Manfield with Cliffe Parish Council Minutes – 2015/16 13 May 2015 – Annual Parish Assembly 13 May 2015 – AGM 13 May 2015 15 July 2015 16 September 2015 11 November 2015 13 January 2016 16 March 2016 ANNUAL PARISH ASSEMBLY OF MANFIELD WITH CLIFFE PARISH COUNCIL Wednesday 13th May 2015 in Manfield village Hall Notice of meeting had been given in accordance with Local Government Act 1972 1. Councillors Present: R. M Wilson (Chairman) M Hird (Vice Chairman) S. Dodd R Watson Cllr.J. Wilson-Petch (RDC) S. Nattrass (Clerk) 2. Apologies for absence: J Rider, Cllr Michael Heseltine (NYCC) 3. Report from Chairman: The Chairman thanked the village hall committee for letting the parish council use the village hall for their meetings. 4. Open Discussion No residents attended the meeting. No discussions took place. Meeting closed at 6.35pm THE MANFIELD WITH CLIFFE PARISH COUNCIL Minutes of the Annual General Meeting held in Manfield Village Hall on Wednesday 13th May 2015 Present: R.M. Wilson (Chairman) M.Hird (Vice Chairman) Cllr J.Wilson-Petch (RDC S. Dodd R Watson S. Nattrass (Clerk) 1) Apologies for absence; J Rider, Cllr Michael Heseltine (NYCC) 2) Election of Chairman: R. M. Wilson proposed by M Hird, seconded by S.Dodd. 3) Election of Vice Chairman: M. Hird proposed by R.Wilson, seconded by S. Dodd. 4) Matters arising from the 2014 AGM: There were no matters arising from the previous AGM. Minutes of the meeting were agreed as correct and signed by the Chairman. 5) Confirmation of Standing Orders: These were confirmed and signed by the Chairman and Vice Chairman. 6) Register of interest: None. Cllr Wilson Petch reported that an interest now only needed to be declared if it was of a financial interest. 7) Approval of Accounts for year ending 31st March 2015 Cllr Wilson gave an overview of the accounts for 2014/15. The Council approved accounts and financial audit presented by the Clerk and signed by the Chairman and Clerk. It was agreed to retain Christina Steel as internal auditor for 2015/6. The Clerk will provide the information to Christina which will include the following: - Previous years financial audit - Cash book - All bank statements - All invoices from 2015/6 - Cheque book/s - All minutes from 2015/6 - VAT records - Asset records The meeting finished at 6.50pm MANFIELD WITH CLIFFE PARISH COUNCIL Minutes of the meeting held at Manfield Village Hall on Wednesday 13 May 2015 Present: R Wilson (Chair) M. Hird S. Dodd R. Watson Cllr Jimmy Wilson-Petch (RDC) S. Nattrass (Clerk) 1) Apologies for absence: J Rider, Cllr Michael Heseltine 2) Declaration of interest: none received. 3) Minutes of last meeting held on 25th March 2015 were agreed as correct and signed by the Chairman. 4) Matters arising: 4.1 Cllr Wilson reported that consideration had been given to an application to the Community Opportunities Fund for the purchase of a lawnmower for the future responsibility for grass cutting. However given the contribution required and the upcoming election that may incur costs, the council funds are not sufficient to sustain any expenditure at the moment. 4.2 The warning signs have now been installed at Manfield Bridge on the approach from the B6275. 4.3 Following the recent election all Parish Councillors have been re-elected. 4.4 Additional dog fouling notices have now been displayed in the village following a request to RDC. It was requested that the waste bin in Bowling Green Lane to be replaced with a dog waste bin. The Clerk will contact RDC for further information and look into the costs. 5) Reports from other authorities/ organisation 5.1 The recent communication from the Safer Richmondshire Partnership was discussed and it was noted that North Yorkshire Police have been in the village undertaking speed enforcement activity. As the next stage in the village speed enforcement is unsure the Clerk will email Cllr Heseltine to enquire if there will be any follow up action. 5.2 PC John Wilbor and PCSO Daniel Loughran circulated the recent area crime report and noted that there has been no crime in Manfield since the last report. 6) Finance: 6.1 Bank Balance: Community - current account: £1322.39 Business Saver- deposit account: £2219.95 6.2 Accounts for payment: John Bainbridge Horticultural Services - £105 Grass cutting: £105 6.3 A claim for a VAT refund for the period 1.4.12 – 31.3.15 has been submitted to HMRC. 1 Manfield with Cliffe Parish Council 7) Planning: Planning applications have been approved for: - Sycamore House, Bowling Green Lane, Manfield - The George Hotel, Piercebridge (Biomass boiler) 8) Correspondence: RDC: Step by Step information leaflet RDC: Richmondshire District Council Funding and Grants Schemes 2015/6: RDC: Election of a member of Parliament for Richmond (Yorks) Constituency RDC: Parish Council Elections RDC: Little White Bus NYP: Monthly Crime update NYP: April newsletter: Police and crime Commissioner for North Yorkshire YCLA: White Rose Update Yorkshire Air Ambulance: request for recycling bank 9) Any other business: 9.1 A parishioner has enquired as to whether the cattle grid at the end of Glebe Lane could be removed and a gate installed. Cllr Wilson reported that as the cattle grid is redundant there are several options for consideration which will be followed up. 9.2 Cllr Watson reported that the village green notice board required attention and the wood varnishing/treating. It was agreed that Cllr Watson would ask Richie Tennick if he could carry out the work involved. 9.3 Following the request from the Yorkshire Air Ambulance to locate a recycling bank in the village it was agreed that Cllr Watson would speak to Peter and Karen from The Crown and ask it could be located with the other recycling banks. 9.4 Cllr Hird asked when the Little White Bus would be in operation and the proposed routes. Cllr Wilson Petch agreed to follow up. 10) Link Magazine: To include an item on the re election of the Parish Councillors and a list of names. 11) Date and time of next meeting: The dates for meetings 2015/6 were agreed as - 15 July 2015 - 16 September 2015 - 11 November 2015 - 13 January 2015 - 16 March 2015 - 18 May 2015 The meeting closed at 7.20pm. 2 Manfield with Cliffe Parish Council MANFIELD WITH CLIFFE PARISH COUNCIL Minutes of the meeting held at Manfield Village Hall on Wednesday 15 July 2015 Present: R Wilson (Chair) M. Hird S. Dodd R. Watson J Rider Cllr Michael Heseltine (NYCC) Cllr Jimmy Wilson-Petch (RDC) S. Nattrass (Clerk) 1) Apologies for absence: None 2) Declaration of interest: None received. 3) Minutes of last meeting held on 13th May 2015 were agreed as correct and signed by the Chairman. 4) Matters arising: 4.1 It was agreed to progress the request for a dog waste bin, but to ask RDC for a multipurpose waste bin which have been provided free in the past. If this option is not available costs to provide a dog waste bin were agreed. The clerk will contact RDC to make the request. 4.2 Cllr Wilson reported that the cattle grid has now been filled in to make crossing over it much easier and the resident has been informed. 4.3 Cllr Hird reported that Richie Tennick has agreed to carry out the required work to the village notice board. 4.4 Cllr Watson reported that he has contacted the Air Ambulance to inform them that Peter Hines has agreed to the request for a recycling bank and is awaiting feedback from them as to installation. 5) Reports from other authorities/ organisation 5.1 Cllr Heseltine gave an update on the Little White Bus. It is proposed to operate initially in Whashton and Middleton Tyas but no further feedback has been received to date. 5.2 Cllr Heseltine gave feedback from the recent Community Safety Partnership meeting in relation to the speeding concerns in Manfield. Statistics from the data log indicated a high percentage of speed in excess of the limit and speed enforcement is continuing in the village. 5.3 Cllr Wilson Petch gave feedback from the Recycling meeting of which he is now a member. All bin wagons will be replaced and there are planned improvements to recycling waste. 6) Finance: 6.1 Bank Balance: Community - current account: £1112.39 Business Saver- deposit account: £2219.95 6.2 Accounts for payment: John Bainbridge Horticultural Services - £105 1 Manfield with Cliffe Parish Council Grass cutting: £140 7) Planning: The planning application for Fieldside was approved. 8) Correspondence: RDC: The Covenant Fund NYCC: Awards for Community Projects/groups and individuals NYCC: Richmondshire Area Committee meeting NYCC: Local Transport Plan NYP: Police and Crime Commissioners-Community Fund NYCC: Bus subsidy reductions NYCC: Bullet(in) NYCC: County Councillors Annual Report YCLA: Richmondshire Branch meeting YVLA: White Rose Update Clerk and Councils Direct magazine: May 2015 and July 2015 9) Any other business: 9.1 Bowling Green bankside is becoming overgrown and it was suggested that John Bainbridge be asked to cut the area. The clerk will speak to John. It was noted that some residents are undertaking maintenance of the grass verges and other areas in the village. 9.2 A resident has requested if maintenance work could be carried out on the trees on the village green. The clerk will contact RDC. 9.3 Cllr Wilson has spoken to Highways about the blind spot at the lane end crossroads and it is not within their remit. Cllr Wilson has spoken to the resident and suggested that the roses are reduced and the top stones on the wall are removed to improve visibility.
