Apologies for absence were received from Councillors Mrs R Danjoux, Messrs. J Cooper and S Cosgrove. 2. The minutes of last month’s meeting had been circulated and were signed by the Chairman after being agreed as a correct record. 3. Police Report and Neighbourhood Watch The Police report for December was received. Information gathered at the meeting on one of the items in the report will be e mailed to the Police. An e mail was circulated consulting on views on the proposed Police precept for the next financial year. Ringmaster messages included reports on damage to the King’s Head and a blackmail scam. 4. Meeting open to the Public Mr Autherson attended the meeting to bring the Council up to date with changes which are going to happen to the Chapel. They have decided not to go for planning permission but will be having an open consultation evening on 5 February. Leaflets will be distributed throughout the village. The project is going well and it is hoped to open in May. There will be a book exchange but there may be a chance of a branch library. Another suggestion is a CAB session once a week. Linking everything together is the coffee shop.

    LANDSCAPE CHARACTER THE LANDSCAPE CLASSIFICATION The Landscape Classification The County Durham Landscape Character Assessment identifies landscape types and character areas at three different levels - the regional, the sub-regional and the local. Regional County Character Areas Sub-regional Broad Landscape Types Broad Character Areas See Table 1 Local Local Landscape Types See Table 2 Local Sub-types County Character Areas. County Character Areas are based on Natural England’s Countryside Character Areas. There are 6 Countryside Character Areas in County Durham, all of which extend beyond its administrative boundaries. County Character Areas are effectively those parts of Countryside Character Areas lying within the County. The boundaries of County Character Areas are more precisely drawn than those of Countryside Character Areas as they are based on a more detailed level of assessment. In reality the boundaries between these broad landscape zones are often gradual and progressive and difficult to identify precisely on the ground. The character of County Character Areas may differ in some ways from that of the larger Countryside Character Areas to which they belong. The descriptions of County Character Areas given here in the Landscape Assessment may therefore be slightly different to the descriptions given in other publications for Countryside Character Areas. Broad Landscape Types and Character Areas Broad Landscape Types are landscapes with similar patterns of geology, soils, vegetation, land use, settlement and field patterns identified at a broad sub-regional level. As with County Character Areas, the boundaries between Broad Landscape Types are not always precise, as the change between one landscape and another can be gradual and progressive.

    On 20 March 2019 we asked people across the UK to capture the arrival of the first official day of spring and help create a crowd-sourced nature diary. More than 400 people did just that from across the four corners of the UK – celebrating this season of colour and the natural world coming to life. The following pages are a selection of the entries curated by the writer Abi Andrews. Introduction n 2018, my spring was spent in a caravan, in a glade in view of Carningli mountain, Itopped by a rocky grey outcrop with purple heathers, confettied below with vivid yellow gorse. The caravan sat within the Pembrokeshire Coast National Park, in an area that saw an influx of ‘back-to-the-landers’ during the seventies. In it you will find covert, sympathetically built dwellings and cooperative human communities in repurposed farmhouses, lying between woods of bent, blackened oaks, their flamboyant colonies of lichens, and boulders covered with soft and ecstatic mosses. On the moors are strange, stunted Welsh horses, their silhouettes hunched like the simplified animals of Neolithic rock art. Clear spring water gurgles up and silvers everything, running brown through the taps after a heavy rain. At night, owls call to each other. In spring 2019, I was the most attentive to the living world that I have ever been, for the transition of a season. I grew up in suburbia, and moved soon after to a city. Living closer to the land has offered me an anchoring, in noticing the seasons more: the fatigue that comes with winter darkness, the processing of firewood for next year, the harvesting of food — being reminded all the time of the future by preparing for it.

History The earliest evidence of occupation in Low Coniscliffe is a burial mound recently found on the field to the East of Gate Lane at the entrance to the village of Low Coniscliffe. The mound dates from between 1500 BC and 2400 BC and shows that pastoral people of the time had developed an attachment to the Low Coniscliffe area. Various historical records contain references to Low Coniscliffe evidencing a pele tower, a Manor House, a dovecot, a medieval tythe barn, gallows and a toll gate located at the entrance road into the village hence the name Gate Lane.
