District Coordination Meeting (DCM), Swat – Minutes 09-10 August 2010 The District Coordination Meeting was held on Monday-Tuesday, 09-10 August 2010 at DCO Office Swat. The meeting was co-chaired by the DCO Swat and UNOCHA and was attended by 60 representatives of different organizations working in Swat including national and international NGOs, UN agencies, and government line departments. Agenda: • Situation update - By DCO Swat. • Humanitarian Response. • Area Distribution for intervention. • Issues. • AOB 1. Situation update by DCO: • DCO welcomed and thanked all the participants of the meeting. He also thanked to UNOCHA for the facilitation and support. • Matta and Kabal are cut off from Mingora because of the dmagae of Ayub and Baghderi Bridge. • All the 7 Union Councils of Behrain are damaged. • Rs 150 million have been given to Army from Provincial Government for the Rec/Rehab of bridges. • Restoration o f electricity will take 2 more weeks. • Chakdara Bridge will be rehab in next 8-10 days. • Rehabilitation of Baghdheri bridge will take 10-15 days more. • Upper Swat situation is critical. • He requested the organizations to avoid duplication. • DCO told to the forum that about 20-25 kilometer roads are washed away. • Priority of the civil administration is to create linkages and supply of food to the cut off areas. • He requested the organizations to reduce dependency on the air service and work on other options also to reach out the needy people. • He stated that the organizations should take measures to avoid nepotism and politicization of activities because it deprives assistance to the actual affected population. • He requested the organizations to keep the SDMs in loop from there relief activities. • Immediate need Food, Shelter, Health and clean drinking water. 2. Sector Updates and response of Organizations. Health Sector: Dr. Anwar Jamal informed the forum that they opened health coordination cell/ Emergency Cell in DHDC to cope up the emerging situation in health sector. He informed the participants that • Civil Hospital Madyan has been washed away in the flood • Civil Dispensary Kokary has been damaged. • Due to non availability of electricity, most of the tube wells are non functional and there is a threat of water born diseases. • 21 mobiles medical teams are on ground.(Merlin, IDEA, Save the Children, Abaseen Foundation, hayat Foundation, Malteser international, ARC International). • Daily meeting in DHDC at 6 Pm. (Contact NO of DHDC 0946-725528) • Most of the static units are functional with the support of Partners. Wash: Focal Person from Mercy corps told the participants that following organizations are working in wash sector and providing clean drinking water through tankers Mingora, Saidu Sharif and out skirts. • Mercy Corps • UNICEF (Provided generators and fuel and 100 sanitary workers to TMA Swat) • IRC • EPS • ARC • Acted • Oxfam GB with the help of his Implementing Partner, providing clean drinking water to Mingora City. • MSF install water filtration plant in shagai khunacham. • SRSP was requested to install filtration plant in Mingora and Madyan. Education : Save the Children and DECU constituted a cell with a name District Education information cell (DEIC) under the supervision of education department. Focal person informed the participants that 74 (39 fully and 35 partially) schools are reportedly damaged in the flood. Food: Following organizations are working in this sector. Some organizations have committed fund and stuff while some are waiting for there supplies. To avoid duplication the organizations will work in the areas allocated to them.
