317B Summary of LMC Meeting 11th September

Counselling services: this review has been postponed until 2013.

ADHD Prescribing: a LES is being developed to enable GPs to prescribe for ADHD patients.

Treatment of patients by Croydon Health Services: Work is being done to re-establish cross border arrangements following examples of Bromley patients being referred back to their GP. If you have examples please send them to the LMC office.

Outcome Standards: Members agreed to share Bromley practice data on childhood immunisation, cytology and patients changing practice to bring us into line with the rest of London.

Performance Management: The level of compliance in Bromley compared to elsewhere is very good.

Training budget: The capitation budget for each practice has been removed following several years of underspend. The PCT will however continue to support access to Travax.

CCG: the authorisation consultation continues and the CCG will continue to work with the LMC on getting the constitution right.

Out of Hospital Care: GPs are invited to an event on 24th September to discuss how to manage the care of older and complex patients in the community.

Mental Health: the AHD on 22nd November will cover Dementia, CAMHS services and Personality Disorders.

SLHT: Steve Russell (Chief Operating Officer) gave an update on the current situation under the Trust Special Administrator. A new IT system (Cerner) will go live from 5th November which will link the three hospital sites properly but teething problems are to be expected. He promised to involve GPs and keep them informed in advance.

Bromley Healthcare: is focussing on ‘integrated discharge’ and ‘villages of care’ to group services around GP practices for which more information will be available at their event on 20 September. Any practice interested in providing an anticoagulation service (see News Update 316) who would like help with submitting the documentation can contact BHC.

317C Flu payments

GMS practices will be pleased to know that after intervention by the LMC, Jill Webb and Angela Bhan have agreed that flu payments will be made on an item of service basis again this year and not as a block payment at the end of the financial year.

317D Patient Transport – GP authorisation

A practice has said that transport operators are now requesting ‘written’ authorisation that a patient needs transport before they will book patients in. Please will you let us know if you have had similar requests so that we can gauge the extent of the problem.

217E Safeguarding Children

Following a recent serious incident the paediatricians have clarified the procedure for GPs referring non mobile babies with possible non accidental injuries:

GPs should refer straight to the hospital and the on-call Consultant Paediatrician will liaise with Consultant Paediatrician at Phoenix Centre to determine the most appropriate setting for examination.(If GPs do refer non mobile babies for a Child Protection Medical to Phoenix Centre the paediatrician will liaise with the on-call consultant at the PRUH to determine the most appropriate setting for examination).

There is general agreement that where non mobile children need full evaluation, including ophthalmic and skeletal examinations, these cases will be seen in the hospital. At present, whoever the GP refers to will hold the case and feed back to the GP rather than the GP having to speak to lots of different individuals.

New rules have now been applied to NHS bodies and contractors that forbid the use of 0844 telephone numbers. Practices still operating these numbers should take steps to change to the equivalent 0344 number which will be charged at the standard geographical rate.

217I Chlamydia collection swabs

We have been asked to remind GPs that microbiology can no longer accept the Roche chlamydia swabs (red top containers containing pink fluid) as they are unable to process them on their analyser.

Bromley Healthcare is a social enterprise formed of 800 people who deliver NHS Services to people of all ages across Bromley and its local boroughs.

We offer training delivered by our own clinicians as well as trainers in the private sector who are experts in their field.

Payment

You will note that we make a modest charge for our courses. As a social enterprise, it is our philosophy to keep any charges to a minimum and bench marking, we are amongst the least expensive training providers. Our charges help to cover our costs and ensure we can continue to provide you with access to a sustainable training programme. You will see the charges per place on each page. Please send payment along with your booking form: Cheques to be made payable to Bromley Healthcare CIC.

Unfortunately if we do not receive payment prior to the course we may have to cancel your place.

Cancellations

If for any reason, you need to cancel your place, we will not charge provided you give us two weeks notice. After that, it is unlikely we will be able to fill the place and we will have to charge you the full course fee.

Our Health Improvement courses are free of charge. For these cours- es if you cancel your booking within two weeks of the course start date, or do not attend the course we reserve the right to charge a cancellation fee of £40 to cover our costs.

TARGET GROUP This course has been designed to be delivered as a whole practice approach and is suitable for all levels of staff from GPs to practice nurses, reception staff and admin staff.

LEARNING OUTCOMES By the end of the course participants will: Give an example of the law as it applies to sex and young people Name an entitlement young people have with regards to confidentiality Briefly describe the Fraser guidelines Name at least one way your practice does or can support confidentiality around young people

Following completion of the training, a leaflet and poster targeting young people will be available to the practice. The key message will be that your practice offers a confidential service to young people in order to reduce anxieties they may have around confidentiality,.
