2 1 Introduction

1 The purpose of this document is to set out a statement of how the Council has involved the local community, relevant stakeholders and statutory bodies in the development of the Allerdale Local Plan in accordance with the Town and Country Planning (Local Planning) () Regulations 2012

2 This statement explains how consultation has been carried out at various key stages in the preparation of the Local Plan, which methods of communication were used and how the responses received have influenced the production of the Local Plan. The statement will address the following requirements:

• Who was invited to make representations; • How they were invited to do so; • A summary of the main issues raised as a result of the consultation; and; • How those main issues have been addressed in the Local Plan.

3 This statement will also set out how the Council has conformed with the Statement of Community Involvement (SCI). The SCI was adopted in March 2010 and sets out the minimum requirements which the Council must carry out when consulting at each stage of the preparation of the Local Plan and on any other planning matters. The SCI is available to view at www.allerdale.gov.uk/localplan

4 Changes to the planning system were introduced in March 2012 with the publication of the National Planning Policy Framework (NPPF) and the Localism Act. The previous system of the Local Development Framework (LDF) has now been replaced with a Local Plan and the Pre-Submission Draft Local Plan reflects this; however references to the LDF, Core Strategy and Development Management documents appear throughout this consultation statement as these were the correct titles at the time.

Allerdale Local Plan (Part 1) CD1 PreSubmission Draft

5 The Allerdale Local Plan (Part 1) Pre-submission Draft was published in its final form on 3rd May 2013, with the consultation period running until 18 th June 2012, and extended to 12 th July 3013.

6 Letters and emails were sent out inviting consultees to make representations relating to the revised draft Local Plan, and also on the updated Sustainability Appraisal and Habitats Regulation Assessment. Further consultation letters were sent out informing about an extension to the consultation deadline, in order to publicise updated topic papers. Deposit copies of the draft Plan and the Sustainability Appraisal and

4 Habitats Regulation Assessment were placed in libraries and Council offices of the six major towns throughout the Plan Area. Various publicity pieces were also published on the Council’s web site and in the Local Press. Copies of consultation material are available to view in Appendices Volume 1.

7 The number of representations received totalled 538, from 205 representors.

8 The representations comprise:

102 supporting 439 comments suggesting changes 215 objections citing issues of soundness

10 The largest number of representations related to Policy S3 (Spatial Strategy) - specifically in relation to the inclusion of Brigham within the settlement hierarchy (146 Objections). The main reasons given for these objections related to the current viability of the shop and poor infrastructure.

11 The second largest number of responses related to Policy S19 ( and Low Carbon Technologies) in the form of letters of support for this policy (19 Support). This represents the biggest shift between those who supported and those who opposed the

5 Plan between Preferred Options and Pre-Submission drafts. Most of these responses specifically support changes made to the Plan following the Preferred Options draft, in particular the inclusion of a setback distance in relation to wind development. Most respondents felt that this inclusion provided appropriate protection to residential amenity.

12 The level of housing growth was also a key issue. In particular whether the housing target was sufficient to meet pass unmet need due to poor delivery rates, affordable housing need and economic ambitions.

13 Other policies which received a number of responses include the Strategic Objectives and Area Based Policies (S6a - S6f). The majority of these responses were from representatives whom felt that particular themes or issues had been excluded, or specific locations should have been given greater emphasis within these strategic policies.

14 The Council’s first Statement of Community Involvement (SCI) was produced in 2006. The SCI was adopted in 2007 following consultation and examination.

15 The SCI was updated during 2009 and the refreshed version adopted in 2010 to reflect significant changes in the Local Plan process.

Issues & Options 2006 & 2009

16 Public consultation and engagement have underpinned the early stages of the development of the Allerdale Local Plan. The first step taken in the Local Plan process took place in 2006 when the Issues & Options document was produced and published for consultation. Within this document there were 68 questions produced in order to give the public an opportunity to comment on the basic principles and policy approaches that the Local Plan should take and what the Plan should contain.

17 A full consultation on the Issues & Options was undertaken in September - October 2006. A further refreshing exercise was carried out in July 2009 in the form of a series of workshops.

7 18 Over 230 consultation letters were sent out to invite participation in the Issues and Options process. A copy of the consultation letter and full list of the consultees invited to make representations at this stage is in Appendices Volume 3 - 5.

19 Other methods were used to engage the community and stakeholders included:

• Deposit copies in council offices and public libraries • Exhibitions • Focus groups • Stakeholder groups • Council magazine (Allerdale Outlook) • Consultation documents including summaries • Council website • Presentations • Web site • Press notice

20 Through consultation 65 responses were received. The results of the consultation and main issues of discussion are set out in the Issues & Options Consultation Reports 2006 & 2009, in Appendix 37.

21 The findings were then fed into the work which progressed the production of the revised Local Plan. As this work progressed, the Council continued to take the opportunity to consult key local partners and councils as the emerging strategy and objectives took shape. The Council produced two documents in 2009:

22 The ‘Preferred Options’ documents were published in June 2012 for an eight week consultation period. The consultation documents consisted of Draft Core Strategy and Development Management DPD’s and associated Sustainability Appraisal and Habitats Regulations Assessment. Consultees were also invited to make representations relating to the Local Plan evidence base. An executive summary of the main documents was also made available.

12 23 Over 260 letters and emails were sent out inviting comments on the Preferred Options documents. The consultation letter and full list of consultees is available to view in Appendices Volume 6.

24 Several communication methods were used to publicise the Preferred Options consultation documents. Details of these consultation methods can be viewed in Appendices Volume 6.

 Deposit Copies The consultation documents, including executive summary were placed in council offices and public libraries throughout the Plan Area. A full list of offices, libraries and addresses can be viewed in Appendix 46.

• Publication of the Preferred Options Document and Comments Form Hard copies of the Preferred Options documents were sent to consultees on the database who had specifically requested them.

• Letters and Emails Over 260 letters and emails were sent out to the statutory consultees, individuals and organisations on the Councils LDF consultee database inviting them to comment on the Preferred Options documents.

• Consultation Events A number of meetings and workshops with parish councils and stakeholders were held and attended by planning officers to present Preferred Options document, discuss relevant key issues for that area and invite comments. There were also three dedicated workshops held for Council members. Planning officers also attended a number of Neighbourhood forums to enable local residents to informally discuss and debate local issues and help influence policies. A list of the consultation events and those who attended is in Appendix 47 and 48.

• Website The Preferred Options documents and background evidence reports were made available on the Council’s website through the online consultation portal.

• Leaflets & Posters A leaflet advertising the consultation event and drop in sessions was produced and displayed at events and locations throughout the Borough. Posters were placed in council buildings and Libraries throughout the Borough, as well as in Workington town centre.

• Public Drop-in Sessions During the consultation period there was a total of 8 drop in events. Drop in events were held at a variety of locations throughout the Borough.

• Press Notices

13 A notice advertising the consultation was published in the Times and Star & Cumberland News on the 1 st June 2012 inviting people to participate in the preparation of the Local Plan. Copies of the press notices can be viewed in Appendix 44.

• Additional Publicity In addition several press releases published on the Council website, Twitter and Facebook accounts before and during the consultation period. Providing details of the date, time and location of scheduled events.

25 The consultation raised over 1,500 individual comments from 269 representors, the majority of which related to the core strategy.

26 The comments were generally objections to policy or strategy, however, a level of support was shown across a number of policies. These have been summarised and placed into the sections of the Plans as shown below:

28 One of the main topics of debate from the consultation was in relation to the proposed settlement hierarchy. A large number of respondents objected to Brigham being designated as a Local Service Centre (131 petition). The main reasons given related to the current viability of the shop, poor infrastructure and incompatibility with the strategic objectives and other plan policies. There were however also a number of supportive comments of Brigham’s inclusion as a Local Service Centre.

29 The consultation also revealed an overwhelming opposition to wind energy development and a concern over a positive renewable energy policy (including a petition). Additionally key points raised in relation to this policy were: support for a development management policy, requirement for more robust policy on remediation, conflicts with other policies and it was felt that the policy required more robust cross references to other important policies within the Plan.

30 All responses were considered by the Council and comments and issues raised fed into the ongoing development of the Local Plan, leading to the final Pre-Submission draft.

19 6 Consultation Database

32 The Council has a Local Plan consultation database which includes:

- all the ‘specific consultation bodies’, ‘relevant authorities’ and ‘general consultation bodies’ as set out in the Town and Country Planning (Local Planning) (England) Regulations 2012; - all those members of the public, local business, residents associations, voluntary groups and individuals who have asked to be consulted on the Council’s planning documents.

33 The Council recognises that some sectors of the community are harder to reach than others, for example, people living in remote rural areas, people from ethnic minority groups, gypsies and travellers, people with disabilities, young adults and older people, single parent families and those living in areas of deprivation. The Council has therefore ensured that the database includes representatives from groups associated with these sectors of the community.
