3. Report from Chairman: The Chairman thanked the village hall committee for letting the parish council use the village hall for their meetings.

2) Election of Chairman: R. M. Wilson proposed by M Hird, seconded by S.Dodd.

3) Election of Vice Chairman: M. Hird proposed by R.Wilson, seconded by S. Dodd.

4) Matters arising from the 2014 AGM: There were no matters arising from the previous AGM. Minutes of the meeting were agreed as correct and signed by the Chairman.

5) Confirmation of Standing Orders: These were confirmed and signed by the Chairman and Vice Chairman.

6) Register of interest: None. Cllr Wilson Petch reported that an interest now only needed to be declared if it was of a financial interest.

7) Approval of Accounts for year ending 31st March 2015 Cllr Wilson gave an overview of the accounts for 2014/15. The Council approved accounts and financial audit presented by the Clerk and signed by the Chairman and Clerk. It was agreed to retain Christina Steel as internal auditor for 2015/6. The Clerk will provide the information to Christina which will include the following: - Previous years financial audit - Cash book - All bank statements - All invoices from 2015/6 - Cheque book/s - All minutes from 2015/6 - VAT records - Asset records

1) Apologies for absence: J Rider, Cllr Michael Heseltine

2) Declaration of interest: none received.

3) Minutes of last meeting held on 25th March 2015 were agreed as correct and signed by the Chairman.

4) Matters arising: 4.1 Cllr Wilson reported that consideration had been given to an application to the Community Opportunities Fund for the purchase of a lawnmower for the future responsibility for grass cutting. However given the contribution required and the upcoming election that may incur costs, the council funds are not sufficient to sustain any expenditure at the moment. 4.2 The warning signs have now been installed at Manfield Bridge on the approach from the B6275. 4.3 Following the recent election all Parish Councillors have been re-elected. 4.4 Additional dog fouling notices have now been displayed in the village following a request to RDC. It was requested that the waste bin in Bowling Green Lane to be replaced with a dog waste bin. The Clerk will contact RDC for further information and look into the costs.

5) Reports from other authorities/ organisation 5.1 The recent communication from the Safer Partnership was discussed and it was noted that North Police have been in the village undertaking speed enforcement activity. As the next stage in the village speed enforcement is unsure the Clerk will email Cllr Heseltine to enquire if there will be any follow up action. 5.2 PC John Wilbor and PCSO Daniel Loughran circulated the recent area crime report and noted that there has been no crime in Manfield since the last report.

6) Finance: 6.1 Bank Balance: Community - current account: £1322.39 Business Saver- deposit account: £2219.95 6.2 Accounts for payment: John Bainbridge Horticultural Services - £105 Grass cutting: £105 6.3 A claim for a VAT refund for the period 1.4.12 – 31.3.15 has been submitted to HMRC.

9) Any other business: 9.1 A parishioner has enquired as to whether the cattle grid at the end of Glebe Lane could be removed and a gate installed. Cllr Wilson reported that as the cattle grid is redundant there are several options for consideration which will be followed up. 9.2 Cllr Watson reported that the village green notice board required attention and the wood varnishing/treating. It was agreed that Cllr Watson would ask Richie Tennick if he could carry out the work involved. 9.3 Following the request from the Yorkshire Air Ambulance to locate a recycling bank in the village it was agreed that Cllr Watson would speak to Peter and Karen from The Crown and ask it could be located with the other recycling banks. 9.4 Cllr Hird asked when the Little White Bus would be in operation and the proposed routes. Cllr Wilson Petch agreed to follow up.

10) Link Magazine: To include an item on the re election of the Parish Councillors and a list of names.

1) Apologies for absence: None

2) Declaration of interest: None received.

3) Minutes of last meeting held on 13th May 2015 were agreed as correct and signed by the Chairman.

4) Matters arising: 4.1 It was agreed to progress the request for a dog waste bin, but to ask RDC for a multipurpose waste bin which have been provided free in the past. If this option is not available costs to provide a dog waste bin were agreed. The clerk will contact RDC to make the request. 4.2 Cllr Wilson reported that the cattle grid has now been filled in to make crossing over it much easier and the resident has been informed. 4.3 Cllr Hird reported that Richie Tennick has agreed to carry out the required work to the village notice board. 4.4 Cllr Watson reported that he has contacted the Air Ambulance to inform them that Peter Hines has agreed to the request for a recycling bank and is awaiting feedback from them as to installation.

5) Reports from other authorities/ organisation 5.1 Cllr Heseltine gave an update on the Little White Bus. It is proposed to operate initially in Whashton and Middleton Tyas but no further feedback has been received to date. 5.2 Cllr Heseltine gave feedback from the recent Community Safety Partnership meeting in relation to the speeding concerns in Manfield. Statistics from the data log indicated a high percentage of speed in excess of the limit and speed enforcement is continuing in the village. 5.3 Cllr Wilson Petch gave feedback from the Recycling meeting of which he is now a member. All bin wagons will be replaced and there are planned improvements to recycling waste.

9) Any other business: 9.1 Bowling Green bankside is becoming overgrown and it was suggested that John Bainbridge be asked to cut the area. The clerk will speak to John. It was noted that some residents are undertaking maintenance of the grass verges and other areas in the village. 9.2 A resident has requested if maintenance work could be carried out on the trees on the village green. The clerk will contact RDC. 9.3 Cllr Wilson has spoken to Highways about the blind spot at the lane end crossroads and it is not within their remit. Cllr Wilson has spoken to the resident and suggested that the roses are reduced and the top stones on the wall are removed to improve visibility. 9.4 A resident has enquired as to who is responsible for maintaining the bridge at Piercebridge as it is quite overgrown with weeds. The Clerk will enquire as to who is responsible. 9.5 A concern has been raised about Peddlers in the village. All Peddlers must carry a licence which residents are entitled to ask for. If they do not have licences then the police can be informed. 9.6 The clerk enquired about the new transparency code and how the Parish Council is to respond as little information is known. Cllr Heseltine suggested contacting NYCC for further information.

1) Apologies for absence: R. Watson, Cllr Michael Heseltine (NYCC)

2) Declaration of interest: None received.

3) Minutes of last meeting held on 15th July 2015 were agreed as correct and signed by the Chairman.

4) Matters arising: 4.1 RDC have agreed to replace the waste bin with a multipurpose bin free of charge. As the current waste bin is one of the older types it will be given higher priority. 4.2 Richie Tennick will carry out the work required to the notice board as soon as possible. 4.3 No further information has been received from the Air Ambulance to date. 4.4 The works to Bowling Green Lane bankside have been completed by John Bainbridge. 4,5 The trees on the village green have now been pruned. 4.6 Cllr Wilson has again spoken to the resident about the pruning of the roses and he will undertake the work as soon as possible. 4.7 Cllr Wilson has spoken with a Councillor for Piercebridge Parish Council and established that Borough Council are responsible for maintaining the bridge. The side adjacent to the onset of the bridge is the responsibility of RDC and does require some maintenance work. Cllr Wilson-Petch agreed to follow up to see if RDC can carry out the necessary work. 4.8 The clerk contacted NYCC about the Transparency Code but was unable to receive any information. However YCLA have published the code and associated funding available for councils. It was agreed that the clerk would look at options available to the council to meet the code.

The clerk reported that funds were low in the community account and it was agreed to transfer £1000 from the Business Saver account.

7) Planning: There were no planning applications for approval.

It was reported that some residents have been asking if the pub needed planning permission to erect the large Marquis used for events as there is often a lot of noise and lights. It was agreed that this may be an environmental issue as planning permission is not required.

9) Any other business: 9.1 A resident has requested information on the public liability position when undertaking grass cutting. Cllr Wilson reported that the council would not be covered and to undertake this would be too costly. Cllr Wilson will respond to the resident direct. 9.2 A resident has asked about the possibility of a mirror being located at the end of Cottagers Lane as it is often proving quite hazardous to exit. The clerk will contact NYCC to enquire about as to the possibility. 9.3 Cllr Dodd explained the possibility of a defibrillator for the village and support from the council to move forward via the Village Hall Management Committee. The council gave their support but are unable to provide any funding at the moment. 9.4 Cllr Hird asked if any more information had been received on the community speed watch following the information circulated. As none has been received to date the clerk will contact PC John Wilbor for an update.

3) Minutes of last meeting held on 16th September 2015 were agreed as correct and signed by the Chairman.

The minutes of the AGM and APA of 13 May 2015 were agreed as correct and signed by the Chairman.

4) Matters arising 4.1 The roses at Lane End have now been pruned providing a minor improvement. 4.2 Cllr Wilson Petch has requested horticultural work to be carried out near Piercebridge bridge. 4.3 The Transparency Code has now been met. 4.4 Cllr Hird and Malcolm McCullum will be attending a meeting where a representative from the NHS will be attending to provide an overview on defibrillators and installation. 4,5 The Clerk gave an update on the Community Speedwatch pilot from PC John Wilbor. Good progress is being made but opportunities for volunteering are not yet available.

5) Reports from other authorities/ organisation Cllr Wilson Petch reported on the following: - The grant towards the Parish Precept is being removed and a reduction will be made in 2016/7 with full removal in 2017/8. It was agreed that the clerk will request a 5% increase for 2016/7 and Cllr Wilson Petch agreed to support the increase. - RDC are hoping to maintain a zero increase in council tax for 2016/7. - Council tax on empty properties is potentially going to be introduced by RDC and Cllr Wilson Petch requested that the Parish Council to advise of any properties that may be empty.

3) Minutes of last meeting held on 13th January 2016 were agreed as correct and signed by the Chairman.

4) Matters arising 4.1 Cllr Hird gave feedback following attendance at the meeting on the overview of defibrillators and installation. The next stage is to arrange a meeting for all residents and a date has been set for 16 February at 7pm. Patrick Murphy from the Ambulance Service will attend to give an overview of the operation and installation of defibrillators. This will enable the Parish Council to gauge the level of interest from residents. It was agreed to produce notices and a letter of invitation to all residents and extend the opportunity to attend to the residents of Cleasby and Stapleton. The Clerk will draft a notice and letter of invitation for circulation. The level of interest, training and subsequent costs will be discussed at the next Parish Council meeting.

5) Reports from other authorities/ organisations Cllr Heseltine reported on the following from NYCC: - A new form has been introduced to request work from Highways which is available on the NYCC website. - A new procedure is in place to report speeding concerns to the police. A form is required to be completed which can be found on the NYCC website. Any issues will be handled by the police. - Applications to the Locality Budget close on the 31/1/16 - The central government grant for councils has now come through and generally, austerity continues. The Council is on target to achieve its budget but further reductions have to be made; 21.3 million by 2019/20, totalling 173 million over the decade. - Flooding has continued to cause problems in the County but mainly in the and Selby area. - Nigel Smith is the new Area Manager for Area Highways.

9) Any other business: 9.1 Following an enquiry from a resident as to when double glazing is scheduled for the bungalows in Manfield, the clerk enquired and it is due to be installed between April 2016 and March 2017. The clerk will forward the information to John Rider to pass onto the resident. 9.2 It was noted that John Bainbridge will be 65 on March 8th. It was agreed that a card will be sent to him from the Parish Council.

5) Reports from other authorities/ organisations Cllr Jimmy Wilson-Petch reported on the following from RDC: - The next RDC meeting has been postponed to 20 April where a topic for discussion will be The Little White Bus. North Richmondshire area has been allocated a bus and it is hoped to secure a bus for the local area. Cllr Wilson Petch provided an overview on the progress of The Little White Bus.

Cllr Michael Heseltine reported on the following from NYCC: - Funding has been secured from the Locality Budget to support projects and funding will be available from 1 April 2016.

Following discussion it was agreed not to proceed with any purchases.

9) Any other business: 9.1 The Council discussed the feedback following the meeting on 16 February on the installation of a defibrillator in the village. It was agreed that the Council would seek to install a machine in the village. A key factor is funding to support costs and installation and it was agreed that the clerk would email Chloe Lewis at RDC to enquire as to any funding available. Cllr Heseltine suggested that an application could be considered to the Locality Budget. A location for proposed installation was discussed and it was agreed that the most suitable place would be outside The Crown pub. Cllr Watson agreed to approach the owner and the licensees to see if they would give their support. The requirement for 4 – 6 volunteers to be trained to use the machine was discussed and it was agreed to approach residents who may be willing to become a volunteer. 9.2 A pot hole has appeared on the bridge at Piercebridge. The clerk will contact highways for repair. 9.3 Cllr Watson gave the dates of 4 – 5 June for the Church Garden Fete.
