THE CONTENT OF THIS PUBLICATION IS THE SOLE RESPONSIBILITY OF THE CONTRACTOR AND DOES NOT NECESSARILY REFLECT THE VIEWS OF USAID OR THE UNITED STATES GOVERNMENT.” 1 BALADI CAP Is a 14.9 Million USD program, funded by the United States Agency for International Development (USAID) and aiming to: • Create CSO networks and coalitions to bring national and local stakeholders together to achieve advocacy objectives; • Foster increased civic engagement in the conduct of municipal affairs; • Build municipal capacity to better respond to citizens’ needs and improve service delivery; and, • Provide capacity-building assistance to improve the financial management and governance systems of CSOs and ISOs. 2 We are gathered today to: • Honor (TAKREEM) 38 municipalities that have participated in the specialized municipal capacity building program; • Honor 78 municipalities that have participated in the general trainings on municipal management; • Honor 45 municipalities that have participated in advocacy-related projects implemented by networks and alliances of Civil Society Organizations; • Honor 3 national advocacy networks established under BALADI CAP and related to: solid waste management & protection of the environment, strengthening governance & accountability and protecting human rights; • Honor 51 organizations and foundations that have participated in the comprehensive CSO capacity building program; • Honor 5 municipal Service Providers that contributed to creating a market for municipal services; and, • Release 6 publications of BALADI CAP program. 3 We are gathered today to: • Honor (TAKREEM) 38 municipalities that have participated in the specialized municipal capacity building program; • Honor 78 municipalities that have participated in the general trainings on municipal management; • Honor 45 municipalities that have participated in advocacy-related projects implemented by networks and alliances of Civil Society Organizations; • Honor 3 national advocacy networks established under BALADI CAP and related to: solid waste management & protection of the environment, strengthening governance & accountability and protecting human rights; • Honor 51 organizations and foundations that have participated in the CSO capacity building program; • Honor 5 municipal Service Providers that contributed to creating a market for municipal services; and, • Release 6 publications of BALADI CAP program. 4 Strengthening Municipal Administrative & Financial Capacities Through the Rene Moawad Foundation (RMF), BALADI CAP supported 22 municipalities in the design of new HR bylaws and salary scales, 13 municipalities in budget preparation, 18 in public procurement operations & 17 in archiving and documentation. Beneficiary Municipalities: Al Abadiyyeh, Aley, Al Mina, Al Qlayaa, Al Qobayyat, Al Qrayyeh, Assarafand, Barja, Barr Elias, Bechmezzine, Bickfaya-Al Mhaydsseh, Chebaa, Chekka, Fneydek, Hasbaya, Kfardebian5 , Khirbet Kanafar, Meshmesh, Qornayel, Taanourine, Arsal, Union of Gharb el Aala, Union of Hasbani Drafting Municipal Strategic Outlook Plans Through RMF, BALADI CAP supported 21 municipalities in producing Municipal Strategic Outlook Plans. Beneficiary municipalities are: Al Abadiyyeh, Al Jdeideh-Baouchrieh-Al Sad, Al Choueifat, Al Mina, Al Qlayaa, Al Qobayyat, Al Qrayyeh, Assarafand, Anjar, Arsal, Barja, Bebnine Al Abdeh, Bechmezzine, 6 Bickfaya-Al Mhaydseh, Chekka, Fneydek, Hasbaya, Kfardebian, Qornayel, Tannourine, Union of Gharb el Aala and Chahhar, Union of Hasbani. Enhance Communication with the Local Community Through RMF, BALADI CAP supported 22 municipalities in enhancing communication with the local community through the production of: annual municipal reports, enhancing facebook pages, and designing guidelines for communication with media channels. Beneficiary Municipalities: Al Abadiyyeh, Aley, Al Mina, Al Qlayaa, Al Qobayyat, Al Qrayyeh, Assarafand, Barja, Barr Elias, Bechmezzine, Bickfaya-Al Mhaydsseh, Chekka, Fneydek, Hasbaya, Kfardebian, Kherbet7 Kanafar, Mishmish, Qornayel, Tannourine, Zahleh, Union of Gharb el Aala, Union of Hasbani. Establishment of Municipal Public Outreach Committees (MPOCs) Through RMF, BALADI CAP supported 18 municipalities in the establishment of MPOCs in order to strengthen and institutionalize communication between municipalities and local communities, activate dialogue with expats and help the municipality communicate with donor organizations. Beneficiary municipalities: Al Abadiyyeh, Al Mina, Al Qlayaa, Al Qobayyat, Al Qrayyeh, Assarafand, Barja, Barr Elias, Bechmezzine, Bickfaya, Chebaa, Chekka, Fneydek, Kfardebian, Kherbet Kanafar, Qornayel, 8 Tannourine. Installing Automated Financial Management Systems in Municipalities Through Quick Solutions Company, BALADI CAP installed automated financial management systems related to municipal revenues and budgets. Beneficiary municipalities: Chebaa and Union of Hasbani 9 Training Municipalities on the Optimal Usage of the Automated Municipal Financial Management System Through Quick Solutions Company, BALADI CAP trained 12 municipalities on the optimal usage of the automated financial management system (municipal revenues and budget). Beneficiary municipalities: Al Mina, Al Qlayaa, Al Qrayyeh, Anjar-Haoush Moussa, Bickfaya-Al Mhaydsseh, Chebaa, Chekaa, Fneydek, Halba, Hasbaya, Mishmish, Union of Hasbani. 10 . Providing Municipalities with Websites and Emails Through Quick Solutions Company, BALADI CAP provided 11 municipalities with websites and email domains. Beneficiary municipalities: Al Chiyyah, Al Mina, Al Qlayaa, Bebnine-Al Aabdeh, Bechmezzine, Chekka, Hasbaya, Mishmish, Qob Elias, Qornayel, Union of Hasbani 11 Providing Municipalities with Electronic Complaints System Through Quick Solutions Company, BALADI CAP installed automated complaints systems in 16 municipalities. Beneficiary municipalities are: Al Abadiyyeh, Al Choueifat, Al Mina, Barr Elias, Bechmezzine, Bickfaya-Al Mhaydsseh, Chebaa, Chekka, Halba, Al Hazmieh, Jezzine, Kfardebiane, Mishmish12 , Qornayel, Qob Elias, Zahleh Providing Municipalities with Electronic Collectors’ Books Through Quick Solutions Company, BALADI CAP provided 5 municipalities with Electronic Collectors’ Books. Beneficiary Municipalities are: Chekka, Barr Elias, Bickfaya, Qornayel, Al Qobayyat 13 Providing Municipalities with Automated Receipts Modules Through Quick Solutions Company, BALADI CAP provided 7 municipalities with Automated Receipts Modules (software and printer). Beneficiary Municipalities: Kfardebian, Qob Elias, Chebaa, Al Qobayyat, Al Qlayaa, Halba, Hasbaya 14 Providing Municipalities with Geographic Information Systems Through Arabia GIS Company, BALADI CAP provided 15 municipalities with Geographic Information Systems. In the majority of municipalities, the financial data has been transferred to the new system. Beneficiary Municipalities: Al Chiyyah, Al Choueifate, Al Hadath-Haret El Botm-Sibney, Al Mina, Al Qrayyeh, Barja, Barr Elias, Bebnine Al Aabdeh, Chekka, Halba, Jezzine, Kherbet 15 Kanafar, Qob Elias, Tannourine, Zahleh. Designing Municipal Disaster Management Plans Through the Association for Forests, Development and Conservation (AFDC), BALADI CAP designed preparedness plans for disaster management in 21 municipalities. Beneficiary municipalities: Al Abadiyyeh, Al Chiyyah, Al Choueifat, Al Mina, Al Qlayaa, Assarafand, Barja, Bechmezzine, Berqayel, Bickfaya-Al Mhaydsseh, Chebaa, Chekka, Hasbaya,16 Hazmieh, Kfardebian, Mishmish, Qob Elias, Qornayel, Tannourine, Union of Hasbani, Zahleh. I drew this motto from the ambiance of prayer, brotherhood and renewal that dominated the Electoral Holy Synod, and from the need of our Lebanese, Eastern and Expansion societies for greater unity and love, I was as well, 5 inspired by the Synod of Bishops’ Special Assembly for the Middle East, held in Rome from October 10th till 24th, 2010 under the title “Communion and Testimony”. I proclaimed my motto during the thanksgiving prayer, which followed the electoral session in the presence of a large number of clergy and lay faithful who fled to the Patriarchal See as the announcement was heard.

Key Definitions • IWRM may be defined as a process which promotes the coordinated development and management of water, land, and related resources to maximize the resultant economic and social welfare in an equitable manner without compromising the sustainability of vital ecosystems • It involves the integration of natural and anthropogenic systems – the former includes the integrated management of surface and groundwater resources Project Area Description • Case study is for the integrated management of surface and groundwater resources in the Nahr El Kalb area. • Surface water component: • Nahr El Kalb - catchment covers about 272 km2 • Average annual flow of around 254 million m3 • Groundwater component: • Jeita springs – catchment covers about 400 km2 • Average annual flow is estimated at about 210 million m3 • Catchment areas include a multitude of land uses Project Area Project Area Project Area Description • Catchment area – within Nahr El Kalb - includes a multitude of land uses and an equal number of threats • Significance of area: • Nearly 200,000 inhabitants • Major water source for Beirut • Major tourist attractions: • Ski resorts • Coastal resorts • Natural attractions - Jeita cavern, Faqra natural bridge, etc. • Archeological sites - Nahr el Kalb monuments, Kfardebian temples, etc. • Religious sites – Harissa, Bkirke, etc.

M Medium Controlled burning is not recommended. Open flame will start fires. Cured grasslands and forest litter will burn readily. Spread is moderate in forests and fast in exposed areas. Patrolling and monitoring is suggested. Fight fires M high with direct attack and all available resources. Ignition can occur easily with fast spread in grass, shrubs and forests. Fires will be very hot with crowning and short High to medium spotting. Direct attack on the head may not be possible requiring indirect methods on flanks. Patrolling H and monitoring the territory is highly suggested. Ignition can occur also from sparks. Fires will be extremely hot with fast rate of spread.
