3. Report from Chairman: The Chairman thanked the Village Hall Committee for letting the Parish Council use the village hall for their meetings.

1) Apologies for absence; J Rider, Cllr Michael Heseltine (NYCC), Cllr Jimmy Wilson Petch (RDC).

2) Election of Chairman: R. M. Wilson proposed by M Hird, seconded by R. Watson. The Chairman signed acceptance of Chairman for 2016/17.

3) Election of Vice Chairman: M. Hird proposed by R.Wilson, seconded by R. Watson.

4) Matters arising from the 2015 AGM: There were no matters arising from the previous AGM. Minutes of the meeting were agreed as correct and signed by the Chairman.

5) Confirmation of Standing Orders: The Standing Orders have been reviewed and updated to include the correct venue for meetings. These were confirmed and signed by the Chairman and Vice Chairman.

6) Register of interest: None

7) Approval of Accounts for year ending 31st March 2015 The Annual Governance Review was reviewed and approved. It was agreed that Christina Steel would be retained as Internal Auditor for 2017. The Clerk will provide the information to Christina which will include the following: - Previous years financial audit - Cash book - All bank statements - All invoices from 2016/7 - Cheque book/s - All minutes from 2016/7

It was also agreed to review the accounts every third meeting.

Cllr Wilson gave an overview of the accounts for 2015/16. The Council approved the accounts and the financial audit presented by the Clerk. The Audit was signed by the Chairman and Clerk.

1) Apologies for absence: Cllr Jimmy Wilson Petch (RDC), Cllr Michael Heseltine (NYCC), John Rider

2) Declaration of interest: None received.

3) Minutes of last meeting held on 16th March 2016 were agreed as correct and signed by the Chairman.

4) Matters arising: Cllr Hird reported on information regarding the Little White Bus. The initial survey was completed indicating demand would be required 2-3 days per week with key centres being , Richmond, Northallerton and . The Clerk will forward the survey results to RDC. Cllr Hird agreed to keep the Parish Council informed of any involvement of other organisations and on the progress of the bus. He has also agreed to be a volunteer driver.

Cllr Dodd has secured a defibrillator free of charge for the village and is awaiting further information on training dates. Permission has been given for the defibrillator to be located at The Crown and funding will be required for a cabinet and installation costs. The Chairman thanked Cllr Dodd on behalf of the Parish Council for all her hard work.

The pot hole on the bridge at has now been repaired.

5) Reports from other authorities/ organisations - The Recent Crime reports from North Police has been circulated.

7) Planning: Two planning applications have been circulated. One for Holme House and the other for Manfield House. Both received no objections. It was noted that the application for Manfield House was circulated post completion of the work and this was commented upon in the feedback. It was agreed that the Clerk will pass the comments onto RDC. 1

9) Any other business: 9.1 Cllr Watson reported that recycling bins in the pub carpark were untidy and the signage was not very clear. It was agreed that Cllr Watson would put new signs up. 9.3 Cllr Watson circulated information on Church Garden Fete 4 – 5 June.

10) Link Magazine: No items for inclusion. An item will be included on the defibrillator once progress has been made.

1) Apologies for absence: Cllr Michael Heseltine (NYCC).

2) Declaration of interest: None received.

3) Minutes of the following meetings held on 18th May 2016 were agreed as correct and signed by the Chairman: - AGM - APA - Ordinary meeting of Manfield with Cliffe Parish Council

4) Matters arising: 4.1 The surveys completed by residents on the Little White Bus have been returned to Chloe Lewis at RDC.

4.2 Cllr Dodd has ordered notices which will give the location of the defibrillator and names of volunteers who will assist in an emergency. These will be circulated once they have been received. The Chairman thanked Richie Tennick for installing the defibrillator cabinet.

4.3 The recycle bins have been moved to the far end of the pub car park. Notices have been put up and the area now looks much tidier.

5) Reports from other authorities/ organisations

5.1 Cllr Wilson-Petch reported on the following:

A meeting of the Boundaries Commission is due to take place with a view to reducing the boundaries from 34 to 30.

The Army is releasing a large amount of land on Colburn for housing development.

A planning application from a housing developer is due to be submitted for which will include a new village hall within the development.

A meeting is due to be held on the Little White Bus next week following the survey and Cllr Wilson- Petch will feedback at the next meeting.

Cllr Hird mentioned that there was Fly Tipping at the layby between the junction of Aldbrough St John and Lane End. Cllr Wilson Petch offered to look into the possibility of making the layby into a grass verge.

Cllr Watson queried the sizeable amount of paperwork involved in securing a temporary licence for the village hall, much of which was duplicated. Cllr Jimmy Wilson-Petch agreed to look into the associated policies and procedures.

5.2 The first crime report from PC Wood was circulated by email. The clerk will email PC Wood to include Manfield under a separate heading.

7) Planning: The planning application for a new door at Manfield House has been approved.

9) Any other business: 9.1 Cllr Hird reported that several drains need attention in the village. Some have been overlaid with tarmac and one is below ground level which could be a potential hazard. Cllr Hird identified the drains on a Water Authority map of the village. It was agreed that the clerk will contact the Water Authority to request a site meeting to discuss any remedial action.

9.2 The weeds and foliage are overgrown on the footpath on the side of Piercebridge Bridge. The clerk will contact RDC to request maintenance.

9.3 Cllr Rider showed the Council a notice that Stapleton are using to deter cold calling in the village. It was agreed that the clerk will request notices for Manfield.

10) Link Magazine: To include an item informing residents of the location of the defibrillator and instructions on what to do in an emergency.

1) Apologies for absence: Cllr Richard Watson, Cllr Michael Heseltine (NYCC).

2) Declaration of interest: None received.

3) Minutes of the meetings held on 13th July 2016 were agreed as correct and signed by the Chairman.

4) Matters arising: 4.1 Cllr Dodd reported that the procedure for use of the defibrillator appears to differ from that which was discussed during the training, which has caused a delay in the circulation of the notices in the village. Cllr Wilson Petch was asked if he could look into the procedure for contact to ensure the correct system is followed.

4.2 Work on the drains in Manfield has been completed with three gullies replaced.

4.3 The horticultural work on the footpath approaching Piercebridge bridge has been completed.

4.4 The Clerk has submitted several requests for No Cold Calling signage to both NYCC and the Citizens Advice Bureau and has received an application form to complete. There is a backlog of requests for the signage and therefore it may take some time before signage is received.

5) Reports from other authorities/ organisations:

5.1 Cllr Wilson-Petch reported on the following:

Work continues on the review of the County boundaries by the Boundaries Commission with a view to reducing the boundaries from 34 to 30.

Commencement of the new housing development at Melsonby is imminent.

The current planning charges for developers is to be phased out in favour of a new standard charge. This is due to be introduced in a couple of years and applies to new buildings only.

A meeting is being held on 14th September which includes a discussion on the Little White Bus and Cllr Wilson-Petch will feedback at the next meeting.

The issue of Fly Tipping at the layby between the junction of Aldbrough St John and Lane End and the possibility of making the layby into a grass verge has been raised and is currently awaiting a response.

The procedures involved in securing a temporary licence from the Council, are the systems in place and will continue to be the procedure to be followed.

The Chairman and Clerk met prior to the meeting to discuss and complete the Parish Survey. An overview of the responses was discussed and agreed by the council members. The Clerk will return the completed survey to RDC.

3) Minutes of the meetings held on 14th September 2016 were agreed as correct and signed by the Chairman.

4) Matters arising: 4.1 Cllr Dodd has had discussions with Melsonby Parish Council Clerk about the procedure for their defibrillator who confirmed that the procedure is to dial 999 who then get in touch with first response. Melsonby also have a newsletter that is circulated following every council meeting. The newsletter includes the code for the defibrillator. It was agreed to circulate an information notice to residents explaining what to do in an emergency and include the code for the defibrillator.

5.1 Reports from Cllr Wilson Petch and Cllr Heseltine:

Cllr Wilson Petch:

A tentative timetable has been circulated for the Little White Bus which can be amended and updated as appropriate to need. It was noted that Manfield was not included on the timetable. Cllr Wilson Petch offered to look into the inclusion of Manfield. Volunteers are sought to drive the buses and Cllr JWP will circulate the contact details to the Clerk.

The proposed development of the retail park at Scotch Corner is currently with the government inspector and an outcome is imminent.

There is pressure on house building as new houses are required across the county. It is hoped that a planner from the council will be in attendance at the next North Richmondshire Partnership meeting to provide an outline on the changes to planning.

The council are aware of the flooding on the B6275 and the often appalling and dangerous conditions.

Rumblings continue on the subject of creating a Great Yorkshire Unitary Authority.

The next North Richmondshire Community Partnership meeting on the 7th December will include an agenda item on road safety concerns within North Richmondshire.

Cllr Hird asked if any movement had been made on proposal to turn the layby near the junction of Aldbrough St John and Lane End into a grass verge, given the continued fly tipping. Cllr Heseltine also agreed to look into this issue. The clerk will send Cllr Heseltine a copy of the location from the ordnance survey map of the area.

Cllr Heseltine:

Following county council meetings the Bullet(in) is in progress and will be circulated upon completion.

Funding of £5000 was again available for parishes and the deadline was 1 November. Four bids were received and although there was an underspend all money has been allocated.

Two or three departments in the A and E at Darlington Memorial hospital have come under threat and feedback from a recent survey was unanimous in that the facilities be retained as they are used frequently.

The Fire Authority Unions are considering a ballot on whether to instigate strike action following the introduction and deployment of smaller vehicles, which, could impact on jobs in the service. Although the larger vehicles will continue to remain in service.

Movements were in motion for the triangulation and collaboration of Fire Authority with Humberside Fire Authorities but no further action has been taken in this regard to date.

Councillors have been ‘summoned’ to a meeting on 15 December where the minister for Fire and Police will be discussing linking the Fire Authorities and Police services together.

6.3 The Clerk informed the Council that the request for 16/17 Precept had been received. It was agreed that there would be no request for an increase and the Precept to remain at £2070.

7) Planning: 7.1 A planning application was received for Manfield House to lower the wall height in the garden area. Reponses from the Council were forwarded to RDC.

7.2 A planning application for a single storey extension to Maycroft was received and the council raised no objections.

9) Any other business: 9.1 Cllr Hird reported on a recent meeting with Police Officer Mark Wood to look at the exits at Cottagers and Bowling Green Lane junctions. Exiting from these junctions continues to be hazardous and both junctions would benefit from the installation of mirrors to improve the safety in these areas. Cllr Heseltine explained that the permission of the Department of Transport is required for installation of mirrors and this may be unlikely to be approved. It was agreed that the clerk would email Ian Beighton at Highways to request a site meeting and include Cllr Heseltine. Cllr Hird and Police Officer Mark Wood in the email.

9.2 Information has been circulated by the Parish Council to inform residents of the proposed removal of the village phone box and the contact details of the County Council if residents wish to lodge any complaints.

9.3 The stone path adjacent to the stone wall on the village green has quite a few loose stones which require attention. The clerk will email Gary Hudson at RDC to request repair.

9.4 The clerk reported that there was funding available through the YCLA for IT equipment to support meeting the Transparency Code. The Council may want to consider applying for funding to purchase a lap top and scanner for the Parish Council. It was agreed that the clerk would submit a funding application.

Minutes of the meeting held at Manfield Village Hall on Wednesday 18th January 2017

Council members paid respect to Cllr Heseltine following his death. The Chairman gave details of the funeral arrangements and will attend on behalf of the Parish Council.

2) Declaration of interest: None received.

3) Minutes of the meetings held on 16th November 2016 were amended on 7.1 Planning to read...’lower the wall’.... and signed by the Chairman.

4) Matters arising: 4.1 Discussions on the proposed layby arrangements on the B6275 were postponed to the next meeting as feedback is awaited from Cllr Wilson Petch. 4.2 The Scotch Corner Retail Park has now been given approval to go ahead. 4.3 The Housing Service has inspected the damaged stone wall and information on when repairs will be carried out is awaited, as it has been referred to another service. 4.4 The outcome of the funding application to YCLA for IT equipment is due at the end of January.

5) Reports from other authorities/ organisations:

North Yorkshire Police:

PO Mark Wood and PCSO Vincent Long gave an update on the recent crime in and around the area. The main focus for Manfield and Cliffe was the theft of coping stones. The police are actively using media messaging to support crime reduction and a Rural Task Force has been established by the Police Commissioner to target rural crime, working alongside existing police duties. Results are proving positive.

An update was given on the Community Speedwatch Patrol and PO Mark Wood circulated a flowchart indicating the Speed Management process. An update was given to PO Wood as to where Manfield has progressed in this process. The clerk will email PO Wood the information for follow up. PO Wood will also carry out a Speed Management Control in the area at key times in the next few weeks and if speeding is within tolerances, no further action will be taken. if speeding is above tolerance level then a speed monitor will be fitted over a period of a week and analysed within categories 1-4, with 1 high. Further action will be taken depending on the category. if the category is low - 3 then volunteering within the Community Speedwatch may be offered. This is currently being operated in Gilling West and PO Wood can provide contacts if required. PO Wood reported that any member of the public can report a speeding concern using the form on NYCC website.

6.3 The clerk informed the Council that the 16/17 Precept has now been approved.

7) Planning: 7.1 The planning application to reduce the existing wall height at Manfield House has been approved. 7.2 Planning permission has been granted for the conversion of traditional agricultural buildings to residential units and garaging at Holme House.

9) Any other business: 9.1 Information on WW1 - Battles over - A Nations Tribute and WW1 Beacons of Light November 2018 was circulated. The Chair gave an overview of the plan and it was agreed that the Parish Council would be involved. The Chair will be the nominee, supported by Cllr Watson. There will be insurance to consider with respect to first aiders/police/fire service which will be considered as plans progress. The clerk will complete the necessary documentation. 9.2 The council discussed the proposed newsletter and it was agreed to produce one following this meeting and circulate to residents as a trial. Feedback on distribution and logistical arrangements will take place at the next meeting. The clerk will also report on costs for production.

9) Any other business: 9.1 The new dog waste bin has still not been installed. The Clerk will follow up with RDC. 9.2 A resident has complained over the refuse collection changes and speeding on the B6275 around 5am in the morning. The Chairman will speak to the resident. 9.3 A resident has asked if the Council could report the carriageway erosion in Cottagers Lane. The clerk will contact NYCC. 9.4 New side roads signs have been installed at the onset to both Cottages Lane and Bowling Green Lane junctions in response to the concerns over safety raised by the Council. 9.5 The new ‘No Cold Calling Zone’ signs are now in place at both entrances to the village.

11) Newsletter Many parishioners have welcomed the newsletter and it was agreed to produce another issue. The following items were agreed for inclusion: - Speed Management update - Carriageway erosion - Dog fouling. - Side road signs - New dog waste bin - AGM
