9 2019 NATIONAL CONVENTION VETERANS OF FOREIGN WARS OF THE UNITED STATES AUXILIARY Rules

ORDERS OF THE DAY 1. The agenda of this convention shall be at the discretion of the National President. 2. The business sessions will begin on Monday, July 22, 2019 through Wednesday, July 24, 2019 and recess at the National President’s discretion.

REGISTRATION AND CREDENTIALS 1. All members entering the National Convention business sessions will be asked to show their current membership card or registration badge in order to enter the business session. This will be necessary beginning on Monday, July 22, 2019. 2. Only duly accredited Delegates or members of this National Convention shall participate in discussion, either directly or indirectly in a voice vote, or on any subject before the convention body. 3. Registration of credentials will open on Friday, July 19, 2019 at the Rosen Plaza and the Rosen Center Hotels from 10:00 a.m. to 4:00 p.m. and on Saturday, July 20, 2019 in West Hall C of the Orange County Convention Center (OCCC) at 8:00 a.m. and closes at 12:00 noon on Tuesday, July 23, 2019. ONLY THOSE DELEGATES OR ALTERNATES WHO HAVE REGISTERED PRIOR TO THE CLOSE OF CREDENTIALS ON MONDAY, JULY 22, 2019 WILL BE INCLUDED IN THE DEPARTMENT COUNT AND THUS HAVE A VOTE WHEN THE RESOLUTIONS AND REVISIONS TO THE NATIONAL BYLAWS ARE PRESENTED ON TUESDAY, JULY 23, 2019.

SEATING 1. Delegates and members shall be seated according to state under their respective banners. Due to the expense of new state signs, NO DECORATION OF STATE BANNERS AND SIGN HOLDERS will be allowed. 2. Pages have been assigned for the purpose of advancing the business of the Convention; therefore, they shall be seated with their respective officer or group and shall be available to deliver messages or run errands on their behalf.

QUORUM 1. The minimum number of Delegates required to constitute a quorum for the transaction of business shall be an accredited representative from a majority of all Departments. (Article VII, Section 705)

DECORUM 1. All provisions of the National Bylaws shall govern and are hereby incorporated by reference. 2. Robert’s Rules shall be recognized as the Parliamentary authority. 3. There will be no oral reports given from the convention platform since these are recorded in the National Convention Book and filed with the proceedings of the Convention. 4. Members taking pictures on the convention floor shall not pass between the Altar and the presiding officer’s station (the sacred area) and are requested not to obstruct the view of the Delegates. [Staff members may move about as needed except for the sacred area.] 5. All unnecessary walking around the convention floor or disruptive conversations shall be avoided. 6. Messages and communications shall be given to the respective officer’s pages. 7. Cell phones and other electronic messaging devices shall be set to the off, mute or vibrate position during the entire meeting. All calls shall be answered outside the meeting room. The only exception shall be messaging devices used by the National President and her staff for meeting purposes only. 8. The Chair shall have the authority to have escorted from the convention hall any person or persons who may create any disturbance which interferes with the orderly procedure of the convention. 9. There will be no smoking, including the use of e-cigarettes and the like, in the meeting room. 10. Notices for announcement to the Convention shall be in writing, signed and sent to the National Secretary’s station. 2019 NATIONAL CONVENTION VETERANS OF FOREIGN WARS OF THE UNITED STATES AUXILIARY Rules

MOTIONS, RESOLUTIONS AND AMENDMENTS 1. Motions, resolutions, and amendments to them, which involve finances in excess of five hundred dollars ($500) shall be submitted in writing and, without debate, be referred to the Budget Committee.

SUSPENSION 1. Suspension of any of the rules of the Convention shall require the consent of two-thirds (2/3) of the voting strength of the Convention Delegates present.

DEBATE 1. When a Delegate desires to make a motion or address the convention, he/she shall rise, approach a microphone, address the chair as “Madam National President”, or address the presiding officer according to his/her title; and state his/her name, delegate of VFW Auxiliary number and Department before proceeding. National Convention members will address the chair likewise, giving name and title. 2. Debate shall be limited to two (2) minutes for each speaker. 3. A Member shall be permitted to speak only twice on any one subject or pending resolution. The chairmen of the convention committees may speak as frequently as necessary in connection with reports of their committees. In the event of controversy, the presiding officer shall not entertain any motion, which will curtail further debate without affording the maker of the motion or a member of the particular group presenting the resolution an opportunity for final rebuttal.

VOTING 1. The Credentials Report will be approved each day and, if needed, this figure will be used for any roll call vote taken. 2. On roll call vote, the Department President, in his/her absence the Department Senior Vice-President, or in his/ her absence the Department Junior Vice-President shall poll the Department delegation prior to the election and shall announce the vote thereof. Roll call shall commence with the Department Presidents. If Department President, Senior Vice-President and Junior Vice-President are absent, the vote shall be taken by roll call of VFW Auxiliaries within the Department. 3. Upon motion made and seconded by a delegate, a majority vote shall be required to demand a roll call vote. 4. Unit rule of voting shall not be permitted at this convention. 5. Delegates may arrive at a vote in any manner acceptable to them, but the vote shall be announced in whole numbers and not in fractional parts of a vote.

BYLAWS REVISIONS AND RESOLUTIONS 1. The Bylaws Revisions and Resolutions will be presented and voted on Tuesday, July 23, 2019. Only those Delegates who registered by 4:00 p.m. on Monday, July 22, 2019 will be authorized to vote.

NOMINATIONS 1. Nomination of National Officers will be held Tuesday, July 23, 2019. Nominating speeches for all candidates for National Office shall be limited to three (3) minutes each.

ELECTIONS 1. Election of National Officers will be held on Wednesday morning, July 24, 2019 and shall be conducted in accordance with the National Bylaws, Article VIII, Section 805. In the event of more than one candidate seeking one office, there shall be no applause when the Judge announces the election. Acceptance remarks made by the newly elected Officer may be applauded. 2. Only those Delegates (or acting Alternates) registered by close of registration at 12:00 p.m. (Noon) on Tuesday, July 23, 2019 will be authorized to vote on Wednesday, July 24, 2019. 3. No person may enter or leave the room during the election of any one office, except for valid reasons, in which case he/she shall not be permitted to re-enter the room until that election is ended.

PHOTO RELEASE POLICY 1. The VFW Auxiliary National Convention is held in a public space; therefore we do not prohibit participants, exhibitors, sponsors, or news organizations from photographing, videotaping or audiotaping some Convention activities. Attending the Convention constitutes an agreement by you (the attendee) to permit VFW Auxiliary to use and distribute (both now and in the future) your (the attendee) image and/or voice as captured in photographs, videotapes, electronic reproductions and audio files of events attended for the purpose of illustrating and promoting the Convention experience. VFW Auxiliary is NOT responsible for an individual attendee’s use of your image or likeness.

Sandi Kriebel National President 2018-2019

Sandi Kriebel of Ellicott City, Md., was elected National President of the Veterans of Foreign Wars (VFW) of the United States Auxiliary at its 105th National Convention in City, Mo., on July 25, 2018.

A Life Member of Yingling-Ridgely Auxiliary 7472 in Ellicott City, she joined on the eligibility of her father, a World War II and Korean War U.S. Army veteran.

She has served the organization in several capacities, including Auxiliary and District President, and as Department (state) President, for which she earned Outstanding President of the Year in her membership group in 1996-1997.

On the National level, she has served as National District Council Member, Eastern Conference Chairman for the Americanism and Membership programs, and National Director for the Cancer Aid & Research, Hospital and “Buddy”® Poppy programs. She has also been National Patriotic Instructor.

Sandi is a Life Member of the VFW National Home for Children and a member of the Military Order of the Cooties Auxiliary (MOCA).

In her spare time, Sandi enjoys collecting thimbles and cameo broaches, watching old movies and spending time with her family: husband Paul, three grown children (including a son who is a 100-percent disabled veteran who served in Desert Storm), seven grandchildren and three great- grandchildren.

I can’t even begin to express how proud and moved I am by the actions and difference that you have made this year. You BELIEVED YOU COULD…and WOW, DID YOU!

Many committees were formed to implement training guidelines to help us become stronger, healthier and more confident. To all the members who were assigned to those committees …THANK YOU!

You took the new Building on the VFW Auxiliary Foundation and held much-needed training for our members on all levels that will continue to help build a better understanding of WHO and the WHY of our mission.

The Community Outreach Project was just the beginning of how we can join forces with the VFW to boost our image and increase awareness of our mission.

THANK YOU for continuing to grow the Family Freedom Festivals - another great Community Outreach Project that will boost our image and exhibit the greatness of our organization.

I was so pleased with the Department Presidents, Chiefs of Staff, District Presidents and other team members who worked very hard with new guidelines to assist struggling Auxiliaries. We cannot continue to lose Auxiliaries that are the heart and soul of their communities.

The VFW National Home for Children Special Project – Guest House Kitchen Remodel. Oh my goodness… what amazing, generous members you are! You blew me away. We exceeded the $85,000 goal with donations totaling more than $97,000! THANK YOU!

Ambassadors and Coaches, you did a magnificent and creative job promoting and encouraging our members with the Programs. You reached and exceeded all my expectations.

National District Council Members, I am so proud of how you followed through for the good of this organization, and for promoting, strengthening and building on our foundation. Job Well Done!

Past National Presidents, your dedication to this organization is the greatest legacy of hope and inspiration. Thank you for being mentors and for always being there when I needed your advice.

Amazed is what I am at every visit to each Department that I have attended this year. I have been amazed every year that I have been in this line of Officers by how much our members do for our veterans. Our members are always doing something and always thinking of what they should do next. And some members are always thinking how to improve what they are doing.

Learning from our members is the best way we learn how our great organization is doing. We listen and learn about your issues, suggestions or new ideas that could make things work even better for everyone. We, as your National Officers, should always be learning from you, our members. I have had such great learning experiences during my past years in what we can do better or bigger to improve our great organization.

Grateful is what I felt when we had our National President, National Senior Vice-President and National Junior-Vice President at our March visit to support our National Commander-in-Chief at the testimony in front of the veterans committee. I have been to Washington, D.C. many times since I have been a member and it was the first time the Auxiliary and your National Officers were introduced individually. I feel so grateful that I was able to represent you at this very impressive event. Grateful that I was elected to this position by our members that allowed me to be able to be there.

National Junior Vice-President Sandra Onstwedder Three words to sum up my year are educational, formulating and humbling.

Each step closer to serving as National President is an educational year. I am most proud of bringing back a leadership-based Junior-Vice Conference. With the help and input of every Line Officer, the Junior Vice-Presidents felt it was highly productive. Listening, absorbing, wheedling, and securing open communication with all Officers and members has been my highest priority. I learned so much from attending the “Boot Camp” for Officers courtesy of Bob Wallace and his staff in the VFW Washington, D.C. office.

I have been building towards a successful outcome for those who will serve in 2020-2021. I have been keeping lists since getting elected National Guard in 2015. As Junior-Vice President, I have been creating a team. My only end goal is that they put the welfare of our members first.

It’s hard to express words how very humbled I am to continue on this path of service. I fully grasp that the National President is the public relations arm of our organization. I fully intended to earn the trust you have all placed in me by being your voice.

I discovered that leadership isn’t always glitz and glam. Whatever the scenario, the responsibility lays squarely on shoulders of leaders and it must be owned. I believe, and will always continue to believe, that our members should lead the direction of this organization.

My favorite memories this year are of time spent in social settings with members. Having time to listen to their specific needs and concerns was a highlight. As a National Officer, we are afforded the opportunity to travel and represent our National leadership. This boosts our training and better prepares us for when it’s our time to step up and serve as National President of the Veterans of Foreign Wars Auxiliary. National Chaplain Jean Hamil Serving as Chaplain has been a very humbling experience. Traveling this year and seeing members across this great nation who have the passion, persistence and creativity to keep our Programs at the forefront in our communities has been a blessing. During my year as Chaplain, I attended Conference meetings for the Big Ten, Western and the Eastern. I thoroughly enjoyed the Celebrating America’s Freedom Event, along with the celebration for our National President, and the Ambassadors’ Briefing for the upcoming program year. The Junior-Vice Conference was very interactive and enthusiastic! Senior-Vice Conference was exciting, as their year is coming up fast! Mid-Year Conference in Tucson was fast and furious! I was assigned to the Departments of Arkansas, Illinois, New Jersey, Missouri, Pennsylvania and Tennessee. National President Sandi scheduled a Legislative Boot Camp for the Line Officers and it was a very informative few days at the VFW Washington, D.C. Office. Thank you to the VFW for providing this great forum for us to learn and ask questions. We appreciate you! I experienced the dedication of our members working together and their willingness to learn, to become more effective leaders in their Auxiliaries, Districts and Departments and continue to serve our Auxiliary. While on assignment in New Jersey, I’m so very glad we took the time to drive down and have a “surprise” visit with Past National President Rosemary Mazer – she was still sharp as a tack and had her quick wit about her. We will treasure our memories of this time we spent with her. Sandi, you have reached out to our members with your “WE CAN DO IT” approach and helped to strengthen our Auxiliaries! Peggy and the National Line Officers, I continue to pledge my support for our great organization and will work side by side with each of you! Continued prayers for our nation, as we have faced so many weather-related events that have caused destruction and wreaked havoc in our communities!

National Conductress Jane Reape To our members, I am so honored and privileged to have served as your National Conductress during the “Believe Team” Year. Three words to sum up my year are excitement, educational and enthusiasm. I loved meeting members from Departments I visited and witnessing their excitement about the Building on the VFW Auxiliary Foundation, Sharing Wonderful Auxiliary Projects/Programs (SWAP) and the Community Outreach Project. It is refreshing to see how our members are so willing to share their ideas. It never ceases to amaze me how much our members give to hospitalized veterans, their families and communities. I have learned there is no limit to the time and talent our members are willing to give. Every Department I’ve visited is unique. The way they approach our Programs and the variety of special projects they do demonstrate the commitment of our members. The enthusiasm I’ve experienced in every Department is contagious and continually fuels mine. I attended my first “Boot Camp” hosted by the VFW Legislative Office in Washington, DC. I learned about National Veterans Service (NVS) and how they play a vital role in supporting our veterans. What a great learning experience! Some of my favorite memories are not necessarily the places I’ve been, but the wonderful members I’ve been privileged to spend time with. I cherish each and every new friend I’ve made. From Kansas City to Orlando, you have filled my heart. I loved getting together with the Conductors and Conductresses at the Big Ten, Western and Eastern Conferences. Thank you to the Departments of Michigan, South Carolina, Oklahoma, Indiana and Wisconsin for making me feel so very welcome. To Peggy, my “Slippah Sista” and the Line Officers, I look forward to working with each of you. I am excited about being part of growing our organization and serving in the “Aloha Spirit.” I am humbled to serve our great organization and will continue to learn and help the VFW Auxiliary to face the challenges of the future. 39 National Guard Carla Martinez Educational, heavenly and inspirational is how I would describe my year as National Guard.

From the beginning of my journey as a National Line Officer in July 2018 to now, I have learned so much from everyone. I have been on cloud nine since day one. What an honor to have been chosen by you, the members, to fill a position as one of your National Line Officers; thank you so much for your support. I am never coming down from cloud nine and want all of you to join me there because I know the VFW Auxiliary can accomplish anything we set our minds to. Inspiration is what happens when we work together as a team to accomplish things for our veterans and their families. Look at what we have already done as a team this year to support our National President Sandi Kriebel and her theme of “Believe…We Can Do It”.

Highlights from my year were meeting new Sisters, Brothers and Comrades. Searching for sweet tea throughout the city during the wee hours of the night, meeting a governor who was down-to-earth and getting my picture taken with the Department President and all her District Officers.

We had some extensive training this year which helped me to learn more about what happens behind the scenes. Listening to the membership about their concerns and accomplishments, and communicating those concerns to our administration helps continue to make the VFW Auxiliary a successful organization.

Thank you to all my Sisters, Brothers and Comrades in Utah who had faith in my abilities to represent their state in the highest positions of the VFW Auxiliary. National President Sandi Kriebel, it was a privilege to help get your message out to our members. You are a wonderful sister, friend and mentor. Team VFW Auxiliary will continue to work towards our goal of supporting not only our veterans, but their families as well. National Secretary-Treasurer Ann Panteleakos Three words to sum up my year are fast, educational and productive.

• Fast - I feel like the year flew by. Whether I was in Connecticut or Kansas City, preparing to do the job or actually doing the job as National Secretary-Treasurer, the year went by so quickly. • Educational – I learned so much about the inner workings of the Auxiliary. The variety of issues faced by our Auxiliaries and leaders and how to work out the best solution for all. • Productive – I had some ideas before stepping foot in Kansas City and some of those ideas have already taken flight. I am looking forward to see what we can accomplish next year.

We’ve accomplished a lot in the few short months I’ve been at Headquarters. I am so proud to work with the VFW to get our membership information out to the VFW on the local level, and share our eligibility wheel. I love working as a team with the VFW.

I am very excited that we secured a corporate sponsor to be able to live stream the National Convention to all our members who have a MALTA login. I am also excited about the MALTA updates we did for our deceased members. It has been very helpful for all.

There were many memories made this year, and being installed as National-Treasurer in Tucson was something I will never forget. It was such a beautiful place. I loved that my daughter Nicole was able to be there with me. Everyone has welcomed me with open arms. Another wonderful memory was attending the ceremony for the 75th Anniversary of D-Day in Normandy with National President Sandi Kriebel and VFW National Commander-in-Chief B.J. Lawrence. Having the opportunity to meet D-Day survivors and other World War II Veterans in attendance was such an honor. We were happy to meet them and they were happy we were there. It is humbling to stand by the graves in Normandy and Belleau Wood. It is humbling to stand on Utah Beach or to overlook the cliffs at Point du Hoc. I could go on and on; these are memories I will cherish forever.

I have so many people to thank, starting with the members for electing me to this high office. To Sandi for appointing me to be her Secretary for the remainder of her year. To Jan Owens for taking the time to stay and train me. To the staff, you have been wonderful to me. You are all so proficient in your duties, you make my job easier. To my family for standing behind me when I decided this was the path I’d like to take. To Stan for driving out to Kansas City with me and for all your support. To my Auxiliary, District and Department for stepping up to complete the jobs I had taken on at the beginning of the year but was unable to fulfill due to the move. To the Past National Presidents and National Council Members for all your support. This had been a year of ups and downs. I want to thank each and every Auxiliary and VFW member who thought of me in one way or another after my mother passed away in August, then again when my dad passed away in May. It really helped to get me and my family through a very difficult time. I am truly grateful.

To Peggy and the Line Officers, I wish you the best for the upcoming year. I know we will accomplish many goals and continue to do wonderful things for our organization, our veterans and their families.

41 BIOS VETERANS OF FOREIGN WARS OF THE UNITED STATES AUXILIARY Help Heal Veterans provides free therapy kits to generations of hospitalized, outpatient and homebound veterans. The kits help veterans with tangible therapeutic and rehabilitative benefits, and often become part of the patient’s treatment plan, providing a creative outlet that improves their self-esteem and self-worth. Additionally, therapy kits improve fine motor skills, cognitive functioning, memory improvement, anger issues and dexterity.

Help Heal Veterans supplies thousands of craft kits to military service members and veterans receiving medical care through various channels nationwide. The non-profit also provide kits to units overseas who request them and also to select military traumatic brain injury centers. Kits include a wide variety of crafts such as leatherwork, models, woodwork, jewelry, paint-by-numbers, needlecrafts, poster art, scrapbooks and many more.

Help Heal Veterans works closely with veterans and clinicians to provide the right kits to meet the veteran’s specific need. Whether it’s restoring coordination and impaired motor skills, improving concentration or relieving symptoms of depression, traumatic brain injury or post-traumatic stress disorder, our goal is to give our veteran what they need to heal. Our kits are also used as a recreational diversion for patients.

Craft kits are indeed ‘presents’ from our generous supporters and come at no cost to the veteran or facility. Together we have provided over 30 million therapy kits to veterans.

Peggy Haake National President 2019-2020

Peggy Haake of Kahului, Hawaii, is to be elected National President of the Veterans of Foreign Wars (VFW) of the United States Auxiliary at its 106th National Convention in Orlando, Florida on July 24, 2019.

Peggy is a Life Member of Wilbert Wah Hu Tom Auxiliary 3850, which she joined on the eligibility of her husband, Richard, who served in the U.S. Army in Vietnam from 1970-1971. Since joining, she has served the organization in many capacities, including Auxiliary and Department (state) President, National Council Member and Western Conference Chairman for the Youth Activities program. She is a Life Member of VFW National Home, Camp Trotter in Michigan, the DAV Auxiliary and the VFW Veteran’s Village in Florida.
