Manfield with Cliffe Parish Council Minutes – 2016/17 18 May 2016 – Annual Parish Assembly 18 May 2016 – AGM 18 May 2016 13 July 2016 14 September 2016 16 November 2016 18 January 2017 15 March 2017 ANNUAL PARISH ASSEMBLY OF MANFIELD WITH CLIFFE PARISH COUNCIL Wednesday 18th May 2016 in Manfield Village Hall Notice of meeting had been given in accordance with Local Government Act 1972 1. Councillors Present: R. M Wilson (Chairman) M Hird (Vice Chairman) S. Dodd R Watson S. Nattrass (Clerk) 2. Apologies for absence: J Rider, Cllr Michael Heseltine (NYCC), Cllr Jimmy Wilson Petch (RDC). 3. Report from Chairman: The Chairman thanked the Village Hall Committee for letting the Parish Council use the village hall for their meetings. 4. Open Discussion No residents attended the meeting. No discussions took place. Meeting closed at 6.35pm THE MANFIELD WITH CLIFFE PARISH COUNCIL Minutes of the Annual General Meeting held in Manfield Village Hall on Wednesday 18th May 2016 Present: R.M. Wilson (Chairman) M.Hird (Vice Chairman) S. Dodd R Watson S. Nattrass (Clerk) 1) Apologies for absence; J Rider, Cllr Michael Heseltine (NYCC), Cllr Jimmy Wilson Petch (RDC). 2) Election of Chairman: R. M. Wilson proposed by M Hird, seconded by R. Watson. The Chairman signed acceptance of Chairman for 2016/17. 3) Election of Vice Chairman: M. Hird proposed by R.Wilson, seconded by R. Watson. 4) Matters arising from the 2015 AGM: There were no matters arising from the previous AGM. Minutes of the meeting were agreed as correct and signed by the Chairman. 5) Confirmation of Standing Orders: The Standing Orders have been reviewed and updated to include the correct venue for meetings. These were confirmed and signed by the Chairman and Vice Chairman. 6) Register of interest: None 7) Approval of Accounts for year ending 31st March 2015 The Annual Governance Review was reviewed and approved. It was agreed that Christina Steel would be retained as Internal Auditor for 2017. The Clerk will provide the information to Christina which will include the following: - Previous years financial audit - Cash book - All bank statements - All invoices from 2016/7 - Cheque book/s - All minutes from 2016/7 It was also agreed to review the accounts every third meeting. Cllr Wilson gave an overview of the accounts for 2015/16. The Council approved the accounts and the financial audit presented by the Clerk. The Audit was signed by the Chairman and Clerk. The meeting finished at 6.50pm MANFIELD WITH CLIFFE PARISH COUNCIL Minutes of the meeting held at Manfield Village Hall on Wednesday 18 May 2016 Present: R Wilson (Chair) M. Hird S. Dodd S. Nattrass (Clerk) 1) Apologies for absence: Cllr Jimmy Wilson Petch (RDC), Cllr Michael Heseltine (NYCC), John Rider 2) Declaration of interest: None received. 3) Minutes of last meeting held on 16th March 2016 were agreed as correct and signed by the Chairman. 4) Matters arising: Cllr Hird reported on information regarding the Little White Bus. The initial survey was completed indicating demand would be required 2-3 days per week with key centres being Darlington, Richmond, Northallerton and Barnard Castle. The Clerk will forward the survey results to RDC. Cllr Hird agreed to keep the Parish Council informed of any involvement of other organisations and on the progress of the bus. He has also agreed to be a volunteer driver. Cllr Dodd has secured a defibrillator free of charge for the village and is awaiting further information on training dates. Permission has been given for the defibrillator to be located at The Crown and funding will be required for a cabinet and installation costs. The Chairman thanked Cllr Dodd on behalf of the Parish Council for all her hard work. The pot hole on the bridge at Piercebridge has now been repaired. 5) Reports from other authorities/ organisations - The Recent Crime reports from North Yorkshire Police has been circulated. 6) Finance: 6.1 Bank Balance: Community - current account: £2318.02 Business Saver- deposit account: £1220.86 6.2 Accounts for payment: John Bainbridge: Horticultural Services: £105 Grass cutting: £140 7) Planning: Two planning applications have been circulated. One for Holme House and the other for Manfield House. Both received no objections. It was noted that the application for Manfield House was circulated post completion of the work and this was commented upon in the feedback. It was agreed that Cllr Watson would put new signs up. 9.3 Cllr Watson circulated information on Church Garden Fete 4 – 5 June. 10) Link Magazine: No items for inclusion. An item will be included on the defibrillator once progress has been made. 11) Date and time of next meeting: The dates for meetings for 2016 – 17 were agreed as follows 13 July 2016 14 September 2016 16 November 2016 11 January 2017 15 March 2017 17 May 2017 The meeting closed at 7.10pm 2 Manfield with Cliffe Parish Council MANFIELD WITH CLIFFE PARISH COUNCIL Minutes of the meeting held at Manfield Village Hall on Wednesday 13 July 2016 Present: R Wilson (Chair) M Hird S Dodd R Watson J Rider J Wilson - Petch (RDC) S Nattrass (Clerk) 1) Apologies for absence: Cllr Michael Heseltine (NYCC). 2) Declaration of interest: None received. 3) Minutes of the following meetings held on 18th May 2016 were agreed as correct and signed by the Chairman: - AGM - APA - Ordinary meeting of Manfield with Cliffe Parish Council 4) Matters arising: 4.1 The surveys completed by residents on the Little White Bus have been returned to Chloe Lewis at RDC. 4.2 Cllr Dodd has ordered notices which will give the location of the defibrillator and names of volunteers who will assist in an emergency. These will be circulated once they have been received. The Chairman thanked Richie Tennick for installing the defibrillator cabinet. 4.3 The recycle bins have been moved to the far end of the pub car park. Notices have been put up and the area now looks much tidier. 5) Reports from other authorities/ organisations 5.1 Cllr Wilson-Petch reported on the following: A meeting of the Boundaries Commission is due to take place with a view to reducing the boundaries from 34 to 30. The Army is releasing a large amount of land on Colburn for housing development. A planning application from a housing developer is due to be submitted for Melsonby which will include a new village hall within the development. A meeting is due to be held on the Little White Bus next week following the survey and Cllr Wilson- Petch will feedback at the next meeting. 1 Manfield with Cliffe Parish Council Cllr Hird mentioned that there was Fly Tipping at the layby between the junction of Aldbrough St John and Lane End. Cllr Wilson Petch offered to look into the possibility of making the layby into a grass verge. Cllr Watson queried the sizeable amount of paperwork involved in securing a temporary licence for the village hall, much of which was duplicated. Cllr Jimmy Wilson-Petch agreed to look into the associated policies and procedures. 5.2 The first crime report from PC Wood was circulated by email. Some have been overlaid with tarmac and one is below ground level which could be a potential hazard. Cllr Hird identified the drains on a Water Authority map of the village. It was agreed that the clerk will contact the Water Authority to request a site meeting to discuss any remedial action. 9.2 The weeds and foliage are overgrown on the footpath on the side of Piercebridge Bridge. The clerk will contact RDC to request maintenance. 9.3 Cllr Rider showed the Council a notice that Stapleton are using to deter cold calling in the village. Further work of compilation, analysis, comparison and contrast with other areas is needed to supplement this narra­ tive and to interpret the material in a wider context. This interim cameo can serve as a contribution to the larger picture. QUAKERS IN THIRSK MONTHLY MEETING 1650-75 The present study investigates the area around Thirsk in Yorkshire and finds evidence that gives a slightly different emphasis from that of Davies. Membership of the local community is apparent, but, because the evidence comes from the account of the sufferings of Friends following their persecution John Woods for holding meetings for worship in their own homes, when forbidden to meet in towns, it shows that the sustained attempt in this area during the decade to prevent worship outside the Established Church did not prevent the Malton,North Yorkshire,England 1660-70 holding of Quaker Meetings for worship in the area.

Chief Executive, Yorkshire Dales National Park, Colvend, Grassington, Skipton, BD23 5LB 3. £hief Executive, Yorkshire Water, P0 Box 52, Bradford BD3 7YD CORONER I am JOHN BROADBRIDGE Assistant Coroner, for the Coroner area of North Yorkshire, Western District 2 CORONER’S LEGAL POWERS I make this report under paragraph 7, ScheduleS, of the Coroners and Justice Act 2009 and Regulations 28 and 29 of the Coroners (Investigations) Regulations 2013. 3 INVESTIGATION and INQUEST On 3 August 2020 an investigation commenced into the death of MOHAMMED BILAL ZES, aged 18 years. The investigation concluded at the end of the inquest on 25 March 2021. The Conclusion of the inquest was that the deceased died because of drowning, to which COVID 19 and asthma were said to be contributory, and that his death was accidental. 4 CIRCUMSTANCES OFTKE DEATH On 31 July 2020 the deceased was at Linton Falls on the River Wharfe near Linton with family and friends. Although he could not swim, he jumped into the River and got into difficulties. Persons present tried to help but he became unresponsive. He was recovered eventually to a large rock where resuscitation compressions were attempted, then to the riverbank. He was recognised as deceased there at 21.18 hours that same evening from drowning.

    Melsonby Parish Plan Consultation 2011 Melsonby Parish Plan Consultation Brief history Melsonby is a very old village aligned East/ West along the Waterfall Beck, with holdings behind the properties to North and South. The older houses are built from stones from the beck with pantile or flag rooves and the centre of the village is a conservation area, with some listed properties. There is a crossroads at the centre of the village, where the North/South road crosses the beck and where newer houses are located. The green in the centre of the village was former farmland purchased in the 1950s by the Parish Council. A referendum with a 50/50 result led to half of the Waterfall Beck being culverted and half left open. The Church of St James the Great was present before the Norman Conquest and had its own priest in the Domesday Book. The present church dates from 1135 and was restored in 1871-2. In the 19th century there were a Church of England School and a Methodist School and a Methodist Chapel. 1 | P a g e Melsonby Parish Plan Consultation 2011 In the 1960s the C of E School closed and after a brief period as a village hall was sold by the Church for housing. In 2003, the Methodist School was gutted and a new school was built within the old walls. In 2008? the land behind the school was excavated to provide a new hall and kitchen with a sedum roof and after 50 years, the children no longer needed to walk through the village to the old canteen for lunch.

    CAR PARKING CHARGES FOR THE STATION, RICHMOND SWIMMING POOL AND GYM CUSTOMERS ARE ON THE WAY; HOWEVER, YOU CAN MAKE THEM FAIRER IF YOU ACT IMMEDIATELY BY EXPRESSING YOUR VIEWS Richmondshire District Council is proposing to introduce car parking charges in The Station Yard Car Park this spring. We understand that the ticket machines have been ordered . This car park is currently used by customers of The Station, Richmond Swimming Pool and Liberty Gym. All of these buildings and the activities which take place in them are organised and maintained through the efforts of two local volunteer-led charities: The Station – Is operated by The Richmondshire Building Preservation Trust The Pool and Gym – Are operated by the Richmond Leisure Trust If you regularly use these ‘much loved’ charity-run-facilities , and choose to park your vehicle in the council owned Station Yard Car Park, you will shortly be charged for your visit. The charities that operate these facilities believe that what is being proposed will have an immediate and detrimental impact on these community amenities which are run on a ‘not-for profit’ basis - and could ultimately force them to close. The local authority appear to have little or no relevant research on which to justify their position. Your help is needed NOW to ensure that the views of people like you, who value The Station, pool and gym, to make your voices heard on this critical issue by writing to or phoning your district councillor, if you live in Richmondshire or writing to the head of the local authority if you don't.

    APPENDIX A (A-G) Aldbrough St. John Conservation Area Aldbrough St. John Conservation Area was designated in 1975. The following brief statement identifies the environmental qualities which led to designation, and which the District Council consider should be preserved or enhanced as the case may be. Although the name suggests association with an ancient fortification, and a C16th reference to a ruin of this type exists, any trace of remains has long since disappeared, always assuming the source had not confused Aldbrough with the nearby fortifications at Stanwick. The village is very much an agricultural settlement, with strong associations with the Duke of Northumberland who acquired and constructed property for his estate from the early C19th. The distinctive feature of the village is the broad, sweeping village green around which the houses and cottages are arranged, which produces an unusual blend of townscape and landscape. In common with many agricultural and estate settlements, houses and cottages are spaciously arranged, a characteristic magnified in the case of Aldbrough by the sheer size of the village green. Aldbrough is a village of contrasts, from the wide open spaces of Low Green complimented by the attractive open paddocks south of Aldbrough Beck, to the more formal and smaller High Green, and the flowing sequence of tightly enclosed spaces between Cordilleras Farm and Kilton Grange. Each has its particular quality but in combination they produce a townscape pattern which is unusual in Richmondshire. The Conservation Area boundary is drawn tightly around the historic core ( except at the east end of the green where important tree belts and open areas are included).
