3 Japanese Language Class

There are two major Japanese language classes in Tsukuba City. One is provided by Tsukuba International Association and the other is by Keyaki no Kai. Both classes are six months per term, start in April and October and are open for adults. For more details, please contact below:

4 Garbage Collection

Household garbage disposal is processed at Clean Center. Check “Tsukuba City Garbage Disposal Calendar”, City’s Website and “Guide to Sorting and Putting Out Garbage” booklet for further information. Please dispose of garbage at the designated garbage collection site before 8:00 a.m. according to the schedule and the sorting rules. Reservation is required to dispose of oversized garbage (when one edge is longer than 50cm) and it is charged. According to Home Appliance Recycling Act, air conditioners, TV sets (including CRT, liquid crystal and plasma types of TVs), refrigerators/freezers, washing machines / dryers are not accepted by the city. The stores where you bought the appliance or you will buy a new one may collect them with charge. If you cannot find a shop to take over your appliance, Waste Management Division of the city hall introduces shops. The city does not collect those appliances above, so please do not leave them at city’s garbage collection sites. According to Law for Promotion of Effective Utilization of Resources, personal home computers and displays must be directly collected by the manufacturers when discarded. Contact the manufacturer for details. PC3R Promotion Association (Phone: 03-5282- 7685) collects and recycles home-build-PCs. Contact them for more details. Please make sure that the city does not collect computers.

Reducing garbage Use the recycling boxes at supermarkets and shopping centers in the city for milk cartons 6 and styrofoam food trays. Giving away things in good conditions and selling to recycling ★ shops or at flea markets are good ways to reduce garbage. Many retailers in Tsukuba Daily Life City are not distributing free plastic bags to stop the global warming by reducing garbage. Please bring your bag for shopping. Your cooperation will support our promotion.

5 Guide to sorting and putting out garbage

The day on which garbage is taken out depends on the type of garbage. Check the “Tsukuba City Calendar for Putting Out Garbage” and take it out according to the date and time (until 8:00 in the morning of the schedule). Please put the “Burnable garbage” in the apporopriate bag designated by the city (other bags will not be collected). For more information about the classification and way of disposing garbage, consult “A Guide to Sorting and Putting out Garbage” distributed by the city.

2 Tsuku-Bus (Tsukuba City Community Bus)

Tsuku-Bus is the city’s community bus and it has seven routes (Hokubu, Oda, Sakuoka, Yoshinuma, Nanbu, Jiyugaoka, Yatabe). The buses are operated every day and the bus schedules are almost the same every day. ●●Discount Tsuku-Bus Coupon/ Commutation Tickets Bus Pass: There are Commuter’s Pass, Students Pass and Students’ One Way Pass. A pass is issued for each consecutive section. Coupon tickets: This tickets can be used in any areas. One set includes 11 tickets sold at the fare of 10 tickets. There are three types of tickets: ￥500 (￥50 ×11 tickets) / ￥1000 (￥100×11) / ￥2000 (￥200×11) One-Day Pass: Unlimited ride for one day in all areas. Available and can be used on weekends and holidays. ￥500 (￥250 for children)

●●Transfer Discount If you transfer to and from Tsuku-Bus, local bus (①) and Tsuku-Taku (taxi)(②), the second bus fare will be maximum of ￥200. (③) Get a Transfer Ticket (noritsugi ken 乗り継ぎ券 ) from the driver when you get off. Note: ① -Only when you ride and get off within Tsukuba City. -There are some routes exempted. -JR bus is exempted. 11 ★ ② -Only within one designated area. -Discount can not be applied for transfer from Tsuku-Taku to Tsuku-Taku and Transportation from local bus to local bus. ③ Transfer discount can be used only for buses which departed from the starting point of the route between 9:00 and 16:59.

●●Aged people/ Disabled People /Children The following people can get 50% discount but transfer discount services cannot be used simultaneously. - Tsukuba City citizens for 65 and over. Note: Discount Fare Certificate for Aged (kōreisha unchin waribiki shō 高齢者運賃割引証 ) is required. - Those who are authorized as physically disabled, mentally disabled, children under Child Welfare Act, a carer or an attendant for them (one person only). (Certificate is required.) - Children up to 6th grade (Fare is free up to two preschool children accompanied by an adult. Third child is required to pay the children’s fare. If a child rides on a bus alone, the children’s fare is required. ○ Apply for Discount Fare Certificate for Aged (kōreisha unchin waribiki shō 高齢者運賃割引証 ) at Senior Services Division of the city hall. 3 Tsuku-Taku (Tsukuba City Share-Ride Taxi)

Tsuku-Taku is City’s share-ride Taxi service. The city is divided into five areas and each area has Tsuku-Taku stands. You can ride a Tsuku-Taku from the Tsuku-Taku stand to another inside the area. There are seven transfer points where you can transfer to other area’s Tsuku-Taku, such as Tsukuba Station. It is convenient to use for shopping, visiting hospitals etc. Note: Reservation and purchase of Tsuku-Taku tickets are required beforehand. Operating Days: Weekdays (Note: Not in service on holidays and Dec.29 – Jan. 3) Operating Hours: 9:00 a.m. – 17:00 (basically one operation / hour) Tsuku-Taku Stands: Please refer to “Tsuku-Taku Guide Map”（つくタクガイド）, which is available at City Hall and Community Centers. Picking up at Your Place: If you register, Tsuku-Taku picks you up at your place. 12 Registration fee is ￥1,000. Please note that a taxi will drop ★ you only at the designated point. 4 Taxi

Taxi fare is determined by travel distance. The fare may vary depending on areas and companies. In Ibaraki, usually the first 2km is ￥730 and ￥90 per 282 meters or ￥90 per one minute 45 seconds when driven under 10km/h is added after the first 2km. There is a 20% surcharge between 10:00 p.m. and 5:00 a.m.

How to ride a taxi ① Get a taxi at a taxi stand. Taxi stands can be found around train stations, hotels and big hospitals. If you cannot find a taxi stand nearby, raise or wave your hand to stop a taxi on the street. ② Call up a taxi company and request to pick you up at the place where you want. Step 1: Preparation to become a mother *Guide on what you need to know about the procedure for your pregnancy and childbirth.

●●1 Choose the place where you will give birth General hospitals with an obstetrics department are where the majority of Japanese women give birth. It is recommended that you make a reservation of delivery during your early pregnancy. In Tsukuba, there are very few hospitals you can give birth. If you do not know where to give birth, you can consult/find information at the city hall. When the pregnancy is confirmed, please prepare Pregnancy Confirmation Form (妊娠届) in consultation with the doctor.

●●2 Visit City Hall for necessary procedures such as Maternal and Child Health Handbook (Boshi-Kenkō-Techō) and more Please notify the city hall of your pregnancy with the Pregnancy Confirmation Form ( 妊娠届Ninshin Todoke). At the city hall a Maternal and Child Health Handbook (Boshi- Kenkō-Techō) and Pregnancy MARUFUKU will be issued to you. The Maternal and Child Health Handbook consists of health records of mother and child. Pregnancy MARUFUKU (Medical Welfare Subsidy System for Pregnant Woman) is to subsidy a part of cost of medical treatment made following the instruction of an obstetrical doctor. Step 2: What to do after giving birth There are various procedures after giving birth in Japan. Procedures from 6 to 9 below can be done at the city hall on the same day.

●●6 Birth registration ( 出生届 Shussyō Todoke) The birth should be registered at the city hall within 14 days after birth.

●●7 Subsidy system for medical treatment fee of babies and little children (MARUFUKU) Babies and children’s Medical Welfare Subsidy System Card for Children (MARUFUKU) will be issued for the baby from the date of birth and you will receive a free health checkup. Please check the details at the city hall.

●●Baby’s health insurance You can apply for your baby’s health insurance card at the same time if you are a member of National Health Insurance. (For members of Social Insurance, you can apply at your work place by Baby’s One-month Checkup.)

●●8 Child allowance ( 児童手当 Jidō-Teate) A child allowance (Jidō-Teate) is paid to persons who have registered as residents in Japan and are raising children (up to junior high school student). (There is an income limit.) Please note that the present condition form ( 現況届Genkyō Todoke) must be submitted every year for up-dating.

●●9 Health Service Registration Health Service Registration is used for home visit for the newborn baby. Health service Registration is to be made at the same time as the Birth registration mentioned in 6 above.

※For immigration procedures, you need to visit the city hall and get “Certificate of Acceptance of Birth Report” and “Certificate of Residence” of baby and guardian. ●●10 Embassy and immigration procedure 21 ★ Application for baby’s residence cirtificate must be made within 30 days after birth at the Immigration Bureau. Step 3: For mother and baby’s health After the birth, mother and child will be provided with regular health check-up service.

●●12 Home Baby Visit Health nurses, midwives or medical nurses from the city hall will visit a newborn’s house within 4 months after birth. They will give guidance to mothers of newborns on health condition and problems and check the baby’s weight and development.

●●13 Vaccination and baby checkups Infants get their first vaccination shot at around 2 months old. Routine vaccinations are all free of charge if you have coupons provided by the city hall. Step 4: First steps to enter your community with a baby The six years before entering elementary school is the time to prepare to enter the community. 22 ●●15 Child care support center ★ The child care support center is a place where preschool children, parents, grandparents Childcare & School Education and guardians can play, learn, and relax together. They offer parenting consultation and support.

●●16 Enter daycares/nursery schools ( 保育園 Hoikuen) If both parents are working, you may need to place your baby in a daycares/nursery schools (Hoikuen). Apply for a place in an authorized nursery at the city hall. Please start the application process well in advance. Day care fees vary according to the family income.

●●17 Kindergarten ( 幼稚園 Yōchien)/ ( こども園 Kodomoen) If your children are not in a nursery school, they can enter Kindergarten (Yōchien/ Kodomoen) until the time they enter elementary school. This will help them to learn about Japanese society and cooperating in groups before starting school. For further details, please ask at the city hall or kindergarten directly.

●●18 Preparing to enter elementary school The “School attendance notice ( 就学通知Shūgaku Tsūchi)” is sent around autumn of the year before the entrance. Please submit it to the elementary school or the board of education in the city hall. ●●Do I need to notify birth and moving in/out? When you give birth or move in/out of the city, you need to notify within 15 days from the following day of the delivery or move in/out of the city. You can submit attachments later if you cannot prepare upon application.

●●My child is outside of Japan. What should I do? Child Allowance is limited to those whose child lives in Japan. However, there are some cases acceptable when a child is studying abroad and condition meets. Single Parent Allowance is paid to the parent of single parent family who is rearing the child until March 31 just after the 18th birthday (if the child is physically or mentally disabled, until the day before the 20th birthday. Note that those who receive public pension such as old-age pension (rōrei nenkin 老齢年金 ), disability pension (shōgai nenkin 障害年金 ) and survivor’s pension (izoku nenkin 遺族年金 ), except for old age welfare annuity (rōrei fukushi nenkin 老齢福祉年金 ) are not qualified for receiving the allowance. 3 Daycare Center (hoikusho 保育所 / hoikuen 保育園 )

Daycare Center (hoikusho 保育所 / hoikuen 保育園 ) is a facility to take care of children for certain hours when their both parents cannot take care of them at home because they are working, sick or have other reasons. If anybody can take care of a child at home, the child cannot be enrolled in a daycare center. There are 57 licensed daycare centers (23 public and 34 private) in the city as of April 2018.

How to apply Childcare Institutions Management Division receives applications for licenced daycare centers, screens and authorizes enrollment, and collects childcare fees. Application can th be received by 10 of the previous month of the month you wish to enroll your child. 25 ★ Submit the required documentations to Childcare Institutions Management Division by the appointed date. For enrollment of April, since most of parents wish to enroll, the Childcare & School Education place and the period to apply will be appointed. Details will be informed on the city’s bulletin (normally issued around October). Note that if there are more applicants than the capacity, there can be a case you cannot enroll your child in the daycare you wish or cannot be authorized if your status does not meet the conditions under screenings.

School System of Tsukuba City Japanese school systems are basically six years for elementary school, three years for junior high school, three years for high school and four years for university. There are also junior colleges, technical colleges and vocational schools. The school year begins on April 1 and ends on March 31. Elementary schools and junior high schools are compulsory. In Tsukuba City, elementary schools and junior high schools are combined so as to provide consecutive education from grade one to nine effectively. Anybody registered as resident of Tsukuba can enroll their children in public kindergartens, elementary schools and junior high schools. Elementary School and Junior High School Tsukuba City appoints school districts. School districts are designated by residential districts.
