Our work is driven by the vision of a society governed by the principles of human rights, in which state institutions act in a transparent, fair, accountable and effective way. We hope that this Report and the information contained in it, on the situation of fundamental freedoms and human rights in Albania, would be valid for the members of Assembly and the public administration, as well as for national and international organizations working in the field of human rights, counterpart institutions in the region and beyond, educational institutions, media and the public. Some parts of the report may interest you more than others, and therefore we suggest reading this introduction to help you to understand in which part you will find exactly the information required. Thus, the report is divided into four chapters, as follows: In the first chapter, through opinions and recommendations we intend to reflect on the most important issues presented in 2012 in the work of the Institution through complaints, meetings with citizens, inspections, etc., and present our recommendations for interventions and improvements of human rights standards in Albania. A comprehensive presentation is made to the seven special reports prepared by the Institution of the People's Advocate in 2012, which aimed to bring to the attention of the Assembly and Executive emergent problems and topics that are judged by the Institution that need to be better addressed by state authorities, through the improvement of the legal framework or improvement of work of the bodies responsible for handling and resolving them. Besides the protection of the rights of citizens from unlawful acts or omissions of public administration and the promotion of improved human rights standards, the People's Advocate has an essential role in the European integration process in the country. With this regard, it is presented an analysis of the contribution of the People's Advocate to the European integration process. An innovation of this year, based as well on the request of the Albanian Assembly Resolution “On the evaluation of the activity of the People's Advocate for 2011”, dated 14.06.2012, has 6 been the development of a study by independent experts with regard to the monitoring of the level of implementation of the recommendations of the People's Advocate received from institutions of public administration. The second chapter is a more detailed presentation of the issues and of the work of the People's Advocate Institution in handling and resolving complaints - divided according to the rights and freedoms guaranteed by the Constitution and other legal acts. This section provides specific case studies, the treatment given and relative solution and also introduces the work of the Institution for the restoration of denied and infringed rights through concrete recommendations to the state institutions. Contributing to the creation of a culture of human rights in Albania requires an active participation in the further development of the human rights agenda, increase of public knowledge and awareness on human rights, and close cooperation with media, civil society and international institutions within or out of the country. Based on this conviction, the third chapter presents an overview of the interaction with the public, as well as the cooperation of the Institution with different partners of civil society, the media and international partners dedicated to human rights standards. Signature 2 To the five Albanian families for opening their homes and sharing their stories with me. 3 Abstract My research explores the dialectical relationship between identity and the conceptualisation/creation of history and heritage in migration by studying a socially excluded group in Greece, that of Albanian families. Even though the Albanian community has more than twenty years of presence in the country, its stories, often invested with otherness, remain hidden in the Greek ‘mono-cultural’ landscape. In opposition to these stigmatising discourses, my study draws on movements democratising the past and calling for engagements from below by endorsing the socially constructed nature of identity and the denationalisation of memory. A nine-month fieldwork with five Albanian families took place in their domestic and neighbourhood settings in the areas of Athens and Piraeus. Based on critical ethnography, data collection was derived from participant observation, conversational interviews and participatory techniques. From an individual and family group point of view the notion of habitus led to diverse conceptions of ethnic identity, taking transnational dimensions in families’ literal and metaphorical back- and-forth movements between Greece and Albania.

Mr. Glos has been a member of KAS since 1988. From 2003 until 2015, he was Head of the Finance and Project Management Department at the Central Department of European and International Cooperation of KAS. He was also Coordinator for Administration at the Central Department and International Cooperation of KAS from 1996 until 2003. As a youngster, he was politically active in the local government of his city of birth. Mr. Glos also served as Head of Social, Sport and Culture Department and Head of Subject Area and Social Help/ Home Assistance at the Association of Municipal Administration in Unkel, Germany. Dr. Klaus Fiesinger is regional director for Southeast Europe of the Hanns Seidel Foundation. In this function, he is responsible for promoting the European idea, international dialogue, cross- border cooperation, political culture and civic education in new EU member states, candidate countries as well as potential candidate countries. Since 1992, he has been head of the Division for Central, East and Southeast Europe and Central Asia at the Hanns Seidel Foundation in Munich. Furthermore, Dr. Fiesinger is member of IDM, the Austrian Institute in Vienna for the Danube Zone and Central Europe as well as of “Südosteuropa Gesellschaft”. Dr. Fiesinger received his Ph.D. in political science from the University of Munich. He is author of the book “Ballhausplatz - Diplomatie 1945-1949.” From 2004 until 2012, he was visiting professor at the Andrassy University in Budapest.

    Missing Segments of Ring Roads in Tirana about project PROJECT DESCRIPTION The completion of the ring roads of Tirana requires a number of investments in several missing segments that are listed below: • Komuna e Parisit & Medar Shtylla Road development Project is 1.66 Km long. A new section M07 of 0.6 Km from the Outer Ring Road up to the Medar shtylla Road (Tish Daia Road) is yet to be built. The remaining existing section of 1.06 Km long from Outer Ring Road up to Bajram Curri Boulevard needs to be reconstructed; Budget -Komuna e Parisit & Medar • The Intermediate Ring Road Project is 2.16 Km long in total. We will try to give answer on how practically are implemented such policies within the legal, cultural and social framework of national minorities in Albania. Study methodology is based on real achievements of the democratic state, especially in educational context. In the educational framework of national minorities in Albania after 90’s there have been real and concrete achievements. Firstly, these achievements are seen in the educational structure of national minorities, plans, educational programs and school specific texts. Also, there will be taken in consideration the recognition from international organizations and the continuous trials done and being done for the recognition of local and international legislation, convents and specific recommendations, principles and guidelines previewed on "European Charter on Regional and Minority Language", "Framework Convent for the Protection of National Minorities" etc. Key words: National minority, education, culture, legislation, Albania. 1.Brief historical overview of national minorities living in Albania Historical tradition in Albania has moved on the road to recognition as a national minority of those minorities who have a parent nation, which have common characteristics, such as: spiritual constitution, language, culture, customs and traditions, religion etc.
