Die FIFA Fussball-Weltmeisterschaft 2014™ ist eine einzigartige Veranstaltung. Fussballfans aus aller Welt werden ihre Lieblingsteams in Brasilien anfeuern und gemeinsam ein riesiges Fussballfest feiern. Financial Services On 17 August, a former Deutsche Bank (“DB”) employee and whistleblower refused to accept his portion of the whistleblower award ($16.5 million) from the Securities and Exchange Commission (“SEC”). The whistleblower, Ben-Artzi, provided information which enabled the SEC to fine DB $55 million in May 2015 for false accounting. Ben-Artzi rejected the award stating that the corporate fine should be paid by individual executives, not shareholders.1 On 21 July, the FCA published a thematic review aimed to address concerns about the operation of “dark pools” in the UK. The report concluded that trading platforms with no pre-trade transparency and where the price and volume of orders are hidden have made significant progress in addressing conflict of interest issues. The FCA has outlined certain areas in which improvements could be made, including the provision of more information about the design and operation of dark pools to users, and improving the monitoring activity of the pools.2 On 19 July, the new head of the FCA, Andrew Bailey, set out his vision of the regulator’s future. In his speech, Mr Bailey paid tribute to the introduction of the senior managers regime which expands the FCA’s scope of enforcement against individual executives for wrongdoings within their area of responsibility.

The duration of the competition is approximately three weeks and is expected to take place between October and November. Blatter and UEFA President Michel Platini, accompanied by a delegation from each governing body, met in Zurich today Thursday 15 February 2007 to discuss a number of urgent matters. The meeting focused on problems regarding players’ agents, insurance for clubs and the players who they release for international duty and the coordinated international match calendar. With regard to the latter issue, it was noted that, in December 2007, there will be a collision due to scheduled fixtures in the UEFA Champions League and the FIFA Club World Cup. The two governing bodies will now examine two possible solutions to this problem as soon as possible. At the same time, the two bodies agreed to create a committee, composed of representatives of all of football’s stakeholders (confederations, associations, leagues, clubs and players’ representatives), in order to harmonise the coordinated international match calendar at world level up to 2014. Joseph S. Blatter and Michel Platini both recognised the importance of this meeting. “This meeting came at a vital moment, not only for European football, but also for world football. FIFA cannot implement its sports policies without direct cooperation and collaboration with UEFA. We may not always have the same ideas, but we will have the same approach,” stressed Blatter. Michael Platini, meanwhile, underlined the “unity of vision” shared by FIFA and UEFA, who “need to work together to promote the true values of football and develop our sport together.

Darts players have to report attempts to involve them in match fixing – deliberately playing badly or losing a match – to the international darts authority DRA. Last year six out of the ten reports received by the authority came from Dutch players, NOS said. However, the DRA thinks many more players are being approached. The Dutch public prosecution office has said it is aware of the situation and will be starting an investigation of its own. Betting on the outcome of dart games is becoming more popular, with an average game netting some hundreds of thousands of euros in bets. Players are usually approached via messaging services like Telegram. In one case the broadcaster managed to identify the messenger, a man who claimed his attempts at bribing players had met with little success. Another message was found to come from Dutch match fixing groups on Telegram who were selling on matches they claimed were fixed but weren’t. Two players were suspended by the DRA because of match fixing last year, including Dutch darts talent Wessel Nijman (20).

All is not well in the sector, however, with regular scandals raising questions about the role of money in the sport. The 2015 turmoil around FIFA is obviously the most well known example, creating a crisis in confidence in the sector. This study examines these questions, and the financial integrity weaknesses they reveal; it also offers ideas to strengthen the weaknesses. The study argues that football’s financial integrity weaknesses extend far beyond FIFA. These weaknesses have emerged largely because the sector is dominated by a small elite of clubs, players and owners centered in Europe’s top leagues. The thousands of clubs beyond this elite have very little resources, constituting a vast base of ‘have-nots’ in football’s financial pyramid. This pyramid developed in recent decades, fuelled by concentrated growth in new revenue sources (like sponsorships, and broadcasting). The growth has also led to increasingly complex transactions—in player transfers, club ownership and financing (and more)—and an expansion in opportunities for illicit practices like match-fixing, money laundering and human trafficking. We argue that football’s governing bodies – including FIFA – helped establish this pyramid.
