II. PARTIES A. The Appellant 2. The Appellant, Mr. Jérôme Valcke, is the former FIFA Secretary General, i.e. “the chief executive officer (CEO) of FIFA”, according to the current FIFA Statutes, or “the chief executive of the general secretariat”, according to the previous versions of those Statutes. It is generally recognized that the Secretary General holds the second most powerful position within FIFA (as indeed is the case in many other international federations). 3. On 27 June 2007, Mr. Valcke was appointed by the FIFA Executive Committee to serve as “General Secretary” (position renamed as “Secretary General” as of the 2008 edition of the FIFA Statutes), following which he signed an employment contract on 2 July 2007. On 17 September 2015, the FIFA Emergency Committee suspended Mr. Valcke from his duties as

The report concluded that trading platforms with no pre-trade transparency and where the price and volume of orders are hidden have made significant progress in addressing conflict of interest issues. The FCA has outlined certain areas in which improvements could be made, including the provision of more information about the design and operation of dark pools to users, and improving the monitoring activity of the pools.2 On 19 July, the new head of the FCA, Andrew Bailey, set out his vision of the regulator’s future. In his speech, Mr Bailey paid tribute to the introduction of the senior managers regime which expands the FCA’s scope of enforcement against individual executives for wrongdoings within their area of responsibility.

  • FIFA and UEFA Address Various Urgent Matters
Media Release Date: 15/02/2007 Communiqué aux médias No. 021 Medien-Mitteilung FIFA and UEFA address various urgent matters Coordination meeting FIFA President Joseph S. Blatter and UEFA President Michel Platini, accompanied by a delegation from each governing body, met in Zurich today Thursday 15 February 2007 to discuss a number of urgent matters. The meeting focused on problems regarding players’ agents, insurance for clubs and the players who they release for international duty and the coordinated international match calendar. With regard to the latter issue, it was noted that, in December 2007, there will be a collision due to scheduled fixtures in the UEFA Champions League and the FIFA Club World Cup. The two governing bodies will now examine two possible solutions to this problem as soon as possible. At the same time, the two bodies agreed to create a committee, composed of representatives of all of football’s stakeholders (confederations, associations, leagues, clubs and players’ representatives), in order to harmonise the coordinated international match calendar at world level up to 2014. Joseph S. Blatter and Michel Platini both recognised the importance of this meeting. “This meeting came at a vital moment, not only for European football, but also for world football. FIFA cannot implement its sports policies without direct cooperation and collaboration with UEFA. We may not always have the same ideas, but we will have the same approach,” stressed Blatter. Michael Platini, meanwhile, underlined the “unity of vision” shared by FIFA and UEFA, who “need to work together to promote the true values of football and develop our sport together.

Everybody before you was accompanied. I assume you are unaccompanied - you are alone? President Blatter: Chairman, Mr President, yes, I am alone. Petrus Damaseb: Thank you very much, sir. President Blatter, as you are aware, we have convened this afternoon as a panel of the Ethics Committee at the request of the Secretary General of FIFA. The circumstances under which we convene relate to, as you know, the forthcoming elections for the presidency of FIFA and the allegations that have been made around that. The reason you are present here is that Mr Bin Hammam, who is in his own right an accused, has asked that a case be opened against you and that was referred to the Ethics Committee. For the record, as the Deputy Chairman of the Ethics Committee, I chair this meeting because our substantive Chairman, Claudio Sulser, because of his Swiss nationality and the fact that you are a contestant in the elections is an accused himself and therefore, in that capacity, I chair this meeting. As you know, I am a national of Namibia, a judge of the High Court of Namibia. I have with me Justice Torres, a judge of the Supreme Court of Guam, and I have Juan Pedro Damiani. Damiani, do you want to just briefly tell the President what you do? Juan Pedro Damiani: We know each other for some time now so, for the last 12 years, I've been Vice Chairman of the Uruguay Federation and now I'm President of the club Penarol.

  • A Finger in Every Pie: How Qatar Became an International Power As Hamas’S Main Sponsor, Qatar Has Funneled Hundreds of Millions of Dollars to Gaza in Recent Years
A finger in every pie: How Qatar became an international power As Hamas’s main sponsor, Qatar has funneled hundreds of millions of dollars to Gaza in recent years. By Asher Schechter | Aug. 9, 2014 | 9:07 AM | Two weeks ago the U.S. signed its largest arms deal this year: an $11 billion sale to Qatar. In the deal, signed by Secretary of Defense Chuck Hagel and his Qatari counterpart, Hamad bin Ali al-Attiyah, the U.S. will sell dozens of Apache helicopters, hundreds of Patriot missiles and hundreds of anti-tank rockets to the emirate. This news would cause far less discomfort if Israel had not been attacked by dozens of rockets every day, some of them funded by Qatari money. Three days after the signing ceremony at the Pentagon, Israeli troops went into Gaza and began exposing dozens of attack tunnels that were also funded in part by Qatar. As Hamas’s main sponsor, Qatar has funneled hundreds of millions of dollars to Gaza in recent years. The country allows high-ranking Hamas operatives such as Khaled Meshal to reside within its territory, travel in private aircraft, stay in luxury hotels and live like kings. And it has been exposed — not for the first time — as one of the biggest financial supporters of radical Islamic movements throughout the Middle East. Qatar’s openly declared support of Hamas did not stop it from playing a starring role in the conference on Gaza that was held in Paris. U.S. Secretary of State John Kerry met with the foreign ministers of Qatar and Turkey, Khalid bin Mohammad al Attiyah and Ahmet Davutoglu, to try to bring about a cease-fire between Israel and Hamas.
