Kansas City government was under the control of two powerful political bosses, Democrats Tom Pendergast and Joe Shannon, who had an uneasy agreement to split the cities’ patronage jobs equally between them. This arrangement created a dysfunctional and unwieldy public health response to the pandemic which occurred at the end of 1918. Since the public health response was so inadequate, quasi-governmental institutions tried to step into the vacuum. The Chamber of Commerce, the Metropolitan Life Insurance Company, and the American Red Cross were much more influential and active in Kansas City than in most cities during the pandemic, and their leadership ensured that Kansas City would not be remembered in history as having the worst response in the country. Smith 16 cubic feet 1956-1957 September 1967 INTRODUCTION The President’s Committee for Hungarian Refugee Relief was established by the President on December 12, 1956. The need for such a committee came about as a result of the United States’ desire to take care of its fair share of the Hungarians who fled their country beginning in October 1956. The Committee operated until May, 1957. During this time, it helped re-settle in the United States approximately 30,000 refugees. The Committee’s small staff was funded from the Special Projects Group appropriation. In its creation, the Committee was assigned the following duties and objectives: a. To assist in every way possible the various religious and other voluntary agencies engaged in work for Hungarian Refugees. b. To coordinate the efforts of these agencies, with special emphasis on those activities related to resettlement of the refugees. The Committee also served as a focal point to which offers of homes and jobs could be forwarded. c. To coordinate the efforts of the voluntary agencies with the work of the interested governmental departments. d. It was not the responsibility of the Committee to raise money. The records of the President’s Committee consists of incoming and outgoing correspondence, press releases, speeches, printed materials, memoranda, telegrams, programs, itineraries, statistical materials, air and sea boarding manifests, and progress reports. The subject areas of these documents deal primarily with requests from the public to assist the refugees and the Committee by volunteering homes, employment, adoption of orphans, and even marriage. -

Morgan Fall 2015 This study examines Fort Aubrey, a Civil War-era frontier post in Syracuse Township, Hamilton County, and the men who served there. The findings are based upon government and archival documents, newspaper and magazine articles, personal reminiscences, and numerous survey works written on the subjects of the United States Army and the American frontier. As the country tore itself apart in a “great civil war,” momentous battles were being waged at Mansfield, Atlanta, Cold Harbor, and a host of other locations. These killing grounds would become etched in history for their tales of bravery and sacrifice, but, in the West, there were only sporadic clashes between Federal and Confederate forces. Encounters at Valverde in New Mexico Territory, Mine Creek in Linn County, Kansas, and Sabine Pass in Texas were the exception rather than the norm. -

Intraparty Organization in the U.S. Congress by Ruth Frances Bloch Rubin Doctor of Philosophy in Political Science University of California, Berkeley Professor Eric Schickler, Chair The purpose of this dissertation is to supply a simple and synthetic theory to help us to understand the development and value of organized intraparty blocs. I will argue that lawmakers rely on these intraparty organizations to resolve several serious collective action and coordination problems that otherwise make it difficult for rank-and-file party members to successfully challenge their congressional leaders for control of policy outcomes. In the empirical chapters of this dissertation, I will show that intraparty organizations empower dissident lawmakers to resolve their collective action and coordination challenges by providing selective incentives to cooperative members, transforming public good policies into excludable accomplishments, and instituting rules and procedures to promote group decision-making. -

UTLEY * OR over half a century a wide band of wagon ruts joined FNew Mexico, first as a Mexican province, later as Ameri can territory, to the Missouri frontier and the States. Be tween the American conquest in 1846 and the coming of the railroad in the decade of the seventies, the Santa Fe Trail was a momentous avenue of commerce, transportation, and communication. In Kansas the Trail divided, to enter New Mexico by two routes. The Cimarron Cutoff, shortest but most dangerous fork, turned southwest from the Arkansas River and followed the dry course of the Cimarron River into the Oklahoma pan handle, reaching New Mexico near present Clayton..The Mountain Branch, 100 miles longer and with the treacherous barrier of Raton Pass, kept to the north bank of the Arkansas, turned southwest along the base of the Rockies, and dropped into New Mexico at Raton Pass. -

After Mine Creek came limbo.” With this fascinating conclusion in mind, it seemed wrong to “Wallow the Kansas battle’s 150th anniversary year to pass without recognition. Thus, “Price’s Raid and the Battle of Mine Creek,” which was first published in the autumn 1964 issue of the Kansas Historical Quarterly to mark the centennial of that seminal event in Kansas Civil War history, is republished here in its entirety to commemorate the raid’s sesquicentennial. After fifty years Edgar Langsdorf’s fine study remains an important and interesting contribution to the history of the only Civil War battle between regular Union and Confederate troops fought on Kansas soil. It has been edited for style only, so that it might more closely reflect our twenty-first-century usage, and the editors have added a few clarifying comments and additional secondary source citations to the footnotes to reflect more recent additions to the scholarship. In the spring and summer of 1864, when the Civil War was entering its fourth year, the situation of the Union armies was grim. In the east, they had suffered terrible losses in the battles of the Wilderness (May 5 and 6), Spotsylvania (May 12), and Cold Harbor (June 3), while west of the Mississippi campaigns in Louisiana, Texas, and Arkansas had ended disastrously, allowing the Southern forces to assume the offensive. -
