In the beginning of the 111th meeting of SEAC, which was held on 12.10.2015 at 11:00 hrs. at the Conference Room, Paribesh Bhawan, Bidhan Nagar, the Secretary, SEAC welcome all the members. After introductory session, three cases were discussed under 'Miscellaneous' section. Seven applicants were requested to make their presentation before the committee. Six applicants appeared before the SEAC for technical presentation on their respective project proposal. One applicant could not appear before the committee. Three cases were placed for reconsideration.

SESSION I

A. Miscellaneous Section :­

1. Proposed Environmental Clearance for the proposed township project (Phase IA) by M/s. West International City Pvt. Ltd. at Mouza – Baltikuri, , Pakuria, , & , PO & PS – , Dist – , West Bengal. Activity: This is a proposal for development of a Township with 9000 dwelling units, commercial facilities and other infrastructural facilities. The proposed development shall comprise of 5 phases. Chronology of the event: The State Level Expert Appraisal Committee (SEAC) has granted Provisional Environmental Clearance for the proposed Township project in the 7th meeting held on 26.07.2007. The proponent mentioned that the proposed development shall comprise of 5 phases. Subsequently, the proponent obtained Environmental Clearance from the State Environment Impact Assessment Authority, West Bengal for PHASE – I of the proposed project on 11.11.2008. The proponent obtained amendment of the said Environmental Clearance from the State Environment Impact Assessment Authority, West Bengal for PHASE – I of the proposed project on 04.02.2010. The proponent has submitted vide letter dated 08.09.2011, sanctioned plan for PHASE – IA along with key plan sanctioned by KMDA, comparative statement and other documents. The proponent has mentioned that status of construction of PHASE – I is vacant land.

The project proponent came up with their ToR presentation in the 99th SEAC meeting held on 27.02.2015. In accordance with the recommendation of the SEAC, ToR was issued vide letter dated 24.03.2015. Salient features of the proposed PHASE – IA is given below: ­

The project proponent presented their Final EIA / EMP report in the 105th SEAC meeting held on 04.07.2015 and the committee recommended to conduct a field inspection of the proposed project site. The committee inspect the proposed project site on 12.08.2015 and recommended for Environmental Clearance for Phase IA in the 107th SEAC meeting held on 18.08.2015. SEIAA sent a letter to SEAC to seek recommendation regarding Environmental Clearance for the whole township. SEIAA feels that the Environmental Clearance for individual phases of the township may then be granted separately. Name of the Environmental Consultant is M/s. Ghosh Bose & Associates Pvt. Ltd. The case was put up for information in the 111th SEAC meeting held on 12.10.2015. After careful consideration of the

proposal, SEAC recommended Environmental Clearance for whole township as suggested by SEIAA.

2. Proposed Township “URBANA” by M/s. Bengal NRI Complex Limited at 782 & 783, Anandapur, P.O – EKTP, Kolkata – 700 107.

SEAC received a letter from SEIAA in connection with the violation case of the proposed township ‘Urbana’ with the court verdict and SEIAA seeks recommendation of SEAC with respect to the Environmental Clearance of the above mentioned project. After careful consideration of the proposal in the 111th SEAC meeting held on 12.10.2015, SEAC recommended to call the unit for EIA/EMP presentation in the next meeting.

3. Proposed Residential Complex “SWARNAMANI” by M/s. Abhistha Tieup Pvt. Ltd. & 35 others at 33A, Canal Circular Road, PS – Maniktala, KMC Ward No. 31, Kolkata – 700 054.

SEAC received a letter from SEIAA in connection with the violation case of the proposed township ‘Urbana’ with the court verdict and SEIAA seeks recommendation of SEAC with respect to the Environmental Clearance of the above mentioned project. After careful consideration of the proposal in the 111th SEAC meeting held on 12.10.2015, SEAC recommended to call the unit for presentation in the next meeting.

SESSION II B. Note on Technical presentations

Industry Sector:­

1. Proposed construction of new LPG Plant for bottling and storage facilities by M/s. Hindustan Petroleum Corporation Ltd. at Panagarh LPG Plant, Panagarh, Vill – Kota Chandipur, Ausgram 2, Dist – Burdwan, West Bengal. Activity: This is a proposal for construction of an LPG bottling plant of bottling capacity 250 thousand metric ton per annum (250 TMTPA) consisting of 3X700 MT mounded storage vessels. Chronology of the event: The project proponent came up with their ToR presentation in the 100th SEAC meeting held on 21.03.2015. In accordance with the recommendation of the SEAC, ToR was issued vide letter dated 10.04.2015. Public Hearing was conducted on 04.09.2015. Salient features of the proposed project are : i. Location of the Site – Plot no. B4, Panagarh Industrial Park, Panagarh, Dist – Burdwan ii. Land Area – 75 acres

Firefighting facility – Fire water storage tanks and allied firefighting facilities, gas monitoring system and PPE as per OISD 144 v. Total Water Requirement – 10 KLD, source: bore well. vi. Effluent – Process: Cylinder washing and effluent generated in cylinder painting section to be treated in ETP, Domestic: to be discharged through septic tank to soak pit. vii. Solid Waste – Scrap to be sold out; used batteries and used oil to be disposed of through authorized vendors. The case was put up for consideration in the 111th SEAC meeting held on 12.10.2015. committee recommended that the project proponent should submit the following : 1. Details of effluent treatment plant. 2. Details of rainwater harvesting proposal 3. Concurrence for supply of water from the competent authority.

2. Proposed Brick Field by Shree Debraj Ghosh at Plot No. 333, 335, 336, 337, 352, Vill – Panighata, Mouza – 36 No. Panighata, Dist – Nadia, West Bengal.

Activity:

This is a proposal for brick field of capacity 40000 CFT (APP) of lease area 4.35 acres at Plot No. 333, 335, 336, 337, 352, Vill – Panighata, Mouza – 36 No. Panighata, Dist – Nadia, West Bengal. The case was put up for consideration in the 111th SEAC meeting held on 12.10.2015. The project proponent was absent during the meeting. SEAC scrutinized the documents in the meeting. After careful consideration of the submission & detailed discussion, the committee recommended that the project proponent should submit the following: 1. Proof of ownership of the land/ registered lease deed of mining area. 2. Mining plan approved by the authorized agency. 3. Pre­feasibility report of the project. 4. Status of mining at the site, if any, along with photographs from all the four sides. 5. The project proponent shall submit an undertaking to the effect that the total area of all such borrowing/excavation sites including the area of proposed project within a radius of 500m from the proposed area of borrowing/ excavation is less than 5 hectares. 6. 500 meter radius map of the area from the periphery of project site clearly indicating the physic­ al features.

3. Proposed Brick Field by Shree Jagabandhu Mondal at Plot No. 1864, 1865, 1866, 1870, 1871, 2843, 1894, Vill – Gobra, Mouza – 47 No. (Gobra), Dist – Nadia, West Bengal. Activity:

After careful consideration of the submission and detailed discussion, the committee recommended that the project proponent should submit the following:­ 1. No Objection Certificate from Kolkata Port Trust for the proposed construction activity. 2. Copy of the sanctioned building plan of the existing project. 3. Location of the existing trees to be shown in the layout plan. It has been decided that the case shall be further considered only after submission of the necessary clari­ fication/information.

C. Reconsideration Proposals :­ Three reconsideration proposals were placed in the meeting.

Industry Sector:­

1. Proposed Kharagpur Cement Grinding Unit of capacity 3 MTPA (Phase 1 – 1.5 MTPA, Phase 2 – 1.5 MTPA) by M/s. ACC Limited at Vill – Chakturia, Haripurkismat and Narsinhapur, Teshil – Madapur, Dist – West Medinipur, West Bengal. Activity: This is a proposal for setting up a cement grinding unit with production capacity 3 MTPA (Phase 1 – 1.5 MTPA, Phase 2 – 1.5 MTPA). Chronology of the event: The case was put up for consideration in the 109th SEAC meeting held on 26.09.2015. During the meeting SEAC recommended that the project proponent should submit necessary documents regarding character of the land. The project proponent submitted documents on 01.10.2015. Name of the Environmental Consultant is M/s. SGS Pvt. Ltd. The case was put up for reconsideration in the 111th SEAC meeting held on 12.10.2015. After carefully considering the submission by the project proponent, SEAC recommended ToR (Annexure – A) for preparing draft EIA/ EMP reports.

2. Proposed Residential complex by M/s. Blue Fox Projects Pvt. Ltd. at Mouza – Ariadaha­ Kamarhati, JL No. 01, Touzi No. 173, Holding No. F­20, Premises No. 36, B. T. Road, Kamarhati Municipality Ward No. 08, PS – Belghoria, (formerly Baranagar), Dist – 24 Parganas (N), West Bengal. Activity: This is a proposal for construction of a residential complex in phase wise , Phase I comprising of Block – 1 (G+3), Block – 2 (G+3) along with club and community facilities having total built up area­11750.30 sq.m with total number of flats 49. In phase II, Block I will be G+13 storied & Block 2 will be G+14 storied having total built up area­ 38686.31 sq.m with 286 nos. of flats. Chronology of the event: The State Level Expert Appraisal Committee (SEAC) stipulated the conditions for Environmental Clearance in the 99th SEAC meeting held on 27.02.2015. The proponent submitted on the copy of the Master Plan and building plans sanctioned by Kamarhati Municipality on 28.09.2015 along with details of microclimatic studies, power consumption, solar power etc. as sought by SEIAA. The unit presented their proposal before SEAC on 106th SEAC meeting held on 31.07.2015. The State Level Expert Appraisal Committee (SEAC), West Bengal, recommended that the proponent should submit the revised conceptual plan of the proposed project.

The project proponent submitted the revised conceptual plan on 01.10.2015.

Name of the Environmental Consultant is M/s. ULTRA­TECH Environmental Consultancy & Laboratory. The case was put up for reconsideration in the 111th SEAC meeting held on 12.10.2015. After carefully considering the submission by the project proponent SEAC recommended ToR (Annexure – B) for preparing draft EIA/EMP reports.
