Dear Chief Executives,

I am writing to acknowledge receipt of your outline proposal for unitary local government in your area submitted on 9 November following invitation from the Secretary of State on 9 October 2020.

As indicated in the Guidance set out in the schedule to the 9 October invitation, it is now for your Council to submit its full proposal no later than 9 December 2020 by email to [email protected] and [email protected]. The Secretary of State will carefully consider all proposals that he receives.

For the purposes of the legal process, the Secretary of State will treat the proposal as having been made jointly by Barrow and South Lakeland Councils, whilst recognising that you are working with a neighbouring council to whom an invitation has not been made but whose area will be included in a Type C proposal - which you have highlighted in your outline proposal.

Finally, if your Council wishes the May 2021 local elections in its area to be postponed on account of the proposed unitary reform, please would you include this request in writing when submitting your final proposal.
