Operation Alert, Conelrad, and Civil Defense in the Early Cold War
ABSTRACT WE MUST BE READY FOR A NEW DANGER: OPERATION ALERT, CONELRAD, AND CIVIL DEFENSE IN THE EARLY COLD WAR In the 1950s, the United States government turned towards civil defense in order to prepare its citizens for the possibility of nuclear war. During the Eisenhower administration, from 1952 to 1960, civil defense was designed to fit into certain difficult criteria. Civil defense needed to have a military purpose of protecting the public and a social purpose of reassurance that there were measures in place. However, this had to be accomplished with a relatively small budget. By examining two of the civil defense programs that were implemented in this time period, Operation Alert and Conelrad, it is possible to create a better understanding of civil defense as a whole during this period of the early Cold War. This thesis explores the growth of these programs during the Eisenhower administration, showing how the lack of budget necessitated evacuation and information based civil defense rather than shelters. It also shows the faults in these programs, explaining why they were replaced during the Kennedy administration. Fallout Model for the Robust Nuclear Earth Penetrator Blake Purnell Modeling radioactive fallout from nuclear explosions requires a description of the radioactive cloud and base surge and an atmospheric transport model for the cloud dispersion. The atmospheric transport model is independent of the radioactive nature of the dust and I will stick to a simple model in this study. The Radioactive Cloud Model Radioactive Release The first stage in understanding the fallout from a nuclear explosion is to estimate the amount of radioactivity released into the atmosphere. For external exposure to radiation, the main threat is from gamma-rays. The average gamma-ray activity1 produced in a nuclear explosion has been calculated as 530 megacuries per kiloton of fission yield at one hour after the explosion, with an average photon energy of 0.7 MeV. The data available on underground nuclear tests focuses on the fraction of the total activity found in “early” or “close-in” fallout ( Fc ), which measures only those particles that have been deposited in the first 24 2 hours . The fraction of the total activity released into the atmosphere ( f rel ) is greater than what appears in 3 the early fallout ( f rel > Fc ). The fraction Fc is dependant on the scaled depth of burst . A summary of the activity release data available for U.S. and Soviet underground tests are shown in Tables 1, Table 2, and Figure 1. Please contact author, [email protected], for permission.> Abstract: Machinima is the making of animated movies in real time through the use of computer game technology. The projects that launched machinima embedded gameplay in practices of performance, spectatorship, subversion, modification, and community. This article is concerned primarily with the earliest machinima projects. In this phase, DOOM and especially Quake movie makers created practices of game performance and high-performance technology that yielded a new medium for linear storytelling and artistic expression. My aim is not to answer the question, “are games art?”, but to suggest that game-based performance practices will influence work in artistic and narrative media. Biography: Henry Lowood is Curator for History of Science & Technology Collections at Stanford University and co-Principal Investigator for the How They Got Game Project in the Stanford Humanities Laboratory. A historian of science and technology, he teaches Stanford’s annual course on the history of computer game design. With the collaboration of the Internet Archive and the Academy of Machinima Arts and Sciences, he is currently working on a project to develop The Machinima Archive, a permanent repository to document the history of Machinima moviemaking. A body of research on the social and cultural impacts of interactive entertainment is gradually replacing the dismissal of computer games and videogames as mindless amusement for young boys.
