    LITHUANIAN HISTORICAL STUDIES 7 2002 ISSN 1392-2343 pp. 67–94 THE ORTHODOX CHURCH IN LITHUANIA DURING THE SOVIET PERIOD REGINA LAUKAITYTĖ ABSTRACT The present article deals with the history of the Orthodox Church in Lithuania between 1944 and 1990, focusing mainly on the exceptional situation of Orthodoxy conditioned by the Soviet attempts to exploit it via internal policy in the republic. Consolidating the Stalinist regime in occupied Lithuania in 1944– 1948, the government demanded Orthodox archbishops start ‘the struggle against reactionary Catholicism’, i.e., start a critique of its dogmas, to bring the whole faith into disrespect, etc. Nevertheless, even though it enjoyed state support the Orthodox Church was too weak to compete successfully with Catholicism which remained dominant in the country. Small in number, Russian-speaking, alien to Lithuanian society and culture and lacking intellectual potential, the Orthodox Church failed to cope with the task. Besides, strengthening the position of Orthodoxy was not acceptable to the leadership of Soviet Lithuania. Though subsequently not directly protected, but having already strengthened its structures, the Orthodox Church continued to enjoy its favourable political image as a religion ‘less harmful’ to the interests of the state than Catholicism. Accordingly, the consequences of the anti- religious campaign, conducted in the entire Soviet Union from 1958 to 1964, were minimal in the Lithuanian eparchy. Some of the reforms were not implemented here altogether. In Lithuania the attention of the Soviet regime was concentrated mainly on the struggle against Catholicism, and Orthodoxy for a long time remained outside the sphere of atheistic propaganda. As time went by the Orthodox eparchy was put into the shade entirely by the concern of the KGB and the commissioners about the growing underground of the Catholic Church in Lithuania.

    XII The Elections “Honestly speaking, I cannot imagine how it is possible to organize elections under the conditions of occupation by foreign forces.” —Vladimir Putin, President of Russia, December 7, 2004 “By choosing the very best, most reliable sons of labor, the Unified Labor Front comes to our aid so that all sorts of agents of chauvinism and capitalism do not get into the Seimas.” —election oratory “Whoever does not vote is voting for the enemy.” —Tiesa,July8,1940 On July 5, the council of ministers, under the direction of Paleckis and Dekanozov, agreed to schedule elections for a new parliament, and the announcement appeared in the next day’s newspapers. The citizenry would vote on July 14, just nine days away, to elect a “People’s Seimas.” Although not announced as such, the People’s Seimas would have the power of a constituent assembly—it would proclaim a new form of government, establish a new definition of “national independence,” and approve the nationalization of banks, large industries and land. It would send a delegation to Moscow to apply for membership in the Union of Soviet Socialist Republics. It would go on to adopt a constitution, all without resorting to any formal participation by the population of Lithuania or for that matter requiring any formal action by the People’s Government. Organized demonstrations would suffice. None of this, to be sure, was specifically mentioned in the campaign before the election; the process, however, closely followed the Politburo’s announced plan for the incorporation of the Belarusian and Ukrainian lands in the fall of 1939, as discussed above in chapter I.

SOME BROAD BRUSHTROKES IN THE POLITICAL BIOGRAPHY OF JUSTAS PALECKIS: 1944–19531 Vladas Sirutavičius (Lithuanian Institute of History) ABSTRACT The article discusses the activities during the period of late Stalinism of Justas Paleckis, the chairman of the Presidium of the Supreme Council of Soviet Lithuania. The paper puts forward the premise that from 1944 to 1953, Paleckis bal- anced between indigenous (local) communism and attitudes characteristic of some Central European national communists. To be more precise, he tried to emphasise the specifics of the historical development of Lithuania, and its differences from other Soviet republics, in which the formation of the Soviet regime started earlier. According to him, its tradition of statehood made Lithuania a unique republic, and this circumstance should be taken into account when making Lithuania Soviet. Paleckis was convinced that in order to make Soviet rule more attractive to the Lith- uanians, it was necessary to cooperate with the nation’s cultural elite, that is, with the interwar Lithuanian intelligentsia. In his writings and speeches, he tried to merge organically the liberation of the Lithuanian nation from the ‘yoke’ of the exploiters, with the no less important liberation from the ‘national yoke’ or national revival of the Lithuanians. Social and national ‘liberation’, according to him, was crowned with the establishment of the socialist order in Lithuania. This ‘organic’ understanding of history was characteristic of other national communists in Central Europe. Finally, Paleckis tried to incorporate national elements into the system of symbols in Soviet Lithuania.

    1 PRECONDITIONS OF THE HOLOCAUST The Upsurge of Anti-Semitism in Lithuania in the years of the Soviet Occupation (1940-1941) By prof. Liudas Truska After the Soviets occupied Lithuania in 15 June 1940, the Lithuanian-Jewish relations entered a new stage, dangerous for the Jews. Alongside the former images of the Jews as murderers of Christ, exploiters of Lithuanians, swindlers, parasites, new images appeared, more tenacious than the original ones, depicting the Jews as ‘gravediggers’ of Lithuanian independence, zealous collaborators of the occupants, informants, cruel NKVD interrogators, torturers of Lithuanians and active participants in the deportations. Many Lithuanians identified the Jews with the hateful Communists. The Lithuanian Activist Front (the LAF), established in autumn 1940, made a major contribution to the creation of the image. In the summer and autumn 1940, the Lithuanian periodical press started following the anti-Semitic line of the LAF,1 and later the ‘Lithuanian Archive’ and the rest of the press did the same.2 The myth of a special role played by the Jews in the establishing of the Soviet regime in the country took root not only in the consciousness of common Lithuanians, but in that of politicians, prominent intellectuals and the leaders of the Church as well. In his political memoirs Vincas Kreve writes that in the afternoon of 15 June, when the Red Army units marched the streets of Kaunas, “a crowd of sorrowful Lithuanians were crying, only the Jews were joyous, and their women would smother the Red Army soldiers with flowers.”3 Povilas Šilas, a Christian Democrat activist, deputy justice minister of the Provisional Government of 1941, member of the Lithuanian anti-Nazi resistance and prisoner of the gulags in the post-war period writes in his memoirs that in 1940-1941, “the Jews were the first active collaborators [of the occupants – L.T.] in establishing the Bolshevik power.
