Thailand Sector Update 30 June 2020 Construction & Engineering | Construction Construction Overweight (Maintained) Orange Dream Comes True; Stay OVERWEIGHT Stocks Covered 2 Rating (Buy/Neutral/Sell): 2 / 0 / 0 Last 12m Earnings Revision Trend: Negative Stay OVERWEIGHT; Top Pick: CH Karnchang (CK). It is more than Top Picks Target Price certain now that the Orange-Line Mass Rapid Transit’s (MRT) operations CH Karnchang (CK TB) – BUY THB22.50 concession bid and west side construction work will be executed soon. Pre-bid, we expected this to be the major sector highlight within 2020. Post bid, the winner will get solid catalysts, given the project’s sizable scale and attractiveness as a first-tier MRT route. The first beneficiary should be the bid winner’s construction partner. We stand on the side of CK and its affiliates, given their high chance of winning this bid. Spotlight on the Orange-Line MRT bid. There is a certain schedule for Analyst the Orange-Line MRT’s bids in the operations concession for the overall Chatree Srismaicharoen route and remaining construction work of the west side route. The overall bid value should hover at c.THB120bn: THB90bn in construction works +66 2088 9743 [email protected] and a THB30bn operations concession. We do not think there will be any more significant postponements for this bid, as the invitation for submissions to the private sector are set to start from this Friday. A Request For Proposal (RFP) can be purchased by the interested candidates from 10 Jul. All candidates will have three months to study the RFP and then submit their proposals in terms of candidate qualification, construction technology and mechanical & engineering (M&E) supply sourcing, financial aspects, etc, by September. The Mass Rapid Transit Authority of Thailand is set to sign the public-private partnership agreement with the bid winner by end-2020. Inevitably, while this bid should be the major highlight for the construction industry and other related sectors, it will be the former that will feel the benefits from this MRT project initially, in our view. Schedule for the Orange-Line MRT bid Two fighters dominate the stage, as usual. The Orange-Line MRT’s Period attractiveness lies in the route cutting through Bangkok from east to west, Invitations submitted to the 3-9 Jul 2020 passing several strategic locations with high population densities. This private sector route’s importance is comparable with the Bangkok Mass Transit System. Distribution of Request For Hence, we expect several candidates to participate in the bidding process. 10-24 Jul 2020 Proposals Although the number of candidates cannot be ascertained for now, there Bidders submitting their are two that stand out: CK and its affiliates and a BTS Group-led (BTS TB, Within Sep 2020 NR) consortium with Sino-Thai Engineering & Construction (STEC) as a proposals member Public-private-partnership Within Dec 2020 agreement signing An aggressive BTS. Emboldened with high confidence after winning a series of infrastructure bids including two MRT routes – the Pink- and Source: The Bangkok Insight Yellow-Lines – and two motorway concessions, the BTS-led consortium should strike an aggressive note in bidding for this attractive project. Within this consortium, STEC will be the construction arm that benefits from the project development. However, the more aggressive BTS’ bid proposal, the less benefits STEC gets. This situation will not bode well for the latter, as the company – with abundant orderbooks on hand worth THB80bn – needs to enhance its GPMs from the current low >4% level. Opportunity for CK. We expect Bangkok Expressway & Metro (BEM TB, BUY, TP: THB11.50) to be a bid representative for CK. If it wins, the latter – with very low orderbooks on hand – will be awarded the construction works, as well as M&E supply sourcing. Although GPMs from this project is expected to be lower than its current average (10%), the new orderbooks will, at least, help turn around CK’s revenue prospects and revitalise its earnings outlook. % Upside P/E (x) P/B (x) Yield (%) Company Name Rating Target Price(THB) (Downside) Dec-20F Dec-20F Dec-20F CH Karnchang BUY THB22.50 12.5 22.4 1.5 1.8 Sino-Thai Engineering & Construction BUY THB17.50 15.1 19.8 1.9 2.3 P/E (x) P/B (x) Yield (%) Dec-20F22.4 Dec-20F1.5 Dec-20F0.0 Source: Company data, RHB 19.8 1.9 0.0 See important disclosures at the end of this report 1 assumptions made and information currently available to RHB and are subject to RHB Guide to Investment Ratings known and unknown risks, uncertainties and other factors which may cause the actual results, performance or achievement to be materially different from any future Buy: Share price may exceed 10% over the next 12 months results, performance or achievement, expressed or implied by such forward-looking Trading Buy: Share price may exceed 15% over the next 3 months, however statements.
