new PEPASS team is taking forward health and wellbeing in partnership with Glasgow Life and Sport Scotland. Recommendations It is recommended that the Children and Families Policy Development Committee consider the findings of the report. Background 1.1 During 2012/13, Education Services undertook a service reform of the delivery of physical education, physical activity and school sport in partnership with Glasgow Life and Sport Scotland. 1.2 The service reform considered the national policy of delivering at least two hours of good quality physical education for all primary children and at least two periods for secondary young people in S1 to S4. The reform also took into consideration the range of staff who support the delivery of physical education, physical activity and school sport to children and young people in our schools. 2. Partnership 2.1 A new group was convened with membership from Education Services, Glasgow Life and Sport Scotland – the PEPASS group. This strategic group has improved the partnership working to maximise the opportunities for all children and young people to benefit from physical education, physical activity and school sport. 2.2 The group regularly reports to the Sport and Active Theme Group which is chaired by Councillor Archie Graham. It has responsibility for the delivery of the sport and active legacy Glasgow 2014. 3. Appendices 3.1 There are three appendices to the report. Appendix 1 is the leaflet which describes the new PEPASS team and its approach. 3.2 Appendix 2 describes the success we have had in celebrating Leadership and Sporting Success Awards along with some examples of success from our secondary schools. 3.3 Appendix 3 provides the latest government figures on the delivery of physical education nationally. 4. Recommendations 5.1 It is recommended that the Children and Families Policy Development Committee consider the findings of the report. 3 Appendix 1 Physical Education Physical Activity School Sport PEPASS together inspiring success Scottish Government has made a strong commitment to support local authorities to deliver on the two hours/periods of Physical Education by 2014 and progress towards an integrated approach to Physical Education, Physical Activity and Sport. Scottish Government has agreed that sportscotland and Education Scotland, will lead on the delivery of this target and will work with local authorities by providing additional resources to those who commit to delivering the target by 2014. Blairvadach Outdoor Education Centre Blairvadach Outdoor Centre is Glasgow’s main outdoor education provision. It is situated in Rhu next to the Gare Loch, offering land and water based activities. Glasgow’s Primary, Secondary and ASL schools are offered residential experiences over the course of 2-5 days. The centre’s educational programmes have been developed in line with the objectives of Curriculum for Excellence (CfE) and delivered via a variety of adventure activities. In addition to residential programmes, opportunities exist for schools, groups and individuals to pursue coaching qualifications in: ■ Adventure Education ■ Outdoor Learning ■ First Aid ■ Bronze Duke of Edinburgh Expedition Supervisor’s Award. It is essential that we use this once-in-a-lifetime opportunity to embed Physical Education, Physical Activity and Sport into the daily routine of all our children and families.
