Introduction générale INTRODUCTION GENERALE Ce travail concerne la plaine de Chougafiya, située en Tunisie Centrale. Elle s’étend sur une superficie de 344 Km2, renfermant plusieurs aquifères d’âge Crétacé supérieur, Mio- pliocène et Mio-plio-Quaternaire. De nombreuses questions sont actuellement posées sur l’importance des ressources souterraines exploitées dans cette zone et sur leur qualité. Depuis une trentaine d’années, le système aquifère de Chougafiya enregistre une exploitation importante. Actuellement, avec les effets conjugués de la grande variabilité des précipitations et de l’intensification des pompages, la nappe a accusé une baisse remarquable du niveau piézométrique accompagnée d’une invasion d’eau hypersalée en provenance de la Sebkha Hariét el Batène. Cet état de surexploitation a engendré une perturbation du fonctionnement hydrodynamique du système aquifère et une dégradation de la qualité chimique des eaux souterraines. Notre travail s’insère dans un cadre multidisciplinaire permettant une bonne compréhension du fonctionnement du système aquifère étudié et ses relations avec les bassins environnants de la Tunisie Centrale (la plaine de Kairouan, la cuvette de Sisseb-El Alem, le synclinal de Ain bou Mourra et le synclinal de Ain Jeloula). Il repose essentiellement sur une caractérisation hydrogéologique, sur une étude hydrochimique basée sur les analyses des éléments majeurs des eaux souterraines et sur le traçage isotopique à l’aide des isotopes stables de la molécule d’eau (18O, 2H) et radioactifs (3H, 14C). La présente étude a été réalisée dans le cadre d’une collaboration entre le Laboratoire des Radio Analyses et Environnement (LRAE) de l’ENIS et le Commissariat Régional du Développement Agricole du Kairouan (CRDA). Afin de contribuer à une meilleure évaluation et gestion des ressources en eau du système aquifère de la Chougafiya, notre étude présente plusieurs objectifs : ? Présentation des caractéristiques climatiques et hydrologiques du bassin de Chougafiya ; ? Identification du cadre structural et lithostratigraphique de la plaine ; ? Description de la géométrie, l’extension et les caractéristiques du réservoir ainsi que la relation hydrogéologique du système étudié avec les nappes limitrophes ; ? Etude du fonctionnement hydrodynamique du système aquifère ; 1 Introduction générale ? Etude de l’impact de la recharge artificielle à partir des barrages collinaires ; ? Détermination du faciès chimique, son évolution spatiale, ainsi que l’origine de la minéralisation des eaux ; ? Caractérisation isotopique du système à partir de l’identification de l’origine et l’âge des eaux souterraines et la détermination des zones de recharge ainsi que les éventuels mélanges des eaux de l’aquifère avec l’eau de la Sebkha. 2 Chapitre I : Cadre physique CHAPITRE I : CADRE PHYSIQUE I-1. Localisation géographique La plaine de Chougafiya est située en Tunisie Centrale, elle est à 20 km à l’Ouest de la ville de Kairouan. Elle couvre la partie Ouest des cartes topographiques au 1/50 000 : N°55 de Ain Jeloula, N°63 de Kairouan et N°48 de Jebibina (Fig. I-1). Topographiquement, la plaine s’étend entre : Latitude Nord : 39G 58’ 20’’ et 40G 41’ 90’’. Longitude Est : 08G 32’ 00’’et 08G 54’ 50’’. La plaine couvre une superficie totale de 344 km2. Elle est constituée par une vaste cuvette à remplissage Mio-plio-Quaternaire. Elle est limitée par : ? Les affleurements des grès oligocènes au Nord Ouest et au Nord Est ; ? Les collines d’El Gountasse, El Botnane El Homor et Er Ras el Ahmer au Sud ; ? Les calcaires éocènes des massifs anticlinaux du Jebel Es Sfeia, Jebel Merabtiha et Jebel El Hagaf à l’Ouest ; ? Les affleurements du Jebel Batène, la dépression d’El Haria et les sebkhas Hariét el Batène et Siouf el Haouita à l’Est. Le bassin de Chougafiya est situé entre les deux axes : Oued Nebhana au Nord et Oued Marguellil au Sud. Il est cerné par cinq systèmes limitrophes du Kairouannais (Fig. I-1) : ? La cuvette de Sisseb el Alem au Nord Est ; ? La plaine de Kairouan au Sud ; ? Le synclinal de Ain bou Mourra au Nord Ouest ; ? Le synclinal de Ain Jeloula à l’Est ; ? I-1 : Situation géographique et pluviométrie moyenne interannuelle des stations limitrophes à la plaine de Chougafiya ? Les précipitations annuelles La plaine de la Chougafiya est située entre les isohyètes annuelles 300 mm et 350 mm. Les pluies sont généralement peu abondantes et très irrégulières dans le temps et dans l’espace. En effet, la pluviométrie moyenne annuelle calculée sur la période allant de 1975 à 2006 est de 302 mm avec une grande variabilité interannuelle. Les valeurs de précipitations oscillent entre un minimum de 118 mm (2000-2001) enregistré à la station de Ain Jeloula et un maximum de 703 mm (1989-1990) enregistré à la station de Chérichira école (Fig. I-2). Les années 1989/1990, 1991/1992 et 2002/2003 semblent être les plus humides avec une moyenne de 525.3 mm enregistrée à la station de Ain Jeloula. Concernant la station de Sbikha, la moyenne des précipitations calculée pour les années les plus humides (1975/1976, 1989/1990 et 1995/1996) est de l’ordre de 593.5 mm. De même pour la station de Chérichira école, on a enregistré une moyenne de 531.9 mm durant les années : 1989/1990, 1991/1992 et 1995/1996 (Tab. I-1, I-2 et I-3 en annexe). Cependant, les années les plus sèches sont 1999/2000 et 2000/2001, la moyenne enregistrée à la station de Ain Jeloula est de 136.5 mm. La station de Chérichira a enregistré une moyenne de 174.7 mm pendant les années 1980/1981, 1994/1995 et 1996/1997.     Analysis of the Tunisian Tax Incentives Regime March 2013 OECD Paris, France Analysis of the Tunisian Tax Incentives Regime OECD mission, 5-9 November 2012 “…We are working with Tunisia, who joined the Convention on Mutual Administrative Assistance in Tax Matters in July 2012, to review its tax incentives regime and to support its efforts to develop a new investment law.” Remarks by Angel Gurría, OECD Secretary-General, delivered at the Deauville Partnership Meeting of the Finance Ministers in Tokyo, 12 October 2012 1. Executive Summary This analysis of the Tunisian tax incentives regime was conducted by the OECD Tax and Development Programme1 at the request of the Tunisian Ministry of Finance. Following discussions with the government, the OECD agreed to conduct a review of the Tunisian tax incentive system within the framework of the Principles to Enhance the Transparency and Governance of Tax Incentives for Investment in Developing Countries.2 As requested by the Tunisian authorities, the objective of this review was to understand the current system’s bottlenecks and to propose changes to improve efficiency of the system in terms of its ability to mobilise revenue on the one hand and to attract the right kind of investment on the other. The key findings are based on five days of intensive consultations and analysis. Key Findings and Recommendations A comprehensive tax reform effort, including tax policy and tax administration, is critical in the near term to mobilize domestic resources more effectively. The tax reform programme should include, but not be limited to, the development of a new Investment Incentives Code, aimed at transforming the incentives scheme.

This potential PDO is linked to the ‘White olive oil of Tirana’ and the ‘White olive oil of Elbasan’, because they have physically contiguous areas and are characterised by the specialisation in the production of the ‘White Olive’. Although registered as a single cultivar, the ‘white olive’ has slightly different characteristics that sometimes lead to identify them separately. ° Varieties: The ‘white olive of Kruja’. This variety represents half Albania Olive oil White olive oil of Kruja the region’s plants, and 23% of the century old plants in the country. Pending The weight of the fruit is 2.04 grams and the weight of the stone is application to the 0.37 grams. The percentage of oil which can be extracted from the Albanian Patent olive is 24-25%.
