The Engineers-in-Chief (Irrigation) and the Chief Engineers have submitted the proposals of O&M works under Category ‘A’, Category ‘B,

Plan Head and Non Plan Head.

General Recommendations: ‹ The Action Plan of O&M works once approved by the CAD committee should not be repeated for the next 2 to 3 years except weed removal. ‹ The Chief Engineer/Superintending Engineer should certify that the proposed works are not repeated and taken up since last 2 to 3 years. In case of repetition of the same works in the succeeding year, the concerned Superintending Engineer will be personally held responsible. ‹ The Chief Engineer/Superintending Engineer should submit the proposal with full description of name of O&M work duly mentioning the chainages and the name of distributory/Sub-distributory / Minor/Sub-Minor etc. ‹ The Executive Engineer should inspect the works in his jurisdiction and the concerned Superintending Engineer should inspect the proposed works at random duly certifying its essentiality/ urgency of works and furnish the inspection report along with the proposals. ‹ The proposals of O&M works should be thoroughly verified/ scrutinized at Chief Engineer/Superintending Engineer level and categorized with available budget provision/ploughback funds before submission to CADA office. ‹ The CAD committee will accord the Action Plan approval after careful examination of available budgetary/ ploughback funds only. Necessary administrative approval shall be accorded by the competent authority as per rules in vogue. ‹ Each proposal of O&M works under category-A should invariably accompanied with the statement showing the availability of WUA wise/DC wise/PC wise plough back amount in the prescribed proforma already communicated to all concerned. However the same proforma is shown below. The O&M work proposlas without the statement of available ploughback amount will not be considered.

‹ Inspite of specific instructions by the CAD committee from time to time, they are simply submitting the proposals with out following the above instructions and without any scrutiny and also without enclosing the details of eligible plough back amounts. ‹ Most of the proposals are directly placed before the CAD Committee on the meeting date itself without giving any scope for thorough examination. If any deviations are noticed in the later date the concerned EE’s/ SE’s will be held responsible. ‹ The above instructions may be communicated to the lower levels up to the AEE and shall be followed scrupulously. ‹ The HOD’s are requested to submit the proposals duly furnishing the budget availability for getting the works approved in the CAD Committee. 9
