No individual will be excluded from any level of international competition due to race, religion, gender or age.

In this document, some items may not be applicable in the case of bi and trilateral competition.

1. GENERAL

1.1 Payments of non-refundable deposits for registration to participate in any tournament must be paid to the host country’s organising committee on the date stipulated by them.

1.2 All players and officials will, at all times, accept the decisions of the umpires and tournament referees as governed by the WBCC International Playing Rules (WBCC Core Document 2) and the WBCC International Tournament and Competition Rules (WBCC Core Document 3). They must also adhere to the W.B.C.C Code of Conduct, Challenge and Disciplinary Procedures (WBCC Core Document 5). All players must conform to the WBCC Sight Classification and Registration Procedures (WBCC Core Document 4) and they must have a valid sight classification registration card with them at all competitions.

1.3 On the day before competition commences a meeting will be held. Attendees at this meeting will be as follows: Members from the Host Country Organising Committee. Members of the WBCC Executive. One Managerial Representative from each participating Country. The Team Captain from each Country. All Umpires and Officials. At this meeting, all relevant aspects of the tournament will be discussed.

1.3.1 In the case of: Bi and trilateral competition attendees at this meeting would be as follows: One Managerial Representative from each Country. The Team Captain from each Country. All Umpires and Officials.

1.3.2 In the case of bi and trilateral competition, all breaches of on and off field conduct will be dealt with by either the match referee or officiating umpires. No challenge petitions on sight classification or residential status will be permitted. These would be dealt with, under the procedures for challenge petitions outside of competition.

1.3.3 At this meting the Challenge And Disciplinary Committee (C&DP) The C&DP will be convened at any time should a player or official be reported under the W.B.C.C Code of Conduct, Challenge and Disciplinary Procedures. (WBCC Core Document 6)

1.3.4 The C&DP for sight Classification issues will be as follows: The President of WBCC (Who will normally chair this panel) 1 neutral of the WBCC Executive. 2 neutral Regional Development Directors 1 neutral Ophthalmologist

1.3.5 The C&DP for any disciplinary issues will be as follows:

1.4 All challenge and disciplinary issues will be governed by the W.B.C.C Code of Conduct, Challenge and Disciplinary Procedures. (WBCC Core Document 5)

1.5 At the conclusion of each match during a tournament, the ground staff and officiating umpires will ensure the pitch on each oval being used is covered overnight or during the day in the event of inclement weather.

1.6 Expenses for accommodation, meals and any transportation of competing teams will be borne by the host country’s organising committee for the period of stay.

1.7 It will be the responsibility of the host nation organising committee in conjunction with the WBCC executive committee to ensure that an ophthalmologist is available during the period of the competition.

2. THE FORMAT AND COMPETITION

2.1 All games will be played under the W.B.C.C international playing rules (WBCC Core Document 2).

2.2 The tournament where possible, will be in a; “Round Robin” format series of matches.

2.3 Points allocation during the Round Robin stage of a competition will be as follows:

Four points to be awarded to team winning the match. Two points to be awarded to each team in the event of a tie. Two points to be awarded to both teams in the event of an abandoned match. No points to be awarded to team losing the match. 2.4 Bonus points allocated during the round robin stage of a competition will be as follows:

2.4.1 If the team second scores the target runs within 80% of the allotted overs or prior to the completion of the 32nd over, then it will score one bonus point.

Example The team batting first is dismissed for a score of 200 runs: then the team batting second must score 201 runs prior to the completion of the 32nd over or 80% of the allotted overs for the match.

World Blind Cricket Council 3 2.4.2 If the first team dismisses the team batting second, prior to the completion of the 32nd over or less than 80% of its score then it will gain one bonus point.

Example If the team batting first scores a total of 200 runs and the team batting second is dismissed for a score of less than 160 runs by the completion of the 32nd over or 80% of the allotted overs, then this team will gain a bowling bonus point.

2.5 A tied match during the Round Robin stage: A match shall be declared as tied if the scores of the two teams are level at the end of the match, irrespective of the number of lost or number of overs bowled.

2.6 If teams are tied level on points at the end of the Round Robin stage, league places will be decided as follows:

2.6.1 The team with the better net run rate after completion of the round robin stage of matches shall be ranked the higher.

2.6.2 If two teams have the same run rate, then the team which has lost the least number of wickets shall be ranked the higher.

2.6.3 If two teams have the same run rate and number of wickets lost, then the team who won the match in the round robin match shall be ranked the higher.

2.7 The host country’s organising committee will decide the schedule of matches with the approval of the WBCC executive committee. This will depend upon the number of countries competing.

3. THE SEMI-FINALS

The teams finishing in order 1,2,3 and 4 on the points table after completion of the Round Robin matches shall compete in the two semi finals. The order will be as follows: The first semi final shall be played between teams 1 and 4. The second semi final shall be played between teams 2 and 3.

4. THE FINAL

The final to decide the winner of a tournament shall be played between the two teams winning the semi finals.

* PLEASE NOTE

In the event of weather intervening with the semi finals or the final, the officiating umpires and tournament referees should make every effort to conduct a match of at least 15 overs a side to determine the winner of these matches.

5.1 Dates will be decided by host country’s organising committee in conjunction with W.B.C.C executive committee.

5.2 Competing teams’ arrival in the host country will be decided by the host country’s organising committee. All countries may arrive earlier, but will be responsible for their own expenses, until the date stipulated by the hosting country.

5.3 Departure of the competing countries will be decided by the host country’s organising committee. All countries may depart later, but will be responsible for their own expenses, after the date stipulated by the hosting country.

6. THE COMPETING COUNTRIES

6.1 All countries competing must be full members of W.B.C.C.

6.2 Other countries wishing to compete will be at the discretion of the W.B.C.C executive committee.

7. THE MATCH DURATION

All games will be played in the one day format under the W.B.C.C international playing rules (WBCC Core Doc 2).

8. THE RESCHEDULING OF MATCHES

8.1 Rescheduling of matches lost to bad weather will be at the discretion of the host country’s organising committee in conjunction with the W.B.C.C executive committee.

8.2 If there is a delayed start to the matches because of inclement weather or other unforeseen circumstance, the umpires may reschedule the number of overs and time frame of the match. Calculation of the match will be based on 14 overs each hour being bowled.

8.3 Whilst rescheduling a match, the umpires must ensure that the maximum number of overs be worked out for a result to be achieved.

9. THE HOURS OF PLAY

Hours of play will be as follows: 9.30-12.30-1315-1615.

If the team batting first is dismissed in less than 150 minutes, the Umpires may commence the innings of the team batting second after an interval of 10 minutes from time of of the first team. However, if the team batting first is dismissed after more than 180 minutes, time will be deemed to be lost and the luncheon interval will be taken at the usual time and the team batting second will not commence their innings until 13:15.

11. ARRIVAL AT THE GROUNDS

All competing teams must arrive at the respective grounds by no later that 08:30 each playing day.

12. NAMING THE TEAM

(Mirror playing rules).

The captain of each team must lodge a written list of the starting eleven, 12th men and runners, along with their sight category by no later than 09:00. The list for each team will be lodged with the match officials, e.g. match referee.

13. THE TOSS

The toss will be taken by the officiating umpires and respective captains by no later than 09:00 or half an hour before commencement of the match.

14. DRESS CODE

14.1 All competing countries shall wear their playing uniform in colours approved by the WBCC.

14.2 All uniforms and players must conform to sight classification identification markings as laid down in the WBCC international playing rules. (WBCC Core Doc 2)

14.3 Provision must be made by the host country’s organising committee to provide all competing countries, prior to the start of competition, with any sponsorship logos they wish teams to display during the competition. These must be in the form of stick on labels.

14.4 Participating teams may only display their own sponsors’ logos with the agreement of the host country’s organising committee and the WBCC executive committee.

World Blind Cricket Council 6 15. THE OFFICIALS

15.1 The host country’s organising committee in conjunction with the WBCC executive committee, shall appoint all umpires, scorers, tournament referees, and any other officials deemed necessary for WBCC accredited tournaments and competitions.

15.2 Appointment of officials shall be considered from a list of eligible names submitted with relevant experience and accreditation.

15.3 Where possible, all officials for all matches will be neutral.
