14 Units at Howrah West Bengal Pollution Control Board (Department of Environment, Government of West Bengal) Paribesh Bhawan, Bldg. 10A, Block LA Sector III, Salt Lake, Kolkata 700 098 Tel: 2335-6730, 2335-9088/7428/8211/6731/0261/8861 Fax: (0091) (033) 2335-2813 Memo No. 29-305/WPB/O&E/2017 Date: 12/02/2018 ORDER FOR CLOSURE WITH DISCONNECTION OF ELECTRICITY WHEREAS, Hon‟ble Supreme Court of India in W.P.(C) No. 375 of 2012 dt. 22.02.2017 has directed the State Pollution Control Boards to issue notices to all industrial units which require „Consent to Operate‟ by way of common advertisement, to make their primary effluent treatment plants fully operational within three months from the date of the order i.e. 22.02.2017 and the industrial units, which have not been able to make their primary effluent treatment plant fully operational, within the notice period (May, 2017), shall be restrained from any further industrial activity. AND WHEREAS, the West Bengal Pollution Control Board (hereinafter referred to as the Board) issued a public “NOTICE” on 22.03.2017 in two newspapers “Times of India” and “Bartaman” for compliance of the said order within 21.05.2017. AND WHEREAS, the following industries were directed by the Howrah Regional Office of the Board to make their ETPs fully operational in compliance with the direction of Hon‟ble Supreme Court. AND WHEREAS, during inspections conducted by the Board officials, it was observed that these industries either did not install any effluent treatment plant (ETP) or the ETPs were non-functional. NOW THEREFORE, considering the above mentioned non-compliances and the judgment passed by the Hon‟ble Supreme Court of India, the following industries are hereby closed by the Board with immediate effect. The Director (HR), WBSEDCL/ the Vice-President (Distribution & Services), CESC Ltd. are requested to take necessary steps for disconnection of electricity of the respective industries immediately. The closure order will take immediate effect and the Officers-in-Charge of concerned Police Stations are directed to execute the closure order against the aforementioned industries and submit the compliance report to the State Board within seven (07) days from the receipt of this Memo. This direction has been issued to the Officers-in-Charge of concerned Police Stations and the Director (HR), WBSEDCL/ the Vice-President (Distribution & Services), CESC Ltd. in conformity with the order of the Hon‟ble High Court, Calcutta dated 21/08/1998 and 28/04/1999 respectively. The Environmental Engineer, Howrah Regional Office, WBPCB is requested to take necessary steps for proper execution of the closure orders against the industries and also visit the industries involving the local police stations and the Nodal Police Officers. This direction is issued in exercise of the powers conferred under the provision of Section 33A of Water (Prevention & Control of Pollution) Act, 1974 and Section 31A of Air (Prevention & Control of Pollution) Act, 1981 and rules made thereunder after being approved by the Competent Authority.     Jagadishpur begins ‘Healthy Village through Healthy Habits’ initiative Jagadishpur Gram Panchayat (GP) in Bali Jagacha Block of Howrah District in West Bengal has launched a cleanliness programme to make the GP area clean and at the same time keep local people healthy during this pandemic situation. The initiative carried out with technical support from Aamra Susama Jalaprapat (ASJ) facilitates sustainable behaviour change and promotes safe sanitation practices. The key objective of this special initiative is to create healthy villages by motivating people to adopt healthy and hygienic habits on a sustainable basis. Towards this, all efforts will be made to involve people from all the households, institutions, markets of the GP in this initiative. It will include activities such as interpersonal communication, habitation level meetings (Para Baithak), wall writings, distribution of IEC materials, awareness camps, etc. to facilitate community participation and achieve programme objectives. Inauguration: The initiative was inaugurated on October 2, 2020 by Minister-in-Charge of Forest department (West Bengal), Shri Banerjee in the presence of special guests i.e – District Magistrate of Howrah, Smt. Mukta Arya, SDO (Howrah-Sadar), Officer-in-Charge (Health), Sabhapati and Sahakari Sabhapati- Baly Jagacha Block, BDO (Baly Jagacha), and Joint BDO. Others present on the occasion were Pradhan and Up-Pradhan Jagadishpur GP, social activist - Tapas Maity, Working President of Aamra Susama Jalaprapat Smt. Maya Sarkar Das, CEO-Aamra Susama Jalaprapat-Shri Prasun Kanti Das, ASJ’s team members along with around 200 community volunteers.
