Former President of the Ecowas Commission Passes Away PRESS RELEASE COMMUNIQUE DE PRESSE COMUNICADO DE IMPRENSA MARCEL ALAIN De SOUZA, FORMER PRESIDENT OF THE ECOWAS COMMISSION PASSES AWAY Abuja, 17 July 2019 It is with deep regret that the President of the ECOWAS Commission, His Excellency Jean Claude Kassi Brou, announces the sudden passing of His Excellency Marcel Alain De Souza, former President of the ECOWAS Commission. The sad event occurred in Paris, France on 17 July 2019. Mr Marcel A. de Souza, who was nominated by Benin at the 48th ordinary session of the Authority of Heads of State and Government of the Economic Community of West African States (ECOWAS) held in Abuja, Nigeria on 17 December 2015, headed the sub- regional organisation from 8 April 2016 to 28 February 2018. Born on 30 October 1953 in Pobe, Benin, the former President of the ECOWAS Commission holds a Masters’ degree in Economic Science from the University of Dakar, Senegal, and a French post-graduate degree (DESS) in Administration and Banking from the Centre for Training and Banking Studies (COFEB). He served as an Internal Auditor at the main branch of BCEAO in Cotonou, National Director of BCEAO in Benin and then Director of Administration of the same financial institution in Dakar. In Benin, he was once a Member of the National Assembly, Head of Economic and Financial Affairs at the Presidency and the Special Adviser to the President of the Republic on money and banking matters. He was also Minister for Development, Economic Analysis and Prospects from May 2011 to June 2015. The ECOWAS Commission conveys its condolences to the family of the late illustrious leader and to the Government of Benin. Page 1 of 1 .

    PRESS COMMUNIQUE RELEASE DE PRESSE No.005 – 25th April 2016 – Accra, Ghana ECOWAS President Receives New ERERA Chairman Newly appointed Chairman of the Regulatory Council of the ECOWAS Regional Electricity Regulatory Authority (ERERA), Professor Honoré Bogler, has assured the ECOWAS leadership of the commitment of ERERA to continue to work collaboratively with other energy institutions in West Africa to find solutions to the power crisis in Member States. Prof. Bogler gave the assurance during a courtesy visit to the President of ECOWAS Commission, Marcel Alain de Souza, on Friday, 22nd April 2016 in Abuja. While expressing appreciation for the opportunity to serve the Community, Professor spoke of ERERA’s activities towards ensuring the smooth take-off of the regional electricity market. In particular, he spoke of the two-day meeting of ERERA’s Consultative Committees of Regulators and Operators, which will begin on Tuesday, 26th April in Accra, Ghana. The meeting will review the draft Model Bilateral Agreements and the draft Open Access Agreement, two documents critical to the launch of the power market. Welcoming Professor Bogler, President de Souza called on the ERERA Chairman to work closely with the other energy institutions of ECOWAS to address effectively the energy crisis in the region. The energy institutions are the Cotonou-based West African Power Pool (WAPP) and the ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE) headquartered in Praia, Cape Verde. President de Souza tasked ERERA to ensure that while discharging its core mandate of regulating cross-border electricity trade, a tariff structure is enabled for Community citizens to have affordable electricity.

    Guinea-Bissau Christoph Kohl Throughout the year, Guinea-Bissau continued to be dominated by a conflict between President José Mário Vaz and his party, the ‘Partido Africano da Independ- ência da Guiné e Cabo Verde’ (PAIGC), led by the former prime minister, Domingos Simões Pereira. Parliamentary work remained blocked because the PAIGC prevented the election of the presidentially appointed prime minister, Umaro Sissoco Embaló (PAIGC). Human rights, the opposition and the media came under pressure. The political crisis contrasted with a positive economic development. Domestic Politics The conflict between the president and PAIGC-dominated parliament continued: in January and February Prime Minister Embaló failed to present his government pro- gramme within the constitutional time limit because the PAIGC-dominated par- liament bureau refused to discuss it.
