The “Green ” Program, as this enterprise has been nicknamed, is a Department of Defense initiative to eliminate the use of hazardous materials in the process by which small caliber ammunition is manufactured, as well as in the ammunition itself. This fully integrated program is spearheaded by the Small Caliber Ammunition Branch within the Army’s Armament Research, Development and Engineering Center (ARDEC) and encompasses all environmental aspects of the small caliber ammunition from 5.56mm through caliber .50. Specific thrusts include the elimination of Ozone-Depleting Chemicals (ODCs), Volatile Organic Compounds (VOCs), and heavy metals in the manufacture of primers and projectiles in small-caliber ammunition. These materials cause difficulties through the entire life cycle of the ammunition. Hazardous wastes and emissions are generated at the manufacturing facility and the use of these items results in contamination to both indoor and outdoor ranges. There are health hazard risks associated with their usage and demilitarization, and disposal is sometimes difficult and costly.

The hazardous materials were identified through a thorough review of the multiple Technical Data Packages, which include product drawings and specifications and through an analysis of the manufacturing processes. Once the materials were identified, funding resources, which range from basic research to production support funds, were sought. The type funding is dependent upon the nature and complexity of the change and the availability of potential direct substitutes. Programmatically, direct substitutes for the hazardous materials are sought first. If it is found that there are no direct substitutes, modifications to the process and/or product are then pursued. Developmental efforts are planned only when no other alternative exists. This selection process provides the least expensive alternatives while yielding the most expedient implementation. Currently, all toxic heavy metals, ODCs, and VOCs have been identified in the products and the processes, and programs to address these elements have been formulated and submitted.

The Joint Working Group for Non-Toxic Ammunition was formed by the Small Caliber Ammunition Branch in October, 1995. The members of this group include the major services plus US Army National Guard, Coast Guard; US Army Infantry Center; Ft. Dix Force Projection; US Army Environmental Center; Industrial Operations Command; Lake City Army Ammunition Plant (LCAAP); and three Department of Energy (DOE) Facilities: Oak Ridge National Laboratory (ORNL), Los Alamos National Laboratory and the DOE Kansas City Facility. The Working Group was formed to pool resources and knowledge so that efforts completed by one service would not be repeated and to preclude/eliminate duplication of efforts.

Every aspect of the bullets’ composition is being examined to reduce or eliminate hazardous materials as much as possible. The following chart shows the different segments of a small-caliber round and the various hazardous substances which comprise it. Such small-caliber ammunition manufacturing is volume production with over 400,000,000 units (5.56mm, 7.62mm and .50 caliber being produced in FY94). Elimination of the hazardous materials that go into its construction and the hazardous waste so-generated is a significant expense. The “Green Bullets” Program hopes that eventual savings will run from $5,000,000 (based on 1 cent/round) to $30,000,000 (based on 5 cents/round) by FY2000 by elimination of many of the hazardous substances indicatedin the diagram on page 5. Other benefits of the bullets make-over include:

Elimination of adverse effects of outdoor ecosystem and reduced costs of any cleanups,

Reduction of Ammunition production costs, and

Reduced exposure risks to users and manufacturing personnel.
